As a sequel to the eight-point formula announced by Union Home Minister P. Chidambaram, for Jammu and Kashmir, the Unified Headquarters (UHQ) on Wednesday decided to provide some relief to people in the Valley, in the wake of the ongoing turmoil there.

The decisions include the removal of 16 bunkers in Srinagar and holding a meeting of the committees to review areas declared disturbed under the Armed Forces Special Powers Act (AFSPA).

Announcing the decision after a UHQ meeting, chaired by Jammu and Kashmir Chief Minister Omar Abdullah, Principal Secretary (Home) B.R. Sharma told a crowded news conference here that the government would immediately release youth/students, who had been arrested for stone-throwing. “These youth/students will be handed over to their parents on the assurance of their good conduct in the future”

“Two committees comprising senior civil, Army and police officers, one each for the Jammu and Kashmir provinces, were constituted to review the areas which have been declared disturbed under the AFSPA,” he said. The committees would carry out a detailed review and submit their recommendations to the apex committee, which had been constituted under the chairmanship of the Chief Minister. The committees were further directed to submit their recommendations at the earliest. “Mobile phone services in Baramulla and Sopore will be reactivated immediately,” he said.

The UHQ was informed that the Home Minister had issued orders sanctioning an ex gratia relief of Rs.5 lakh to the families of each of those who died in the civil disturbances since June 11.

The UHQ, Mr. Sharma said, was informed that the Centre had released Rs.100 crore as additional assistance to the State government for bringing about improvements and additions to the infrastructure in schools and colleges.

The UHQ also reviewed the security situation in the State.
