BAQ 2003 is organized by the Philippine Department of Environment and Natural Resources, Clean Air Initiative for Asian Cities (CAI-Asia), Air Pollution in the Megacities of Asia (APMA) Project, and the Partnership for Clean Air.

CAI-Asia is a regional network founded in 2001 by the Asian Development Bank, World Bank, and the United States-Asia Environmental Partnership (a project of USAID). It is a multi-stakeholder organization, with more than 90 institutional members with the goal of promoting better air quality management in Asia. The APMA project is a joint project of UNEP, WHO, the Korea Environment Institute, and the Stockholm Environment Institute with the aim of providing a foundation for information exchange and regional cooperation on air quality issues. Contact Gary Haq (gh7@york.ac.uk) for more information.

The Partnership for Clean Air is the local network of CAI-Asia in the Philippines, which actively works with stakeholders from all sectors in order to implement the Philippine Clean Air Act. The Department of Environment and Natural Resources is the lead agency for the implementation of the Clean Air Act and an active member of the Partnership for Clean Air.
