The Regional Council is a local governing body provided by the Constitution of the Republic of Albania as the representative body of the District, one of the local government units, which consists of some basic units of local government, as municipalities and communes, with which has traditional, economic, social links.
Pursuant to the provisions of the Constitution, the Albanian parliament approved the Law no. 8652, dated 31.07.2000 "On organization and functioning of the Local Government". The Constitution and the law in question have foreseen that the Regions are second-level units of local government, while the municipalities and communes are considered as basic units of local government.
The competences of the Council provided by the Constitution and the law "On organization and functioning of local government" mainly consist in the composition and implementation of the regional policies and their harmonization with those of state. The Regional Council issues orders and decisions with general obligatory force for the The District of Tirana, includes 5 (five) municipalities and 23 (twenty three) communes. It includes even the Municipality of Tirana, the capital of Albania. The Regional Council of Tirana is constituted in November 2000 from the local elections of that year. This council consists of 83 members, who are elected by the councils of the local basic units (Municipality Councils/ Commune Councils). The Mayors of the local units in composition of the district are always members of the Regional Council. The Chairmen and Vice Chairman of the Regional Council are elected by the members of this council.
Currently, the President/Chairman of Regional Council of Tirana is Mr. Tahsim Mema.
This council has representatives of the political parties elected in local elections. The Regional Council has its own statute of functioning, "his regulation" and it has several committees in its composition, which represent different areas of Council’s activity. The Regional Council has his administration, as well, which consists of about 50 employees recruited under the law no. 8549, dated 11.11.1999 "On Civil Servant Status", which provides recruitment on the basis of criteria of merit. The Regional Council meets once a month to review the materials which are prepared by his administration and that definitely require the Council decision.
The District Council enjoys financial autonomy. His budget consists of conditional and unconditional transfers and of its own revenues.
The conditional and unconditional transfers are financial resources that the Central government grants for the operation of the Region, and its own revenues are funds which are obtained from exercising activity and from the various services provided to the citizens. The way how these incomes are used is decided by the District Council.
The Region lies in the center of Tirana and is bordered by Durres Region, Dibra Region, Fier Region, Elbasan Region and the Adriatic Sea. The Tirana District Region has great cultural, artistic and tourist values. It is worth to mention the extent of 33 km, with wonderful beaches, of the Adriatic coast in the area of Kavaja, where is combined the rich Mediterranean flora and fauna with the modern buildings, which are enriching the tourist values of this area.
Positioned in the center of Albania, the region has a Mediterranean climate with mild winters and hot summers.
The population of the Region of Tirana, according to statistics taken from INSTAT, reaches 887,567 inhabitants. 75% of its population is urban population and 25% is a rural one.
