    I read Majority Leader Malcolm Smith's comment that there would be no vote on the state Senate floor to legalize gay marriage because the proposal did not have the requisite votes for passage. While I am not a proponent of gay marriage, I nonetheless found Smith's comments to be a further manifestation of the dysfunctional nature of state government.
