Since joining Congress in 2007, Representative Mitchell has voluntarily posted all of his appropriations project funding requests online.  In 2008, he cosponsored legislation to require all members to do the same.

Beginning this year, all Members are now required to post all of their appropriations project funding requests online.

Congressman Mitchell has chosen to limit his project requests to not-for-profit entities.  Below are his FY2010 appropriations project funding requests:


Remote Rapid Identification Technology

Requested by:  City of Mesa, AZ, 130 N. Robson St., Mesa, AZ 85201

Project Request:  $600,000

This funding would be utilized to acquire remote fingerprint identification units for Mesa Police Department field officers. Remote fingerprint identification technology is one of the most recent high-tech upgrades available to law enforcement agencies. RapID is a handheld, wireless device that allows an operator to search the Arizona Automated Fingerprint Identification System (AZAFIS) by scanning two fingers of a subject with the device. The device returns a "Possible ID" or "No ID" message to the device within a matter of minutes. This project is a valuable use of taxpayer dollars because the technology would enable public safety officials in the field to quickly identify individuals with Arizona criminal records, allowing them to apprehend those with warrants who might have otherwise evaded capture. Likewise, the technology would provide field officers with additional data to utilize in determining whether to cite and release individuals rather than performing a full custody arrest.

 

City of Phoenix COPLINK

Requested by:  City of Phoenix, AZ, 620 W. Washington Street Phoenix, Arizona, 85003

Project Request:  $1,000,000

COPLINK is a sophisticated software application that makes it possible to rapidly identify potential criminal suspects, relationships, and patterns by searching known or partial facts from an investigation against millions of records stored in multiple databases within departments and across jurisdictions. The software works by allowing vast quantities of structured and seemingly unrelated data, including data housed in various incompatible databases and records management systems, to be securely organized, consolidated and rapidly analyzed over a highly secure intranet-based platform. This project is a worthy use of taxpayer dollars because it would make it more difficult for criminals to operate across multiple jurisdictions undetected.  In a matter of minutes, data links that may have gone undetected or taken officers and detectives days or weeks to connect can be more readily identified, thereby improving crime detection, solving crimes more rapidly and freeing up personnel resources creating a savings to law enforcement agencies in both time and money. This invaluable tool is already linking counties, regions and states throughout the country.


Public Safety Communications Interoperability

Requested by:  City of Tempe, AZ, 31 East Fifth Street, Tempe, Arizona 85281

Project Request:  $2,800,000

This project allows for the City of Tempe Police Department and other municipal users to be part of the regional radio interoperability within the Phoenix metro area. This is a good use of taxpayer dollars because the project is critical to providing day to day interoperability for routine public safety services within the region, as well as providing the ability to communicate during major disasters, homeland security threats, and other serious incidents. This project benefits Tempe, the Phoenix metro region, as well as our State and Federal partners.


Alzheimer's Prevention Initiative

Requested by:  Arizona Alzheimer's Consortium, 901 E. Willetta Street, Phoenix, AZ 85006

Project Request:  $3,000,000

Federal funding would be utilized for the establishment of an "Alzheimer's Prevention Initiative," which would focus on Alzheimer's prevention research.  Specifically, this project would focus on the evaluation of promising "pre-symptomatic treatments" to reduce the risk or prevent the occurrence of Alzheimer's disease symptoms and would seek to establish the research tools needed to evaluate pre-symptomatic treatments in the most rapid and rigorous way.  This is a valuable use of taxpayer dollars because Alzheimer's disease is the most common form of disabling memory and thinking problems in older people. With the skyrocketing number of people living to older age, its financial toll is projected to become overwhelming by the time today's young adults become senior citizens.

 

Translational Genomics Research Institute (TGen)

Requested by:  City of Phoenix, AZ, 200 West Washington St, Phoenix, AZ 85003

Project Request:  $3,000,000

Funding would support the procurement of laboratory equipment and the continuation of the build-out needs for the Translational Genomics Research Institute's (TGen) biomedical research facility, located in Phoenix, Arizona.  Specifically, this funding would be utilized to equip and build out laboratory space to support scientific programs for melanoma; neurological diseases and disorders; and, expand current metabolic research program into cardiovascular diseases.  This is a deserving use of taxpayer dollars because the funding will help procure the state-of-the-art equipment necessary to genomics-based disease research and will help recruit top researchers to Arizona.


Online Registered Nurse Refresher Program

Requested by:  Mesa Community College,1833 West Southern Avenue, Mesa, AZ  85202

Project Request:  $125,000

The Online Registered Nurse Refresher Program is targeted to Registered Nurses (RNs) with inactive licenses as well as RNs with current licenses who are out of practice with today's fast paced health care environment.  These returning RNs can complete the nursing theory program at home at their convenience, followed by a 160 hour clinical preceptorship with a health care agency.  This project is a worthy use of taxpayer dollars because it provides an innovated program for helping the 5th Congressional District and the state of Arizona promptly address the nursing shortage in a cost-effective manner

 

East Valley Veterans Education Center

Requested by:  Mesa Community College, 1833 West Southern Avenue, Mesa, AZ  85202

Project Request:  $295,000

The proposed East Valley Veterans Education Center would enable veterans to access all the services needed to enroll and succeed in higher education, using the benefits of the Post 9/11 GI Bill.  Rio Salado College would lead a consortium of Maricopa Community Colleges serving the East Valley, and would recruit other postsecondary partners and service providers.  The goal is to set up a center that is welcoming to veterans and that will help meet their unique needs.  This is a good use of taxpayer dollars because the project would assist veterans from the 5th Congressional District, as well as the surrounding area, as they transition to civilian status and explore educational options.

 

Central Arizona Training Initiative

Requested by:  Valley Interfaith Project, 1802 E. Thomas Rd., Suite 15 Phoenix, AZ 85016-8134

Project Request:  $500,000

The Central Arizona Training Initiative brings together local faith based institutions, employers, local governments, social service agencies, and other community stakeholders to create new pathways for workers from underemployed, welfare-dependent, and unemployed communities into high-skill, high-wage occupations.  The Initiative meets the needs of employers for high-skill workers, of citizens for adequate direction and support during education and career development, and of area firms for high-value services and products critical to a new economic development strategy.  This is a valuable use of taxpayer dollars because the Initiative works to upgrade the skills of current Arizona residents to work in skilled professional fields that are currently facing shortages, such as health care.

 

Phoenix-Mesa Gateway Airport USFS Parking Apron

Requested by:  Phoenix-Mesa Gateway Airport, S. Sossaman Road, Mesa, AZ 85212

Project Request:  $1,000,000

Funding would support the design and construction of an aircraft-parking apron of sufficient size to accommodate United States Forest Service (USFS) current and expanding needs. Specifically, requested funds would provide for construction services, lighting, drainage, and related infrastructure.  This project is a deserving use of taxpayer dollars because the existing ramp was not designed to accommodate the volume or variety of aircraft currently used at the airport. The recent start-up of commercial passenger services and the need to segregate USFS activities for security purposes requires the development of additional aircraft parking areas from which the USFS fire fighting operations can operate without disruption or interference from other aircraft traffic.

 

Phoenix Indian Medical Center (PIMC) Northeast Ambulatory Care Clinic (NEACC)

Requested by:  The Salt River Pima-Maricopa Indian Community (SRPMIC), 10005 East Osborn Avenue, Scottsdale, Arizona 85256

Project Request:  $4,258,042

This project is part of Indian Health Services' five-year plan for the PIMC.  The facility would serve as an outpatient facility for both members of the tribe and other non-Salt River tribal members who may require health care.  The two SE clinics are already either in design or construction.  This project is a worthy use of taxpayer dollars because the NE Clinic would serve urban and other Indians in northeast Phoenix.

 

Tres Rios Construction, AZ

Requested by:  City of Phoenix, AZ, 200 West Washington St, Phoenix, AZ 85003

Project Request:  $1,500,000

The project would restore important habitat for several endangered species, and provide protection from floods- the most recent flood occurred in January 1993 damaging infrastructure, businesses and private residences.  Funding will assist efforts to comply with EPA effluent treatment requirements which have a critical need date of October 2009 when the initial flows need to begin flowing through the wetlands.  The request for Fiscal Year 2010 includes funding to help finish the construction of the last phase of the levee. This is a good use of taxpayer dollars because the project will allow a community that has been devastated by floods several times in the last few decades to be protected.

 

Va Shly'ay Akimel Salt River Restoration

Requested by:  The Salt River Pima-Maricopa Indian Community (SRPMIC), 10005 East Osborn Avenue, Scottsdale, Arizona 85256

Project Request:  $1,050,000

The purpose of continued funding is to provide for pre-construction engineering and design of the Va Shly'ay Akimel Salt River Restoration flood control project in Mesa, Arizona.  The Salt River has undergone tremendous change since the initial construction of Roosevelt Dam at the turn of the last century.  This is a deserving use of taxpayer dollars because a reconnaissance study of the degraded waterway has established that a federal interest exists in accomplishing environmental restoration along the river.

 

Phoenix-Mesa Gateway Airport Taxiway

Requested by:  Phoenix-Mesa Gateway Airport, S. Sossaman Road, Mesa, AZ 85212

Project Request:  $3,500,000

Funding would support design and construction of taxiway and apron facilities at Phoenix-Mesa Gateway Airport, the third busiest airport in Arizona, the busiest contract tower airport in the country, and a reliever airport for Phoenix Sky Harbor International Airport. This is a valuable use of taxpayer dollars because significant projected growth in air carrier and general aviation operations requires safety and capacity improvements. This includes the development of a full length parallel taxiway system to alleviate congestion and flight delays, as well as to retain and attract additional commercial airline service to enhance the economic development of the region.

 

Phoenix Sky Harbor International Airport (PHX) Taxiway Connector H5

Requested by:  City of Phoenix, AZ, 200 West Washington St, Phoenix, AZ 85003

Project Request:  $2,480,000

This project would design and construct a taxiway connector from Runway 7R/25L to Taxiway H.  This is a worthy use of taxpayer dollars because this connector would enable smaller general aviation aircrafts to exit the runway more expeditiously, mitigating the loss of separation between aircrafts.

 

Loop 101/Scottsdale Road Park and Ride

Requested by:  City of Scottsdale, AZ, 3939 N. Drinkwater Blvd., Scottsdale, AZ 85251

Project Request:  $3,200,000

The City of Scottsdale, in partnership with the Phoenix area Regional Public Transportation Authority, is planning the construction of a park and ride facility to serve what is now the City's most congested roadway and busiest transportation corridor.  Scottsdale and neighboring communities will be expanding current fixed route and express bus services, and the construction of the Loop 101/Scottsdale Road Park and Ride will provide an important link to those services on the City's most congested transportation corridor.  This is a good use of taxpayer dollars because this project is expected to have widespread regional benefits and offer commuters another viable alternative to automobile travel, as it is very close to Phoenix and major employment centers in Scottsdale and Phoenix such as the Scottsdale Airpark.

 

Scottsdale Road Bus Rapid Transit Study

Project Request:  $800,000

Funding would support an Alternatives Analysis on the Scottsdale Road corridor to examine potential high-capacity transit needs. Scottsdale Road is the most frequently used transit corridor in the City of Scottsdale, serving the Skysong development site, Downtown Scottsdale, the Scottsdale/Shea area, and the Scottsdale Airpark, one the Phoenix region's three largest employment areas.  The alternatives analysis would make recommendations on whether the service should use a dedicated or shared lane and will identify appropriate locations for stations and for intersection enhancements such as signal priority and queue jumpers.  Both the Maricopa Association of Governments' 2003 Regional Transportation Master Plan, and the City of Scottsdale's 2008 Transportation Master Plan recommend the use of the Scottsdale Road corridor for high capacity transit service, which will connect to the newly-opened Central Phoenix-East Valley light rail line.  This a deserving use of taxpayer dollars because the proposed Bus Rapid Transit project would provide frequent, all-day, limited stop connections to Scottsdale and Tempe's major employment and population centers.

 

Scottsdale Intermodal Center

Project Request:  $963,000

The proposed Intermodal Center on Scottsdale Road would serve the new employment centre at the ASU Scottsdale Center for New Technology and Innovation, also known as SkySong.  This is a valuable use of taxpayer dollars because Scottsdale Road is already the City's busiest transit corridor and to accommodate the increased transit needs the ASU Scottsdale Center will require, the City is constructing an intermodal facility that will include assigned berth parking for buses, passenger waiting shelters, benches, trash receptacles, and bicycle parking.

 

Orbit Neighborhood Circulator

Requested by:  City of Tempe, AZ, 31 East Fifth Street, Tempe, Arizona 85281

Project Request:  $1,960,000

This project would provide replacement Orbit neighborhood circulator buses which connect Tempe neighborhoods with other bus routes, light rail, Tempe schools, Arizona State University, downtown Tempe, Rio Salado, and Tempe Library Complex.  The current light duty buses, which are high floor, gasoline powered vehicles would be replaced with low floor, alternative fueled or electric hybrid, mini-buses.  This is a worthy use of taxpayer dollars because the project supports the national effort to provide green energy solutions for transportation.

 

Central Phoenix/East Valley Light Rail Transit Project

Project Request:  $96,900,000

The METRO 20-mile light rail project entered into a Full Funding Grant Agreement (FFGA) with the Federal Transit Administration on January 24, 2005.  The total federal share remaining is $96.9 million that is being requested for this project in FY 2010.  It is expected that at least $90 million will be included in the President's FY 2010 budget request.  The METRO 20-mile project opened on time and on budget on December 27, 2008.  This is a good use of taxpayer dollars because this project would assist in providing needed capacity to meet projected travel demands in the corridor served and would link many of the region's key activity centers.

 

Central Mesa Corridor Alternatives Analysis and Draft Environmental Impact Statement (AA/DEIS)

Project Request:  $1,580,000

The METRO 57-mile light rail system was approved by Maricopa County voters in 2004 with a phased completion date of 2025.  The Central Mesa Corridor is scheduled for completion in the next phase, 2010-2015.  In order to complete this Corridor, the Alternatives Analysis process began in FY 2008.  This request will fund the completion of the AA/DEIS.  This is a deserving use of taxpayer dollars because this extension will extend the end of the initial starter METRO line at the East Valley Institute of Technology to downtown Mesa.  This extension will serve numerous businesses, government offices, institutions and other trip generators along Main Street and 1st Street while connecting downtown Mesa to other major activity centers in the metropolitan area.

 

Tempe South Corridor Alternatives Analysis and Draft Environmental Impact Statement (AA/DEIS)

Project Request:  $1,750,000

Arizona Center for Socially Engaging Rehabilitation Technology for Traumatic Brain Injury and Post Traumatic Stress Disorder

Project Request:  $1,647,327

This funding would be used for designing, developing, and evaluating a novel program for socially grounded rehabilitation of patients with traumatic brain injury (TBI) and post traumatic stress disorders (PTSD) that involves patients and their families in an integrated manner. The primary goal is to serve defense personnel and veterans by providing them state of the art rehabilitation technologies that allow faster and sustainable recovery.

According to a recent report by Surgeon General's Task Force on Traumatic Brain Injury, a staggering 22% of defense personnel and veterans from Iraq and Afghanistan may suffer from PTSD and TBI and would require sustained physical and mental care over long periods of time.  This project is a good use of taxpayer dollars because this Center would provide defense personnel and veterans with state-of-the-art rehabilitation interventions.

 

Military Medical Training and Disaster Response Program - Scottsdale Healthcare

Project Request:  $2,000,000

The funding would be used to focus on a practical, integrated and proactively coordinated approach to regional disaster readiness as well as offering military personnel the ability to sustain their skills through utilization of Scottsdale's facilities.

Scottsdale Healthcare, the largest employer in Scottsdale with over 6,500 staff members and physicians representing more than 50 specialties, is a nonprofit organization founded in 1962 as City Hospital of Scottsdale. They currently serve the entire Northeast Valley through three campuses, three hospitals, outpatient centers, home health services and a wide range of community health education and outreach programs.

This is a worthy use of taxpayer dollars because the Scottsdale Healthcare program allows military medical personnel to polish their clinical skills in the most stressful conditions found outside a combat zone and creates civilian/military relationships to call upon in the event of a mass-casualty event.  Further, the program offers military medical personnel access to more patients with battlefield-like injuries, reduces training costs for military and civilian medical personnel and adds capacity to sustain trauma and readiness skills for military medical personnel.

 

Printed and Conformal Electronics for Military Applications

Requested by: FlexTech Alliance

Project Request: $3,000,000

The funding would be used for supplementing and extending the work undertaken by the Army Research Laboratory (ARL) within the Flexible Display Center program contained in the Electronics and Electronic Devices program element.

The FlexTech Alliance is a not-for-profit public/private R&D consortium, providing a common platform for printed and conformal electronics and display manufacturers, developers, integrators and suppliers.

This Research and Development program will begin the development of these innovative electronic solutions and be directed towards dual-use (defense & commercial) technology development; competitively bid and reviewed by scientists and engineers; matched by 50% or more industry funding; open to Arizona-based academic institutions and companies who will benefit from its competitiveness and job creation features; and overseen by the ARL.  This is a deserving use of taxpayer dollars because future defense platforms will need innovative electronics solutions in order to maintain operational superiority.  The combination of new, advanced materials and printed and conformal electronics will enable flexible, lightweight and rugged photovoltaic, battery, sensor, and communication products for military systems.  Integration with textiles and other surfaces will enable production of electronics for military infrastructure not possible today.

 

Emergency Operations Center Enhancements

Requested by:  City of Scottsdale, AZ, 3939 N. Drinkwater Blvd., Scottsdale, AZ 85251

Project Request:  $785,000

The federal assistance would assist the City of Scottsdale in moving the current Emergency Operations Center to a safer and more accessible location and equipping the facility to meet DHS standards.  This project would be a good use of taxpayer dollars because the EOC is in need of significant enhancements in order to best protect the residents and visitors of the area.

 

Backup Emergency Operations Center

Requested by:  City of Scottsdale, AZ, 3939 N. Drinkwater Blvd., Scottsdale, AZ 85251

Project Request:  $350,000

Funding would help upgrade an existing Police and Fire Department Situation Room -- which is currently used for coordinating and supporting events and incidents that do not require full Emergency Operations Center (EOC) activation -- so that it could serve as a backup Emergency Operations Center in the case that the main EOC cannot be used.  The city would like to equip the backup EOC to the standards outlined in the Department of Homeland Security Target Capabilities List (TCL).  Federal assistance would be used to purchase equipment such as network capabilities, suitable computers and software, such as geographical information system, geospatial imagery, Level 1 mobile central processor, interoperable software, and EOC operational software.  This project would be a worthy use of taxpayer dollars because it would enhance the city's ability to be as prepared as possible for emergency management incidents.
