The Dean

Dr. Marquis, Ph.D. Woodrow Wilson School of Public and International Affairs, is the fourth Dean of the Pardee RAND Graduate School. In addition to Dean, she will also serve as holder of the Distinguished Chair in Policy Analysis at RAND. She has also acted as corporate officer and operational vice president of LMI, a nonprofit government consulting firm based in McLean, Va., that is dedicated to improving public management. In that capacity, she was responsible for developing and managing the resource management practice; was the lead officer for corporate thought leadership and outreach, brand definition, and enhancement; and led strategic recruiting efforts.

From 1997 to 2002, Marquis was with the Office of the Chief of Naval Operations, first as the deputy director of the Assessment Division, and then as assistant deputy chief of naval operations (resources, requirements and assessments). In the latter capacity, she helped lead the development of the U.S. Navy’s strategic plan and multiyear budget of $100 billion a year.

She twice served in the Office of the Secretary of Defense. From 1994 to 1997 she served as director of the Planning and Analytic Support Division and as director of the Information Management and Analysis Group. From 1989 to 1994 she was an operations research analyst. From 1987 to 1989, she was a program analyst for the Army Chief of Staff.

Marquis currently is a member of the advisory council of the Princeton University Woodrow Wilson School of Public and International Affairs and is currently serving on the school’s Task Force on the Changing Nature of Public Service. She has authored numerous articles as well as the book “Unconventional Warfare: Rebuilding U.S. Special Operations Forces,” published by the Brookings Institution Press.

The Faculty

Drawn principally from the doctoral staff of RAND's research units, PRGS professors possess extensive experience both in conducting research and in teaching. A few distinguished scholars from outside RAND are also members of the faculty. PRGS offers a faculty-student ratio that is probably among the best in the country. Its faculty of 154 professors serves a student body of 102.

Fellows have ready access not only to the faculty, but also to RAND's complement of more than 900 full-time researchers, who help with on-the-job training and with dissertations.

The Fellows

The fellows of the RAND Graduate School are remarkable and remarkably diverse. In academic terms, their undergraduate training ranges from philosophy and religion to physics. These people already display an astonishing range of experience, from scientific research to volunteer work in Africa, from business to government to civic groups, and in policy arenas from the environment to health care to many aspects of overcoming poverty.

PRGS fellows share two attributes. They combine passion and discipline: a palpable passion to help change the world for the better, and the demonstrated discipline to master the intellectual tools that will help them do so.

The Board of Governors

The Board of Governors includes distinguished leaders of academia, business, and government, people whose vision and commitment provide leadership for the Pardee RAND Graduate School.
The Board of Governors reviews, and provides recommendations to the President of RAND and to the Dean about

  • long-range strategic and financial planning;
  • the School's business plan and annual budget; and
  • organizational and programmatic changes.
