It is like the cocaine story, seized money tested by law enforcement groups teneded to test positive for cocaine if seized during a cocaine bust, for heroin if during a heroine bust.       It was more then 30 years ago but it is one of the core issues especially with hardcore long term homeless who will tell you to "f**k off" anyway regardless. Where they use to have a place to be taken care of now they are left to their own ...devices. If someone isn't thinking rationally how are they supposed to make good decisions on their own behalf? There's 2 issues: 1st one is the decentralization of services & having various agencies overlapping services where if it was centralized & interconnected it would maximise resources and 2nd issue: Is the fallacy of self diginity & determination when dealing with drug rehabilitation & mental services. There are some people that aren't able to make a coherent decision regarding their well being so my question is: Where is the self diginity of suffering on the streets as opposed to getting the treatment they need even if it's forced treatment in a facilty?See More
