The FIFA Executive Committee has approved the following system to select the host country of the 2006 FIFA World Cup ™:

    1. Voting will be by secret ballot, the voting forms being completed without scrutiny from a third party.

    2. In the case of parity of votes, the FIFA President has the casting vote to decide which candidate has the higher number of votes.

    3. Abstentions, empty voting forms or voting forms on which more than one candidate is marked are invalid. The same applies to voting forms on which the mark is not clear or illegible. The General Secretary and a public notary will decide on the validity of a voting form.

    4. The secret votes will be viewed only by the FIFA General Secretary, a public notary plus a third neutral person. When a final decision of the host of the 2006 FIFA World Cup ™ has been taken, the result shall be put into an envelope which will be taken by the General Secretary to the press conference, where it will be given to the President and opened for announcement.

    5. In any round of voting involving more than two candidates, the absolute majority of the valid votes of the Executive Committee members present (i.e. more than 12 of the votes, provided that all the members are present, no invalid votes and no abstentions) is required.

    6. In any round of voting involving more than two candidates, if the absolute majority is not achieved, the candidate which obtains the fewest number of votes will be eliminated.

    7. If two or more candidates receive an equal number of fewest votes, an intermediate ballot among these candidates will take place in which the single candidate with the fewest votes will be eliminated. If two or more candidates receive an equal number of fewest votes in the intermediate ballot, the FIFA President will have the casting vote to decide which candidate has the higher number of votes.

    8. Further ballots will then take place in accordance with the same procedure until only two candidates are left, when a simple majority of the votes will be conclusive.

    9. If or when only two candidates are left and both receive an equal number of votes, the casting vote of the FIFA President will be decisive.
