Pennsylvania State Police have filed charges against the driver of a tractor-trailer which overturned on the ramp from Interstate 81 south to Interstate 83 south Tuesday afternoon.
The crash caused the truck to dump its cargo off an overpass, killing a driver that was struck by part of the load. The truck was carrying 29,000 pounds of paper.
Rafal Wisniewski, 30, from Addison, Illinois, is charged with Homicide by Vehicle, Careless Driving, and related offenses.
Interstate 81 was closed for more than nine hours after the crash, which occurred at approximately 4:45 p.m.
Police say when Wisniewski driver went into the curve of the ramp, his truck rolled onto its side. The trailer split open as it landed and slid on the concrete railing, spilling large packages it was hauling onto the road below. One of the packages landed in the passenger compartment of a van going from Interstate 83 to Interstate 81. The driver, 36-year-old Todd Black of Millerstown, was killed.
Interstate 81 reopened at the 81/83 split at approximately 2:00 a.m. this morning.
Wisniewski was incarcerated in Dauphin County Prison. His bail is set at $1,000,000.
