Second petition filed for a recall

Earlier effort heads for appeal

Another recall petition was filed Thursday against Detroit Mayor Kwame Kilpatrick.

Angelo Brown of Detroit filed a petition that said Kilpatrick is too preoccupied to be effective.

"Kwame Kilpatrick legal fight against felony perjury takes away the time for him to be a good mayor," Brown said in the petition. He could not be reached for comment.

Mayoral spokesman James Canning said: "It's Mr. Brown's right to file a petition, but it's just another effort by a political hopeful to grab headlines."

Brown has previously filed recall petitions against the mayor, but none have gone forward. The Wayne County Election Commission is to review the petition's language at 2 p.m. April 11 to determine whether it passes legal muster.

It's unclear whether the commission will vote on the petition because Douglas Johnson, a Sterling Heights paralegal who moved to Detroit to run for City Council, has appealed the commission's rejection of his recall petition to Wayne County Circuit Court. Only one petition can be in play at a time.

The commission voted to rescind Johnson's petition March 12 after the mayor's lawyers challenged his residency.

Chief Judge William Giovan is to conduct a conference on Johnson's appeal today.
