KAMPALA, Uganda | A top suspect wanted for orchestrating the killings of thousands of people in Rwanda’s 1994 genocide has been captured, police said Tuesday. The fugitive, former Rwandan intelligence officer Idelphonse Nizeyimana — who is accused of organizing the slaughter of children, hospital patients, priests and even an elderly ceremonial queen — was arrested Monday in Uganda. He had been on the run for year.

Although the United Nations has no “concrete proof” of an ongoing nuclear weapons program, the chief of the U.N.’s International Atomic Energy Agency, Mohamed ElBaradei, said he has “concerns about Iran’s future intentions.”

MANILA, Philippines | Police say landslides caused by Typhoon Parma have killed 12 people in two northern Philippines villages. The death from the storm is now at least 16. Senior Superintendent Loreto Espineli said today that a family of five died when their home in a village in Benguet province was buried. An additional seven people were killed when a house was buried in a nearby town.

Security sweeps in northern Iraq net 100 suspected insurgents

BAGHDAD | Iraqi security forces have detained more than 100 suspects in sweeps through Mosul to try to cripple the country’s last major stronghold of Sunni insurgents, a commander said Saturday. The offensive, which began early last week, is the latest attempt to break the networks of al-Qaida in Iraq and other groups in the Mosul region in northern Iraq. The insurgents have bounced back each time with little apparent damage to their ability to strike Iraqi and U.S. troops and their allies.
