The Bureau of Purchases consists of an Administrative Division, Procurement Division, Surplus Property Division, and Printing & Reprographic Service Division. All of these Divisions report to the City Purchasing Agent. The Bureau is governed by Section 17 of the Baltimore City Charter.
The goal of the Bureau of Purchases is to provide unequaled customer service and obtain the best value in procurement and print services. The best value is defined as delivering the right good or service, at the right time, to the right place, from the right source, and at the right price.
The Bureau is able to facilitate this goal through CitiBuy, a 24/7 marketplace for doing business electronically with the City of Baltimore. The City uses CitiBuy to post all new requests for services or commodities. All vendors interested in doing business with the City must register with CitiBuy.
