Oman buys 2 more. (Aug 16/10)

The C-130 Hercules remains one of the longest-running aerospace manufacturing programs of all time. Since 1956, over 40 models and variants have served as the tactical airlift backbone for over 50 nations. The C-130J looks similar, but the number of changes almost make it a new aircraft. Those changes also created issues; the program has been the focus of a great deal of controversy in America – and even of a full program restructuring in 2006. Some early concerns from critics were put to rest when the C-130J demonstrated in-theater performance on the front lines that represented a major improvement over its C-130E/H predecessors. A valid follow-on question might be: does it break the bottleneck limitations that have hobbled a number of multi-billion dollar US Army vehicle development programs?

C-130J customers now include Australia, Britain, Canada, Denmark, India, Israel, Iraq, Italy, Kuwait, Norway, Oman, Qatar, Tunisia, and the United States. American C-130J purchases are taking place under both annual budgets and supplemental wartime funding, in order to replace tactical transport and special forces fleets that are flying old aircraft and in dire need of major repairs. Last shipyard begins construction; Sale rumors resurface; Switch to Super Hornets?; EMALS-type catapult research. (Aug 8/10)

In 1998, Britain’s Strategic Defence review (SDR) announced plans to replace the current set of 3 Invincible Class 22,000t escort carriers with 2 larger, more capable Future Aircraft Carrier (CVF) ships that could operate a more powerful force. These new carriers would be joint-service platforms, operating F-35B aircraft, plus helicopters and UAVs from all 3 services in roles that could include ISR (Intelligence, Surveillance & Reconnaissance), force projection and logistics support, close air support, anti-submarine/ anti-surface naval warfare, and land attack.

The scale of the CVF effort relative to Britain’s past experiences means that the program structure is rather complex. It has passed through several stages already, and is being run and conducted within an industrial alliance framework. There is also a parallel international framework, involving cooperation with France on its PA2 carrier as a larger derivative of the CVF design. Generators installed; Almost $100M for Dual-Band Radar and self-defense system tests. (July 11/10)

Some nations have aircraft carriers. The USA has super-carriers. The French Charles De Gaulle Class nuclear carriers displace about 43,000t. India’s new Vikramaditya/ Admiral Gorshkov Class will have a similar displacement. The future British CVF Queen Elizabeth Class and related French PA2 Project are expected to displace about 65,000t (British) – 74,000t (French), while the British Invincible Class carriers that participated in the Falklands War weigh in at around 22,000t. Invincible actually compares well to Italy’s excellent new Cavour Class (27,000t), and Spain’s Principe de Asturias Class (17,000t). The USA’s Nimitz Class and CVN-21 Gerald R. Ford Class, in contrast, fall in the 90,000+ tonne range. Hence the unofficial designation “super-carriers”. Just one of these ships packs a more potent air force than many nations.

As the successor to the 102,000 ton Nimitz Class super-carriers, the CVN-21 program aims to increase aircraft sortie generation rates by 20%, increase survivability to better handle future threats, require fewer sailors, and have depot maintenance requirements that could support an increase of up to 25% in operational availability. The combination of a new design nuclear propulsion plant and an improved electric plant are expected to provide 2-3 times the electrical generation capacity of previous carriers, which in turn enables systems like an Electromagnetic Aircraft Launching System (EMALS, replacing steam-driven catapults), Advanced Arresting Gear, and integrated combat electronics that will leverage advances in open systems architecture. Other CVN-21 features include an enhanced flight deck, improved weapons handling and aircraft servicing efficiency, and a flexible island arrangement allowing for future technology insertion. Dutch request; Wiring contract; Mk54 contract clarification. (July 29/10)

The Mk-48 is the standard heavyweight torpedo used by the US military, and is mounted primarily on submarines. Surface ships use the smaller Mk46 or Mk50. The Mk-54, in contrast, stemmed from the need for a smaller, lighter, and cost effective advanced torpedo – one that could be dropped from helicopters, planes, and smaller ships. In recent years, the US has moved to modernize and maintain its Mk-48 inventory; the Mk-54 also requires servicing and spares.

These contracts are being issued under a total enterprise partnership between Raytheon and the US Navy called Team Torpedo, dedicated to meeting the needs of U.S. and allied naval fleets. Team Torpedo combines Raytheon’s manufacturing, design engineering, and support services expertise with the systems engineering and testing capabilities of Naval Undersea Warfare Center (NUWC) operations in Newport, RI, and Keyport, WA. Total announced awards under that consolidated torpedo contract since its announcement on June 22, 2004 have now risen to $261.9 million, issued on behalf of the US and Royal Australian navies.

Program Year 5 contract clarification. (July 29/10)

Honeywell International Inc. in Morris Township, NJ won a U.S. Army contract to change the way it supports its AGT-1500 turbine engine, used on the M1 Abrams tank and related platforms. Honeywell had forecast that the overall contract under the US Army’s Total InteGrated Engine Revitalization (TIGER) program could amount to $1.4 billion by the end of its lifetime – and with the program reaching the $1.5 billion milestone, their estimate was proven correct.

Around 1997/98, the Defense Logistics Agency changed their business practices, and entered into Prime Vendor long term sustainment contracts with various suppliers to provide materials needed to support the maintenance, repair, and operation (MRO) of its facilities. Items such as plumbing, electrical components, heating/ ventilation/ air conditioning (HVAC), lumber, fixtures, other hardware supplies, etc. would be included. The Prime Vendors need not make these items; the idea is to use purchasing power and commercial purchasing practices to consistently get the US Department of Defense the best prices on these civilian items, delivering them quickly and with little overhead.

These contracts are not small; collectively, they represent billions of dollars each year. Unless otherwise stated, the contracts are issued by the Defense Supply Center Philadelphia (DSCP) in Philadelphia, PA. Specific purchases then take place via orders under the overarching contracts described below, up to the limits mentioned. The USA is divided into a number of regions, and these contracts also include locations abroad; DID has used the same geographical groupings in describing these contracts over the past couple of years, and the firms receiving them.

While the C-17 may have limited production time in its future, the C-17 Globemaster Sustainment Partnership is likely to continue for many years. The rising cost of maintenance has made it a greater concern to the world’s militaries, and new contract vehicles are reflecting that. Under the C-17 Globemaster III Sustainment Partnership, Boeing has total system support responsibility for the big transport aircraft, including materiel management and depot maintenance, for fleets around the world. The goal is total aircraft sustainment support under a single contract, in order to achieve improvements in mission readiness, while reducing operating and support costs. The initial contract had an estimated total value of $4.9 billion, which is likely to grow as Boeing’s customer base grows in Australia (4), Britain (6), Canada (4), Qatar (2), NATO (3), the UAE (6)... and possibly India (10).

Engine support sub-contract to Rolls Royce. (July 30/10)

The US military has been coming to the realization that its aging aircraft fleet will begin posing serious challenges in the coming years. Canada is experiencing similar problems. In 2005, Chief of the Defence Staff Gen. Rick Hillier said that “Our [CC-130 E/H] Hercules fleet right now is rapidly going downhill. We know that three years and a little bit more than that, the fleet starts to become almost completely inoperational and we will have to stop supporting operations – or else, not be able to start them.”

The CC-130s are used in a wide variety of roles, from tactical transport to aerial refueling and even search and rescue. The Canadian Forces do not own any other aircraft in a similar class, which makes replacement essential. EADS tried to remain in the running with its Airbus A400M, and other alternatives were proposed, but the specific requirements set by Canada’s Department of National Defense (DND) tended to exclude alternatives. In December 2008, a program worth almost C$ 5 billion got underway to buy 17 of Lockheed’s privately-developed C-130J “Super Hercules” planes.

In the aftermath of the START-II arms control treaty, some of the USA’s nuclear-powered Ohio Class SSBN nuclear missile submarines were converted to become long range conventional strike and special operations SSGN “Tactical Tridents.” Four ultra-stealthy Ohio-class SSBNs had their 24 Trident II D-5 nuclear ballistic missiles removed. They were replaced with up to 154 Tomahawk cruise missiles, 66-102 special forces troops, special attachments for new Advanced SEAL Delivery System (ASDS) or older Seal Delivery Vehicle (SDV) “mini-subs,” and a mission control center. In future, the SSGNs will also carry UUV underwater robotic vehicles and even UAVs for aerial operations.

GD UK’s turret unveiled; $760M contract for ASCOD/FRES-SV development. (July 1/10)

Many of Britain’s army vehicles are old and worn, and the necessities of hard service on the battlefield are only accelerating that wear. The multi-billion pound “Future Rapid Effects System” (FRES) aims to recapitalize the core of Britain’s armored vehicle fleet over the next decade or more, filling many of the same medium armor roles as the Stryker Family of armored wheeled vehicles and/or the Future Combat Systems’ Manned Ground Vehicle family. Current estimates indicate a potential requirement for over 3,700 FRES vehicles, including utility and reconnaissance variants. Even so, one should be cautioned that actual numbers bought usually fall short of intended figures for early-stage defense programs.

The FRES program was spawned by the UK’s withdrawal from the German-Dutch-UK Boxer MRAV modular wheeled APC program, in order to develop a more deployable vehicle that fit Britain’s exact requirements. Those initial requirements were challenging, however, and experience in Iraq and Afghanistan led to decisions that changed a number of requirements. In the end, GD MOWAG’s Piranha V won the utility vehicle competition. FRES-U is not the end of the competition, however, or the contracts. In fact, FRES-U had the winning bidder’s preferred status revoked; that entire phase will now take a back seat to the FRS-SV scout version…
