In accordance with Ministry of Land, Infrastructure and Transport directives, the following restrictions will apply to liquids as carry-on cabin baggage for international flights departing from Narita International Airport from Thursday, March 1, 2007. The restrictions do not apply to items purchased at duty free and other shops after departure procedures have been completed.
Restrictions apply to:
All international flights departing from Narita International Airport (does not include arrivals)
Carry-on cabin baggage (Baggage checked in with Airlines Excluded)

Restrictions for liquids as carry-on cabin baggage
- All liquids(*1) in excess of 100ml must not be carried on board (*1). These items will be confiscated at security checkpoint so please ensure that they are checked in with your luggage beforehand.
However, the following items may be carried on as cabin baggage:
- Liquids stored in containers with a capacity not exceeding 100 ml（*2） (*3) and which may easily fit in a transparent re-sealable plastic bag and has a capacity of not more than 1 liter.
- Medications(*4), baby milk, baby food, special dietary requirements etc.

“All liquids” includes gels (toothpaste, hair gel etc.), aerosols and sprays. |

For the purpose of overcoming the question of different liquid densities, 1
gram is equivalent to 1 milliliter. |

Gas lighter refills, propellants, flammable liquids and substances, oxidizing agents, toxic substances, radioactive materials, corrosive substances, other harmful objects and weapons are prohibited from being transported and are still prohibited on board. |

Passengers may be required to show proof that they need to carry on items as cabin baggage by showing such documents as prescriptions. |
Each passenger is permitted to have only one plastic bag. The recommended dimension for the plastic bag should not exceed a width of 20cm nor exceed a height of 20cm. Passengers are responsible for purchasing their own plastic bags. The bags can be bought at convenience stores, home centers etc.
- Liquor, cosmetics and other items purchased at duty free and other shops after departure procedures have been completed are not subject to the preceding restrictions and may be carried on as cabin baggage.
(*)Please note that passengers transiting through locations such as the US and Europe where liquid items are not permitted on board may not be able to place liquid items in there check-in luggage at their transit airport and may have those items confiscated when making their connection. For further information, please contact your airline.
- Alcohol, cosmetics and other liquid products purchased at overseas airport shops located on the airside of passport control or passenger security checks, may be brought onto aircraft flying to Japan regardless of the above restrictions.
However, passengers from overseas airports transiting through Narita onto international flights must surrender liquid items at the transit security checkpoint.

- If you wish to take on board liquids up to 100ml sealed in plastic bags or laptop computers or other electronic device, please advise the security personnel at the checkpoint. Coats, etc. must be submitted for x-ray.
- Although liquid items can be packed in check-in luggage, some airlines may not accept breakable items. Airline policies differ on what items can be taken on board. Therefore, please check with your airline.
- With the introduction of restrictions on liquid items, congestion at the passenger screening checkpoints can be expected. Please arrive at the airport early.
- These regulations apply to all arrivals on international flights and all passengers connecting to international flights at this airport.

These new regulations are being implemented by the Ministry of Land, Infrastructure and Transport in accordance with guidelines produced by International Civil Aviation Organization (ICAO), a specialized agency of the United Nations, for Contracting States regarding restrictions on liquids as carry-on cabin baggage. The restrictions were introduced after an attempted terrorist bombing on a British Airways flight in August 2006. |
