Brooks says he named his so-called last album after the Wizard of Oz character. So it's apt that the record succeeds best when it goes for emotion over intellect. While the rhythm numbers (''Wrapped Up in You'') settle into an amiable groove, the singer occasionally sinks under the gravity of pensive ballads that seldom rise above melodrama (''The Storm''). Scarecrow's considerable charm lies in its earthy simplicity, and in an artist reveling in the knowledge that he has nothing more to prove.
