"GET READY GET THRU" Disaster Awareness Week 2009
11 - 17 October 2009

Every year since the early nineties, the United Nations organises a World Disaster Reduction Campaign, which culminates on International Disaster Reduction Day, the second Wednesday of October. In New Zealand, the Ministry of Civil Defence & Emergency Management working in collaboration with Civil Defence Emergency Management Groups around the country, promotes Disaster Awareness Week, a week of activities aimed at raising awareness of hazards and the need to be prepared.

The purpose of the Disaster Awareness Week is to have a heightened period of activity to get across key CDEM messages to the general public. The plan is to have an intensive national mass media advertising campaign to promote the key messages, with CDEM Groups encouraged to undertake local and regional activities for their communities. The focus during the week is on encouraging individuals to take action to be better prepared to deal with disasters when they happen.

Planned national media activities
The
national theme will continue to be the generic "Get Ready Get Thru" and it is up to CDEM Groups to focus on specific aspects such as water, schools, businesses etc. As in previous years there will be an intensive national mass media campaign on television and radio reinforced by activities to support CDEM Groups.

GRGT October Advertising Campaign: Sunday 4 - Sat 17 October 2009
Television advertising -This two week television schedule has been planned to reinforce the importance of planning and preparing for a disaster. Both the 60” and 30” flights are expected to come in slightly up on planned TARPs (Target Audience Ratings Points). Strong performing 60” programmes purchased for this flight include:One News, Shortland Street, 60 Minutes, 3 News and Rove. Strong performing 30” programmes purchased for this flight include: The Mentalist, Australian Idol, Home and Away, Two and a Half Men, 20/20 and Grand Designs. A mix of TVNZ (TV1 & TV2), TV3, SKY & Prime television channels has been utilised.

CDEM Resources - Public Education Toolkit
A number of resources are available for CDEM Groups to use as needed. These include a media kit with suggestions on things you could do during the week, reprinting the GRGT brochures and checklists, and posters and advertisements. If you would like assistance with modifying any of these posters or ads please contact us early. In addition the Ministry is also coordinating the production of recyclable bags that you may want to use in your promotional activities during the week.. Recyclable Shopping Bags – All bags delivered
All councils that placed orders for the recyclable shopping bags will have received the bags in the first week in September.Click on the bag to view a larger image. The bright yellow bags will have a strong Get Ready Get Thru branding and remind people to have a plan and emergency survival items on one side. On the other side will be a shopping list of emergency survival items. We have an assurance that the bags meet the required environmental specifications. They are NWPP (Non-Woven Polypropylene) recyclable bags. View fact sheet on NWPP bags

Needless to say if we put out a product with the CD branding on it we need to be reassured that they are eco-friendly. The polyproylene according to the manufacturers is a thermoplastic polymer - a type of plastic that can be melted down and recycled into garden stakes,and garden furniture and flower pots. The bags are 35 x 32 x 20cm. Depending on the demand we will look at another coordinated print run in February 2010.

Support from retailers
During the week we will be undertaking activities to encourage people to think about having an emergency plan and survival items. Getting the message across to our communities is always a challenge. Support from retailers to remind people to stock up on the essential items is certainly a big plus. We are absolutely delighted to have support again this year from The Warehouse Group. And the New World stores join us as well this year. We encourage CDEM staff at the councils around the country to take advantage of the support offered by these retailers to maximise the opportunities.

Both The Warehouse and Foodstuffs will encourage their stores to be supportive of requests from their local council civil defence staff to explore instore promotional opportunities. Please note that the ability of the store to accommodate your request will vary with the stores and is dependent on space availability. We would encourage you to contact your local store owner/ manager soonest possible and discuss options that would work for both parties. This could include space to have your civil defence displays or material or even to have staff on site at agreed times to encourage shoppers to get prepared.

Promotions through The Warehouse (TWL)
This year The Warehouse has confirmed that they will again be supporting Disaster Awareness Week activities around the country in a number of ways. As their promotional weeks run from a Wednesday, they will be supporting the event from 14 October for one week.

  • Strip ad -Inclusion of a strip ad reminding people to "Get their emergency survival items now" in their advertising mailer (see example below) .
  • Instore posters and displays -Instore poster (pdf): "You could be out shopping. You could be anywhere" (see example below)
  • Instore promotions -They will dedicate an end in all stores, on which will be featured the products that consumers need to collate their Emergency Kit.
  • The Warehouse national office will also issue an advisory to all their store managers advising them that TWL has a national arrangement in place with civil defence to support civil defence promotions during Disaster Awareness Week. Store managers will also be encouraged to consider end of aisle promotions of the main emergency survival items. The Warehouse have sent out their advisory to all their stores in early September 2009.
Nationwide support from New World
Foodstuffs (New World) have confirmed their support nationally for Disaster Awareness Week.Foodstuffs have three separate regional divisions and all three have agreed to come on board. The type of support will vary slightly in the three regions but in essence includes:
  • A full page (or more) "Get Ready" spread in their New World mailout during the week. This will include advertising from commercial suppliers of related products.
  • They will also encourage their stores (which are all owner operated) to have instore posters and shopping lists.
  • a link from their website to our getthru website
  • Dependent on availability some stores may have end-of-aisle displays.

View a copy of the advisory that New World has sent out to their stores in the Wellington region (Hawkes Bay,Wairarapa, Wellington, Manawatu) They will follow this up later in September with a further piece and a more focused call to action for stores (suggested end of aisle display ideas; shopping lists of the key products needed; image of the double-page advert in their circular, NW specific poster for stores to use) and showing how to make a strong call to action for customers. This information in conjunction with approaches locally should assist in having a successful promotion.

How can councils take advantage of the arrangement?
We recommend that you contact your local stores to discuss possible instore activities, promotions or competitions and also negotiate end-of aisle displays. There are also opportunities for non-paid public relations and media promotions that you may want to consider eg a local celebrity doing their shopping for emergency items, or a competition through a local radio station. For those of you who have purchased the recyclable Get Thru bags you could perhaps use these as prizes to shoppers at the checkout who have purchased emergency items. The list of their stores can be viewed on the New World website

Media/Information Kit

CDEM Groups Planned Activities for 2009
Taranaki CDEM Group
The 2009/2010 CDEM Public Education Plan for Taranaki identifies a number of public education activities focused on Disaster Awareness Week. The activities will promote hazard awareness and personal preparedness messages.

The main activities for October 2009 are:

  • A radio advertising campaign throughout October.
  • A 2-page advertising feature in the Taranaki Daily News.
  • A “Get Ready” competition as part of the ad feature. Entrants will have to name 3 items for their survival kit and go in a prize draw. This will also be on the TRC website and available at the Mitre-10 Mega Store promotion.
  • Mitre 10 Mega Store promotion: Hand out Get Ready shopping bags with the Get Ready Shopping list and GRGT pamphlet to shoppers entering the store. Shoppers that buy an item for their household emergency kit will get a free sausage from the fundraising booth as they exit the store. Other sausages will be sold for a charity (still to be confirmed). An emergency survival kit showing essential items will be on display inside the store. Shoppers can also enter the “Get Ready” competition.
  • The TRC home page will feature DAW messages, including the “Get Ready” competition and the Mitre 10 Mega Store promotion.
Wellington CDEM Group
The following is the broad overview of what the Wellington Group will be doing for DAW this year. The proposal below has been signed of by the Regional EMO's and the CEG earlier this week.

DAW Retail Project Outline - To encourage personal preparedness throughout the month of October we would like to approach retailers and support them in promoting specific survival items. This incorporates Disaster Awareness Week 2009, 11 October to 17 October.

Week 1(1-10) Water/Water Containers.
Week 2 (11-17) Food/ pets
Week 3 (18-24) Radio/torch/batteries/light sticks
Week 4 (25-31) First-aid/baby products/hygiene products

The Public Education Group will put together the following package for the TA’s to use:
  • 5 Posters (1 for each of the themes above and 1 general disaster awareness poster for shop window)
  • Letter (initial approach to local retailers to gauge interest)
  • Advert (template with generic information for TA’s to add local bits to)
  • CD with radio advert
Suggested businesses to target: Supermarkets/food stores;Hardware Stores;Service Stations;Pharmacies
The letter to retailers will be sent out well in advance of October to ask for support with this promotion. This ensures that all retailers are offered the opportunity to be involved. The TA’s will then follow up by contacting the retailers they want involved. The promotion will involve the retailer setting up a store display promoting the suggested survival item and encouraging people to purchase in that week. We will support them by providing information for the displays, advertising their involvement in a community promotion and maintaining displays if necessary. In some districts it may only be practical and manageable to have 2 or 3 stores involved. If time allows, the EMO’s could offer to do in store promotions during DAW.
Cost effective advertising suggestions:
  • Utilise editorial opportunities to include advertising
  • Utilise community radio slots to include advertising
  • Black & white photocopy the colour fact sheets to support displays
  • Use internal Council newsletters or databases for advertising.

Hawke's Bay CDEM Group
Following on from the recent Chaucer Road siege event in Napier and the pandemic messaging, this year’s campaign will focus on the need to prepare each household for a Get Thru period of up to 2 weeks, with the support of local messaging.
Planned activities include Get ready Get Thru campaigns targeting:
    • SHOPPERS - New World supermarkets + The Warehouse
    • KIDS - “Action/Reaction” game + newspaper competition
    • NEWSPAPERS - locally led & funded press campaign
    • RADIO LISTENERS - Radio ads + airtime (EMOs take to the airwaves)
    • SCHOOLSn - poster competition

INSTORE APPEARANCES - Friday 16 October
NZ actor Peter Elliott who fronts the Get Ready advertising campaign will be instore with civil defence staff in Hastings and Napier to engage with shoppers and help spread the word. Minister of Civil Defence John Carter will be joining us at the Napier store at 12.30.
  • 10am - 11am - Hastings New World, cnr Heretaunga & Hastings Sts
  • 12.30 - 1.30 - Greenmeadows New World, cnr Gloucester St & York Ave.

From late August, the HBRC Communications team have planned to use the revision and relaunch of the “What’s the Plan Stan” resource to build awareness for October’s DAW09. Merchandise for DAW09 includes flag pens and recyclable bags as well as Get Ready brochures and checklists. View their dedicated webpage for the week.

Auckland CDEM Group
A range of activities planned in the Auckland region to engage with the community including:
  • Neighbours Day to encourage all Aucklanders to take time to knock on doors and lean over the fence to get to know their neighbours on 17 Oct
  • Activities in conjunction with The Warehouse and New World
  • Resilient devonport event on 18 Oct
  • Open day at the EOC in Waitakere on 10 Oct plus competitions
  • Participation at the Ambury farm day on 11 Oct
All councils will utilise their own internal intranet and external internet websites to engage with the community. There will also be a focus on partnering with local suburban newspapers for advertising and advertorials (local news stories). Further information from kiri.maxwell@arc.govt.nz

Manawatu-Wanganui CDEM Group
The Group are currently developing a display based around a 5m x 7.5m AirShelter (http://mwcdemg.blogspot.com/2009/07/airshelter-on-way.html). The theme this year is Storm and will be promoting storm preparedness along with general hazard awareness and preparedness. The display will include a quiz on information about storms printed on the outside of the AirShelter and generic CDEM information inside the AirShelter. The prize is a weather station. They will also have a weather station working and a windsock to attract the punters. They have purchased the rights to show Earth: The Power of the Planet - the TV series currently showing on Prime and will feature the episode on the atmosphere. There are also episodes on volcanoes, ice etc that will come in handy in the future.

The roadshow is being conducted around DAW starting in Feilding on Friday 9th in conjunction with Market Day and other activities in the centre of town.
Monday 12th = Wanganui
Tuesday 13th = Taumarunui
Wednesday 14th = Palmerston North (The Square)
Thursday 15th = Dannevirke (New World carpark)

The CDEM team has been doing a great deal of preparation work for the week. Where we can, we are co-locating our display with St John Ambulance. The PNCC site will also have Palmy City display material added . Giveaways include our ecobags and 'Are You Prepared' booklets. Nelson/Tasman CDEM Group
Activities planned for the week include:
    • Newspaper spread for the week which will provide disaster awareness public information. A competition will be run pointing people to our new website to answer a simple question/poll to register for the competition – e.g. how much water do you need per person per day.
    • New World Supermarket stall with combined staff promoting getting ready 17 October 2009. Survival kits and planning information will be set up with yellow shopping bags given away with emergency supplies in people’s trolleys.
    • Nelson Saturday morning market stall with staff promoting getting ready – survival kits and planning information.
    • Mainland TV interview panel on resilience. Representative from Fire, Ambulance, Police, DHB and Emergency Management will discuss resilience in Nelson Tasman region. Podcast/utube discussion on resilience in Communities
    • Display of emergency kits in local libraries

Canterbury CDEM Group
A range of activities to highlight all things relating to emergency preparedness for communities are planned. These include promotional and instore activities with the New World stores, competitions, a school drill, ECAN Shakeout (an earthquake drill that organisations can participate in), and tsunami community planning meetings. Department of Internal Affairs
A number of activities have been planned to encourage all staff to to have a household emergency plan and ensure they have the essential survival items at home and at work.

Ministry of Social Development
The Ministry of Social Development will be using the Week to remind staff of the importance of being prepared, both at home and at work.


Continuity Forum’s BC-@-Lunch Meeting
Continuity Forum is an active network of organisations that share an interest in seeing that their business continuity and disaster recovery plans are effective and current - thus contributing to organisational resilience.Continuity Forum is participating in the New Zealand Disaster Awareness Week by encouraging its members to participate in the various events and by hosting a lunch time meeting.
