In Korea, a rapid and effective SAR activity is required due to increasing the loss of valuable lives and assets by small or major maritime accidents every year.
In order to execute a rapid and efficient SAR activity against those accidents, the Korea Coast Guard is enforcing a proclamation of ship reporting system (KCG Proclamation 1998, #52, June 18, 1998) related to the ship location, location report method, and frequency that stipulated in the Law of maritime disaster rescue to enforce KOSREP starting August 1st of 1998 which is recommended by the international SAR Agreement.
This policy is not mandatory, but a volunteer system, and you don't have to pay anything for reporting to the assigned authority by KCG via wireless communication.
In addition, we, KCG, protect your reported information including your location completely according to the related regulation from the public and will not be used for any other purposes, except for SAR activity. KCG encourages you to participate in this policy in order to execute the cooperative rescue activity between the public and KCG substantially and effectively
designated zone
Designated zone of KOSREP is the north at 30 degrees the north latitude and the south at 40 degrees the north latitude. The East at 121 degrees the east longitude and the west at 135 degrees the east longitude
designated ship
International passenger ship, International sailing ship with the total gross weight of 300 ton or more and sailing time of 12 hours or more, any disabled, restricted and odd constraint, towing ship with the total towing length of 200 meter and more, tanker carries crude oil, chemicals and other hazardous material

   to GMDSS

A report use in KOSREP consists of 4 segments : Sailing Plan, Location report, Location Change report and Final report
Sailing Plan
Sailing plan is a basic information to presume the location of ship. Therefore, the report must be filed when entering or leaving from the designated sea area.
* When you report your sailing plan after leaving or entering, the report must be done as quickly
    as possible, and you can be done your pre-report by paper process as well
Location Report (KOSREP)
Location Report (KOSREP) is the information to verify whether your ship location is accurate as you reported in advance or not. Therefore, Please let us your first report within 12 hours of arrival or departure, then report every other 12 hours until your final report has filed
* If there is an expectation of delay for your report from various reasons such as telecommunication
    operator's duty hour, etc., the report should be done prior to the scheduled time and reduce a notification
    interval under poor weather condition
Location Change Report
Location Change Report is the information to correct the change of its sailing plan. Therefore, the Report must be notified when your destination is changed or over 25 miles off from the original scheduled route
Final Report
Final Report is the information to complete a participation of KOSREP. Therefore, the Report must be notified before or after your arrive to the destination port
* When you notify your Final Report after departure, your report must be done as quickly as possible, and in case of post-report can be done by paper process
