Oil worker abducted in Somalia

A Pakistani oil worker has been abducted in northern Somalia but security forces have the kidnappers surrounded, a government minister said.
Foreigners are often targeted for ransoms in Somalia and off its lawless coast, where pirates are holding several ships including a Ukrainian vessel laden with 33 tanks and other heavy weapons.
The kidnapped man works for Canada-based Africa Oil Corp. near the port city of Bossaso, said Hassan Osman Alore, energy and minerals minister in Puntland. The region is a hotbed for abductions and piracy, and the route from Bossaso to Yemen is a well-known arms smuggling route.
"Our security forces have surrounded the abductors," Alore said.
Somalia is believed to have oil reserves, but the country's anarchy has hindered exploration.
Somalia has had no effective central government since 1991, when warlords ousted a longtime dictator and then turned on each other.
Foreign companies have been reluctant to operate in Somalia, although there has been interest recently from China, Australia and Canada. But Somalia is a dangerous gamble, as many of the region's armed clans are opposed to oil exploration, saying they fear the "oil curse" experienced by countries with vast reserves, such as Nigeria.
Islamic militants with ties to al-Qaida have been battling Somalia's shaky transitional government and its Ethiopian allies since their combined forces pushed the Islamists from the capital, Mogadishu, in December 2006. Thousands of civilians have since been killed in near-daily barrages of mortar shells and gunfire.
The separate problem of piracy has drawn international attention, as Somali bandits target one of the world's busiest shipping lanes.
More than two dozen ships have been hijacked off Somalia this year.
