The Arnold Engineering Development Center is an Air Force Materiel Command organization and an important national resource. It has contributed to the development of practically every one of the nation’s top priority aerospace programs including the Atlas, Titan, Minuteman and Peacekeeper ICBMs, the space shuttle, space station, and Projects Mercury, Gemini and Apollo.

Responsible for programming, management, execution, and reporting all test and analysis & evaluation programs in the center’s wind tunnels, gas turbine (jet engine) sea level and altitude test cells, space environmental chambers, altitude rocket test cells, ballistic ranges, arc heaters and other aerospace test units including geographically separated units in Maryland (Hypervelocitry Tunnel 9 and California National Full-scale Aerodynamics Complex). Evaluates mission support contractor performance and recommends award fee grade in the test and analysis & evaluation programs functional area.

Responsible for the programming, management, quality assurance evaluation, standardization, execution, and reporting of all test infrastructure facility operations and maintenance programs. Interfaces with DOD, non-DOD and commercial acquisition and logistics organizations to ensure project management of test infrastructure facility operations, maintenance and logistics projects meet AEDC mission requirements. Evaluates mission support contractor performance and recommends award fee grade for the Facilities Operations and Maintenance functional area to the Program Executive Officer for Major Service contracts and the Award Fee Review Board.

Responsible for mission support and medical activities. Mission support includes communications, information management, civil engineering, security, Medical Aid Station, logistics readiness, services, chaplain and resource management.

704th Communications Squadron
704th Civil Engineering Squadron
Responsible for planning, programming, execution and reporting of all test infrastructure asset investment programs. Provides improved Research Development Test &Evaluation (RDT&E) infrastructure assets. Performs systems program office type actions for sustaining, modifying and improving the performance of the center. Directs investment program to sustain and modernize the $7.8 billion test facility infrastructure and to improve AEDC test capabilities. Executes more than $75 million annually in improvement and modernization (I&M), centralized test and evaluation investment program (CTEIP), base maintenance and repair, and MILCON funding and integrates and plans more than $500 million in fiscal year direct program funding. Manages AEDC’s systems engineering process. Analyzes all validated test asset requirements for maintenance, repair, improvement and modernization projects for packaging into executable programs. Provides program management for criteria development, design, procurement support, construction, checkout and acceptance. Assist with plans for new test capabilities and/or facilities for future test requirements, and prepares and executes long-range investment plans. Provides requirements analysis and programming support on future technical facility needs through the military construction program (MCP), test investment planning process (TIPP) and CTEIP. Evaluates operating contractor's performance.
