Governor Jan Brewer and City of Surprise Welcome Rioglass Solar to Arizona


Manufacturer Key Provider for Solana Generating Station

PHOENIX – Governor Jan Brewer joined Surprise Mayor Lyn Truitt today in announcing Spanish solar manufacturer Rioglass Solar will locate to the city and create jobs for Arizonans. Rioglass Solar produces curved glass sheets used in thermo electrical power stations for parabolic concentrators – a popular, cost effective solar technology used in planned Arizona solar power generating plants such as Abengoa Solar’s Solana Generating Station.
“Rioglass Solar adds to the significant progress Arizona is making to become a global leader in the renewable energy sector, and creating quality, stable jobs that will help advance and diversify our state's economy," said Governor Brewer. "Arizona is a strategic location with a highly skilled workforce, low payroll taxes, and the right incentive programs to make business sense. I am pleased to welcome Rioglass Solar to Arizona, and commend the company for choosing our great State as the site for its solar manufacturing
operation."
Rioglass Solar will locate in the City of Surprise and create 100 jobs.

On this historic day, we welcome Rioglass Solar to our community.”

Villanueva thanked Surprise, Governor Brewer, the Arizona Commerce Authority and GPEC for facilitating the Rioglass Solar decision to locate in Surprise.
Rioglass Solar joins the growing number of solar manufacturers building the capacity of industry in the state. This month, Business Facilities, a national publication and leading location advisor for site selection professionals, named Arizona the “solar king” with its number one ranking for both solar energy manufacturing and the state’s alternative energy industry.
“We have become an established leader in an industry that just a year ago overlooked us,” said Michael Bidwill, GPEC chairman and Arizona Cardinals president. “That shows the power of smart economic policy. The Renewable Energy Tax Incentive Program
Governor Brewer signed last year opened the door to global leaders such as Suntech Power and now Rioglass Solar. This is a proud moment for Arizona.”
The Solana Generating Station is a solar electric power plant that will be located about 70 miles southwest of Phoenix near Gila Bend, Arizona. Solana will use concentrating solar power (CSP) technology coupled with the ability to store energy during non-sunlight hours, to better meet Arizona resident's peak demand. APS will purchase 100 percent of the power output.
“We are supportive of projects that help create a more sustainable energy future,” said APS President and Chief Operating Officer Don Robinson. “Rioglass Solar’s decision to locate in Arizona is a positive sign for the outlook of solar energy and economic development in this state. These are stunning revelations, but no surprise, since we know the FBI is investigating Thomas for misusing his office to pursue political prosecutions at taxpayer expense. And we know an active investigation is underway by the State Bar that could result in Thomas's losing his law license.

A CONTRACT WITH AMERICA FOR 2010 By DICK MORRIS

My observations from the campaign trail are that this year's elections will be a total and complete disaster for the Democratic Party. In fact, it will amount to the obliteration of an entire generation of Democratic officeholders. It will become very rare to find a youngish baby boomer white Democrat in elective office in the United States. I believe that almost half of the white Democratic congressmen who are seeking reelection will lose!

A wipeout of this magnitude cannot be explained, alone, by Obama's ratings or his policies. He has fallen sharply since he took office, but even ratings in the 40s do not explain this type of result. It is increasingly obvious that Congress has earned much of this disaster by itself, quite unrelated to Obama.

The vision of the deal-making that accompanied healthcare was too disgusting for the average American to stomach. And now the failure of the Congress to expel Reps. Charles Rangel (D-N.Y.) and Maxine Waters (D-Calif.) underscores its inability to police itself.

But Republicans need to remember that when they lost the House in 2006, about 5 percent of their incumbents were under indictment, convicted or in prison, or resigned. Washington has always been the crime capital of America, but the House of Representatives was its highest crime-rate neighborhood!

Republicans should embrace specific ethical reforms, which they should showcase in their campaign advertising in 2010. These positive ads will do as much as any good negative to underscore the difference between a Republican challenger and a Democratic incumbent.


The reforms should include:
The establishment of an office of special prosecutor for Congress, with its head appointed by the chief justice of the U.S. Supreme Court for a fixed term. The office should have subpoena power, a well-funded staff and the right to convene grand juries and issue indictments. Self-policing by ethics committees obviously does not work.


• All earmarking should be banned. Congress cannot be trusted with this power.



• A ban on spouses of members of Congress serving on boards or accepting employment by any company or organization that receives federal funds. In cases like Mrs. Chris Dodd and Mrs. Evan Bayh, corporate board employment was a way for special interests to influence their husbands and pad the family
checkbook.



• A ban on families of members of Congress serving as lobbyists.


• No free travel, whether sponsored by foundations or lobbyists. Only government trips on official business -- real business -- should be allowed.


• Full disclosure of the precise amounts of members' net worth, debts, investments and holdings, including home mortgages.


• Full publication, online, of all committee votes.


• No student loan repayments for congressional staffers.


• A five-year ban on lobbying for members of Congress or their staffs after leaving office. The ban should also apply to employment by a company that performs lobbying services.


• If a senator or congressman is absent more than 10 percent of the time for reasons other than illness -- including running for president -- his pay should be docked proportionately.


• Term limits for congressional staffers. No staff member of Congress should be permitted to serve in a job that pays above $100,000 a year for more than eight years. If we can't get term limits for Congress, let's at least clean out the professional staffers!

A smart candidate in 2010 will take elements of these proposals -- particularly the special prosecutor -- and put them in his or her campaign ads. Cashing in on Obama's unpopularity and his failed agenda is only half the battle. Capitalizing on the dismal state of congressional ethics is the other part!

Hayworth suggests McCain would be worse than Obama

PHOENIX — John McCain's Republican primary challenger suggests the country would be worse off had McCain won the 2008 presidential election.

Former congressman J.D. Hayworth has been arguing that McCain isn't conservative enough.

Responding to a question at a Phoenix tea party meeting Monday, Hayworth says he doesn't like President Barack Obama, but a moderate Republican would be even worse than the Democrat.

Referring to the Arizona senator, Hayworth says: "I think the last thing we needed was a progressive trying to wear a Republican cloth coat as president of the United States."

In a statement Tuesday, Hayworth says he voted for McCain in 2008 but won't "make that mistake" in the Aug. 24 primary.

A McCain spokesman says "Hayworth has clearly lost it."

Federal Band-Aids won't cover the fiscal problems of such states as New York, California, Michigan and Connecticut forever. State bankruptcy and fundamental restructuring of state and local finance -- and labor relations -- is at hand.


Take Connecticut. In the current fiscal year, $2 billion in federal subsidies have helped tide it over the recession -- a hefty share of its $15 billion budget. But these infusions are one-shot grants, renewed only if Congress acts affirmatively to do so. Other states depend on similar manifestations of federal largess.


In Washington, the House is set to pass a $26 billion aid package this week -- fresh federal aid amounting to about 2 percent of state and local spending. But if the Republicans win control of Congress this fall, it is hard to see any legislative willingness to renew these subsidies.


Instead, GOP lawmakers will point to the examples of New Jersey, Virginia and Indiana -- where conservative governors have slashed spending to avoid tax hikes. In Virginia, Gov. Bob McDonnell has reduced spending to pre-2006 levels.


If Congress fails to renew its subsidies, the more profligate states will face cash shortfalls in the current fiscal year. They'll threaten school closures, prison releases and all manner of mayhem if their subsidies aren't renewed. But the Republicans in Washington are likely to refuse -- asking why the responsible states should bail out the
spendthrifts in Albany, Sacramento, Lansing and Hartford.



At that point, the bond markets will start eyeing state (and local) balance sheets more critically -- demanding higher rates or even refusing to lend. California won't be the only one trying to get by on IOUs.


But beyond this tale of woe lies a golden opportunity to reform state governments and redress the imbalance of power between elected officials and public-employee unions.


Absent endless federal subsidies, states will simply no longer be able to afford to give the unions everything that they want. And governors -- many of them newly elected Republicans -- will realize that they can't even afford to honor agreements their big-spending predecessors OK'd.



The GOP Congress should then amend the federal bankruptcy law to provide for a way -- now absent -- for states to declare bankruptcy. (Municipalities can do so under current law, but states have no such relief.)


Here's the key: The reforms must require that states abrogate their public-employee union agreements in the bankruptcy process, just as private corporations like Delta and Chrysler have done. The wage hikes, the work rules, the pension plans all go out the window.



Few states will have the starch to cut benefits for those now receiving them. But most will cut pensions for current workers and all will slice them for future employees. Even the threat will be a powerful bargaining tool.


And beyond the fiscal adjustments, the power of the municipal- and public-employee unions will be broken.


Voters throughout America will loudly applaud if Congress tells the profligate states, "Work it out on your own. Don't look to us for a bailout."


President Obama could veto the bankruptcy reforms -- but a Republican Congress need do nothing to assist states in their plight until he relents. All of the political and financial leverage will be on Congress' side.


The result could be the greatest revolution in state and local governance since public-employee unions came on the scene. The public and the voters would get their local governments back, and the grip of public unions will be weakened. It would be the state and local equivalent of President Ronald Reagan's tough stand against the air-traffic controllers' strike.


Politically, the unions that fund and fuel the Democratic Party would be emasculated, dramatically shifting the national balance of power.


Former British Prime Minister Margaret Thatcher's prediction about socialism will have come true for America's states: "Sooner or later, they run out of other peoples' money."

Tax dollars to build Mosques By HJS



HJS comments: One outrage after another, and where is our administration and our media? Out to lunch, as usual?

The Islamists, the ones in whose name radical(?) Muslims attacked this country and killed people who went to work that morning knowing nothing about the violent ideology that targeted them for death. And now the Islamists want to build their own Arc de Triumph, a victory mosque that announces to the world that they have beaten us and now own us.

Will they restore the name of Cordoba, capital of an
Islamic caliphate, to identify the Americans as Dhimmis, similar to the captive people of Spain prior to 1492? The Islamists want laws across the planet to curtail freedom of speech, because of their sensibilities to criticism (for violent attacks against others). What about the sensibilities of the people of New York as well as the entire American population.

We draw the line at any nation inferring that we are beaten and subdued. And what about the sensibilities of Coptic Christians all over the Middle East? They have been under attack by Muslims for quite some time now, for violating a major crime in Islam: remaining non-believers. It is time for the New York leadership to do what they want us to do, shut up and go away.

They do not own the city, and the mayor can't be re-elected under the caliphate. Mayor Bloomberg, just go away!

The State Department is sending Imam Feisal Abdul Rauf - the mastermind of the Ground Zero Mosque - on a trip through the Middle East to foster "greater understanding" about Islam and Muslim communities in the United States. However, important questions are being raised about whether this is simply a taxpayer-funded fundraising jaunt to underwrite his reviled project, which is moving ahead in Lower Manhattan.

Mr. Rauf is scheduled to go to Saudi Arabia, Dubai, Abu Dhabi, Bahrain and Qatar, the usual stops for Gulf-based fundraising. The State Department defends the five-country tour saying that Mr. Rauf is "a distinguished Muslim cleric," but surely the government could find another such figure in the United States who is not seeking millions of dollars to fund a construction project that has so strongly divided America.

By funding the trip so soon after New York City's Landmarks Preservation Commission gave the go-ahead to demolish the building on the proposed mosque site, the State Department is creating the appearance that the U.S. government is facilitating the construction of this shameful structure. It gives Mr. Rauf not only access but imprimatur to gather up foreign cash. And because Mr. Rauf has refused to reveal how he plans to finance his costly venture, the American public is left with the impression it will be a wholly foreign enterprise. This contradicts the argument that a mosque is needed in that part of New York City to provide services for a burgeoning Muslim population. If so many people need the mosque so badly, presumably they could figure out a way to pay for it themselves.

Americans also may be surprised to learn that the United States has been an active participant in mosque construction projects overseas. In April, U.S. Ambassador to Tanzania Alfonso E. Lenhardt helped cut the ribbon at the 12th-century Kizimkazi Mosque, which was refurbished with assistance from the United States under a program to preserve culturally significant buildings. The U.S. government also helped save the Amr Ebn El Aas Mosque in Cairo, which dates back to 642. The mosque's namesake was the Muslim conqueror of Christian Egypt, who built the structure on the site where he had pitched his tent before doing battle with the country's Byzantine rulers. For those who think the Ground Zero Mosque is an example of "Muslim triumphalism" glorifying conquest, the Amr Ebn El Aas Mosque is an example of such a monument - and one paid for with U.S. taxpayer funds.

The mosques being rebuilt by the United States are used for religious worship, which raises important First Amendment questions. U.S. taxpayer money should not be used to preserve and promote Islam, even abroad. In July 2009, the Office of the Inspector General published an audit of U.S. Agency for International Development (USAID) faith-based and community initiatives that examined whether government funds were being used for religious activities. The auditors found that while USAID was funding some religious activities, officials were "uncertain of whether such uses of Agency funding violate Agency regulations or the Establishment Clause of the First Amendment to the Constitution" when balanced against foreign-policy objectives.

For example, our government rebuilt the Al Shuhada Mosque in Fallujah, Iraq, expecting such benefits as "stimulating the economy, enhancing a sense of pride in the community, reducing opposition to international relief organizations operating in Fallujah, and reducing incentives among young men to participate in violence or insurgent groups." But Section 205.1(d) of title 22 of the Code of Federal Regulations prohibits USAID funds from being used for the rehabilitation of structures to the extent that those structures are used for "inherently religious activities." It is impossible to separate religion from a mosque; any such projects will necessarily support Islam.

The State Department is either wittingly or unwittingly using tax money to support Mr. Rauf's efforts to realize his dream of a supersized mosque blocks away from the sacred ground of the former World Trade Center, which was destroyed by Islamic fanaticism. This ill-considered decision will raise the ire of millions of Americans and illustrates the limits of what the denizens of Foggy Bottom know about diplomacy.
