This affects the approach to learning the language, and low motivation. Capitals show a bit different statistics, of course: younger people go study abroad, work for foreign companies, travel regularly and often demonstrate good knowledge of 1 and more foreign languages. Catalogues of dating agencies usually reflect this trend and you more likely to find women speaking good English in bigger cities. This is not the reason to give up though.
One has to remember that learning some basic English, understanding easy speech and talking over the phone is a real thing for an ordinary person with ordinary abilities. One can do it after few month of learning the language. This is the top of the iceberg, of course something that will help a learner go on and master the language. People having studied English at school and university quite easily recall and start speaking it when they get into English-speaking environment.
There are no people that are not able to learn the language. All people talk and talking a
different language is just talking in a different surrounding.
There are lots of means to learn English available for free or at no big cost to learn a foreign
language for an ordinary Russian woman.
You may suggest that Russian woman uses some of them to improve her command of the langauge.
You will do good if make attempts to learn at least some Russian as well. Any Russian woman will greatly appreciate your efforts.
Smiling to strangers is not characteristic of Russians. This is treated as acting silly or strange, or even dangerous in some context ( like when you meet a stranger in the darkness at the front door). A Russian proverb says "Smekh bez prichiny - priznak durachiny" (Too much laughter discovers folly.).When the 1st McDonalds restaurant was opened in Russia its Russian staff was constantly taught to smile at customer. This caused most difficulties to the management as the staff was concerned the people would think they were fools. Concentrated and serious face of a Russian man out in the street does not mean he is hostile or gloomy. He just treats smile as something intimate he shares with close people only.
