Overview

Our intent is to provide information on the Section 5310 program so that you can readily determine if your agency is qualified to submit an application to Metro for funds available from the FTA. Please review all forms and instructions prior to preparing an application.

If your agency is qualified, we have included instructions and an application form which is to be filed electronically, as well as a calendar of application deadlines and local training workshops.

Program Purpose

The FTA Section 5310 program annually provides funding to non-profit social service and qualified public agencies for the purchase of accessible vehicles and other equipment to serve elderly persons and individuals with disabilities where existing transportation is unavailable, insufficient or inappropriate.

FTA funds 88.53% of project cost and the grant recipient funds the remaining 11.47%, which is referred to as the local match. The process of scoring and distribution of Section 5310 funds is controlled by the California Transportation Commission (CTC).

Coordinated Planning

All projects selected for funding must be derived from a coordinated public transit-human services transportation plan as required by federal guidance. Grant applications must include a Coordinated Plan Certification.

Application Process

Eligible Equipment

Applicant must be able to document accessible vans and buses wheelchair lifts and restraints, radios and communication equipment, computer hardware and software and transit related ITS systems. Introduction of new technology through innovative and improved products into public transportation

Applicant Ability

The applicant must be able to document experience in and history of providing an efficient and effective transit service Driver Training/Vehicle Maintenance program (maintenance costs can very from as low as $3,000 to $14,000 annually). Identify the source of the 11.47% local match

Funding Selection Process

Applications are scored using the Quantitative Scoring Criteria. Scored projects are ranked and compiled into a statewide-prioritized list using all of Federal apportioned grant dollars. The prioritized list is submitted to the CTC for adoption.

Applications Workshops
