Hydrogen Pools

The Hydrogen Pools appear to be specific areas of Hydrogen contained within the Watersphere. These are placed in a specific way for a technical reason which is not understood by the author.
There are two pools, Hydrogen Pool 1, and Hydrogen Pool 3.
Pool 1 (P1) is associated with the first magnetic ring, while Pool 3 (P3) is associated with the third magnetic ring, as you can see in the image below.
