How We Manage Our Roads

We are responsible for the operation and stewardship of the strategic road network in England on behalf of the Secretary of State for Transport. The strategic road network consists of motorways and major trunk roads; other roads in England are managed by local authorities.

Please note that this website only contains information about the roads we manage.

Our road network is valued at over £81 billion. It carries a third of all road traffic in England and two thirds of all heavy freight traffic, providing a vital service to commerce and industry and to the lives of individuals and communities.

The primary functions of the Highways Agency are to manage traffic, tackle congestion, provide information to road users and improve safety and journey time reliability, whilst respecting and minimising the adverse impact on the environment. Assessing our Road Projects
Following the opening of a road scheme we undertake an evaluation to see whether it brought the benefits we anticipated and whether the impacts of the scheme were as predicted.
