Children at an early age will play in a way that imitates adults.
If you look at the way that children in the preschool to early elementary school age play together, they will frequently form social groups that they believe are like the social groups that they see in their parents and other adults. This is their play time social group, but of course the group doesn't have any real function, other than play.
You might observe children pretending that they are adults. Perhaps pretending to be at work. They aren't really working, but going through the motions that they have observed in adults. If asked specifically what they are doing, they have no idea.
If you have ever taken your child to work in an office setting on a Take Your Child to Work Day, you might set them up at a spare desk to shuffle papers - perhaps some papers from the recycle bin. They might color on them with crayons. Perhaps you've given them a stapler and they have stapled some poor piece of paper 50 times.
Likely they are underfoot and causing more work for you. Few children are able to sit at a desk and entertain themselves with office supplies before becoming a little out of hand. It doesn't take long before they become bored imitating adults. But they are there for the day and you are just hoping that they don't get too destructive.
If you ask the children what they did, they will claim that they spent the day "working" when in reality they accomplished nothing and were only causing more work for you.
It is nap time, kids.
