Oct. 1--WASHINGTON -- The U.S. Census Bureau notified Congress on Tuesday that it accidentally doubled the number of students living in a North Carolina college dormitory in its 2000 tally, a glaring error that may have robbed Utah of a fourth congressional seat.

Census officials admitted they overcounted North Carolina's population by 2,673 people, according to a revised 2000 count delivered to members of the House Government Reform Committee.

The 2000 census had originally determined Utah needed 857 more residents to receive another congressional seat. As a result, North Carolina gained a 13th seat in Congress last year and Utah launched an unsuccessful $1.2 million legal challenge against the census counting methods that went to the U.S. Supreme Court.
