PRESENTATION ON “MARITIME BOUNDARY ISSUES BETWEEN BANGLADESH AND MYANMAR”  

A presentation on “Maritime Boundary Issues between Bangladesh and Myanmar” was organized by BIISS in its Auditorium on 28 February 2012. The presentation was made by Rear Admiral Md. Khurshed Alam, (C ), ndc, psc (Retd), Additional Secretary (UNCLOS), Ministry of Foreign Affairs (click here for the paper). Dr. Dipu Moni, MP, Hon’ble Minister for Foreign Affairs, Government of the People’s Republic of Bangladesh graced the programme as the Chief Guest. The presentation was followed by a lively question and answer session. It was attended by diplomats, academia, media, government officials, business circles, representatives from the civil society and other concerned professionals. Major General Muhammad Imrul Quayes, ndc, psc, Director General BIISS delivered the Address of Welcome and chaired the session.

 

BIISS ORGANISED AN INTERNATIONAL CONFERENCE ON “PROSPECTS FOR PEACE AND SECURITY THROUGH REGIONAL COOPERATION IN 21ST CENTURY SOUTH ASIA: THE ROLE OF JAPAN”

A two-day International Conference on “Prospects for Peace and Security through Regional Cooperation in 21st Century South Asia: The Role of Japan” was organized by Bangladesh Institute of International and Strategic Studies (BIISS) with the support of the Japan Foundation at the BIISS Auditorium, Dhaka on 04-05 January 2012. The Inaugural Session of the workshop was held at 1000-1045 hours on 04 January 2012. Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS delivered the Welcome Address. Lieutenant Colonel Muhammad Faruk Khan, psc (Retd), MP, Honourable Minister, Ministry of Civil Aviation and Tourism, Government of the People’s Republic of Bangladesh, graced the occasion as Chief Guest. H. E. Mr. Shiro Sadoshima, Ambassador of Japan to Bangladesh, attended the Inaugural Session as the Special Guest. Major General Muhammad Imrul Quayes, ndc, psc also chaired the session and delivered the Closing Remarks.

This two-day International Conference was held to present the final version of the papers produced as the outcome of the research project undertaken a year back with a view to determine the major challenges to regional cooperation in South Asia, and explore Japan’s existing and potential role in South Asian region. The aim was to fill-in the gaps in the current research which will be published in a book form. The research has been conducted by the scholars from Japan, India, Pakistan, Bangladesh, Sri Lanka and Nepal.

In the First Working Session two presentations were made. Lieutenant General Dr. Mohd Aminul Karim, ndc, psc (Retd), Senior Research Fellow, Asia-Europe Institute, University of Malaya,  Kuala Lumpur, Malaysia made the first presentation on Regionalism in South Asia: A Conceptual Analysis.  The second presentation was made by Dr. Toshiya Hoshino, Professor, Osaka School of International Public Policy (OSIPP)  Osaka University, Osaka, Japan on Japan's Foreign Policy toward Asia in the 21st Century. The First Working Session was chaired by Ambassador (Retd) Dr. M. Afsarul Qader, Former Director General, BIISS.

The Second Working Session was chaired by Ambassador (Retd) C. M. Shafi Sami,   Former Foreign Secretary and Former Chairman of Board of Governors, BIISS. Presentations were made by Mrs. Neila Husain, Country Representative, Saferworld – Bangladesh Programme and Prof. Rabindra Khanal, Department of Political Science, Tribhuvan University, Kathmandu, Nepal on The Role of Japan in Promoting Regional Cooperation in South Asia and Japan- Nepal Relations respectively.

In the Third Working Session two presentations were made by Prof. P. Sahadevan, Professor, School of International Studies, Jawaharlal Nehru University, New Delhi, India and Prof. Delwar Hossain, Professor, Department of International Relations, Dhaka University, Dhaka on Japan-India Relations and Japan- Bangladesh Relations respectively. Major General Muhammad Abdul Matin, ndc, psc (Retd), Former Director General, BIISS chaired the Session.

The Fourth and Concluding Session was chaired by Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS. Dr. P.S.M.  Gunaratne, Dean, Faculty of Management, University of Colombo, Sri Lanka presented his paper on Japan-Sri Lanka Relations in this Session.

The presentations were followed by lively discussion. The Inaugural and Working Sessions were attended by diplomats, academia, media, government officials, business circles, representatives from the civil society and other concerned professionals.

The Summary Proceedings of the Conference was presented in the Concluding Session by the Coordinating Director of the Conference Colonel A K M Nazrul Islam, afwc, psc, G.

 

SEMINAR ON “PROMOTION OF EXPORTS: PROSPECTS AND CHALLENGES FOR BANGLADESH”

The Bangladesh Institute of International and Strategic Studies (BIISS) organized a Seminar on “Promotion of Exports: Prospects and Challenges for Bangladesh” in Dhaka on 11 December 2011. Dr. Dipu Moni, MP, Honourable Minister for Foreign Affairs, Government of the People’s Republic of Bangladesh graced the occasion as the Chief Guest. The Director General of BIISS Major General Muhammad Imrul Quayes, ndc, psc chaired the session. Four presentations were made relating to the title of the Seminar. Dr. M Mahfuz Kabir, Senior Research Fellow of BIISS delivered a presentation on Trend, Potential and Diversification of Exports (click here for the presentation). The second presentation was delivered by Dr. Nazneen Ahmed, Senior Research Fellow of Bangladesh Institute of Development Studies (BIDS) on Exploring the Opportunities of Regional and International Dynamics (click here for the presentation). It was followed by a presentation on Looking Forward: Positioning Bangladesh in the Future World Market, made by Mr. Ahsan Khan Chowdhury, Deputy Managing Director, Pran Group (click here for the presentation). The fourth presentation was made by Mr. A.Z.M. Azizur Rahman, General Manager, BEPZA on Export Diversification and Role of Export Processing Zones in Bangladesh (click here for the presentation).   The presentations were followed by an interactive session of open discussion where participants from various sectors, i.e. Foreign Dignitaries, Government High Officials, Academicians, Civil Society members and members of the Private Sector and people from electronic and print media delivered their valuable opinions.

 

BIISS ORGANISED A ROUND-TABLE DISCUSSION ON   “BANGLADESH-CHINA BILATERAL RELATIONS”

A Round-table Discussion on “Bangladesh-China Bilateral Relations” was held at BIISS Auditorium on 27 September 2011. Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS delivered the Address of Welcome. Mr. Dilip Barua, Honourable Minister for Industries, Government of the People’s Republic of Bangladesh graced the Round-table as the Chief Guest and H.E. Mr. Zhang Xianyi, Ambassador of the People’s Republic of China to Bangladesh was the Special Guest.

Discussion was initiated by three paper presenters. Professor Ruksana Kibria, Department of International Relations, Dhaka University, Dhaka presented a paper on “The Political Dimension of Bangladesh–China Bilateral Relations” (click here for the paper) and Dr. M. Mahfuz Kabir, Senior Research Fellow , BIISS presented a paper on “Bangladesh-China Economic Relations: Issues, Challenges and Opportunities” (click here for the presentation). The other paper was presented by Mr. Yang Zhaohui, Political Counsellor, Embassy of the People’s Republic of China in Dhaka on “Chinese Perspective for Political and Economic Development of Bangladesh” (click here for the paper).

The Open Discussion of the Round-table was actively participated by academia, media, diplomats, government officials, business circles, representatives from the civil society and other concerned professionals. Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS chaired the Round-table Discussion.

  

NATIONAL DEFENCE COLLEGE (NDC) AND BIISS JOINTLY ORGANIZED A SEMINAR ON “CIVIL-MILITARY RELATION”

A seminar on “Civil-Military Relation” was organized jointly by National Defence College (NDC) and Bangladesh Institute of International and Strategic Studies (BIISS) at the NDC Auditorium, Mirpur Cantonment on 27 July 2011. Lieutenant General Mollah Fazle Akbar, ndc, psc, Commandant, NDC delivered the Welcome Address. In the First Working Session three presentations were made. Dr. Shaheen Afroze, Research Director, BIISS made the first presentation on Civil-Military Relation: Implication in Enhancing National Security. The other two presentations were made by Course Members of NDC Brigadier General Mirza Ezazur Rahman, psc, G+ and Colonel EO Udoh (Nigeria) on Civil-Military Relation: Its Importance in Good Governance and Civil–Military Relation in Nigeria: A Comparative Analysis in Bangladesh Perspective respectively. Lieutenant General M. Harun-Ar- Rashid, BP, rcds, psc (Retd) chaired the session.

In the Second Working Session presentations were made by Mr. A. K. M. Abdus Sabur, Research Director, BIISS, Group Captain Saif Siddiqui, psc, GD (P), Course Members of NDC, Mr. F. M. Enamul Hoque, Course Members of NDC (Joint Secretary) on Civil-Military Relation in a Democracy, Civil-Military Relation: Effect on Progress and Development of National Economy and State of Civil-Military relation in Bangladesh respectively. The Second Working Session was chaired by Brigadier General Shahedul Anam Khan, ndc, psc (Retd). The presentations were followed by lively discussion. The seminar was participated by academia, media, government officials, business circles, representatives from the civil society and other concerned professionals. Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS delivered the Closing Remarks.

 

   

SEMINAR ON “QUEST FOR ENERGY SUFFICIENCY IN BANGLADESH” HELD AT BIISS

A Seminar on Quest for Energy Sufficiency in Bangladesh was organized by Bangladesh Institute of International and Strategic Studies (BIISS) on Sunday 24 July 2011 in the Institute’s Auditorium. The Address of Welcome was given by Major General Mohammad Imrul Quayes, ndc, psc, Director General of BIISS. Dr. Tawfiq-e-Elahi Chowdhury, BB, Adviser to the Hon’ble Prime Minister, Ministry of Power, Energy and Mineral Resources, Government of the People’s Republic of Bangladesh graced the occasion as Chief Guest. Dr. Mohd. Mahfuz Kabir, Senior Research Fellow, BIISS made a power point presentation on Energy Sector in Bangladesh: An Overview (click here for the presentation). Dr. Ijaz Hossain, Professor, Department of Chemical Engineering, BUET, Dhaka spoke on Policies and Strategies on Non-Renewable Energy (click here for the presentation). Dr. Shuddhasattwa Rafiq, Associate Professor, IBA Jahangirnagar University, Savar delivered on Energy Conservation and Investment on Renewable Energy (click here for the presentation). A lively and interactive open discussion session followed the presentation.  Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS presided over the session.

 

TALK ON “INDIA AND BANGLADESH: PARTNERS IN PROGRESS” BY INDIA’S EXTERNAL AFFAIRS MINISTER

Mr. S M Krishna, External Affairs Minister, Republic of India delivered a Talk on India and Bangladesh: Partners in Progress on Friday, 08 July 2011 at BIISS Auditorium. It was attended among others by Dr. Dipu Moni, Minister for Foreign Affairs, Government of the People’s Republic of Bangladesh, Mr Muhammad Mijarul Quayes, Foreign Secretary, Ministry of Foreign Affairs, Mr. Rajeet Mitter, High Commissioner of India to Bangladesh and Mr. Ahmad Tariq Karim, High Commissioner of Bangladesh to India. Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS delivered the Address of Welcome. The session was chaired by Major General Muhammad Firdaus Mian, psc, Chairman, Board of Governors, BIISS.

 

MALDIVES MINISTER OF FOREIGN AFFAIRS VISITED BIISS

An eight member delegation from Republic of Maldives led by H. E. Ahmed Naseem, Minister of Foreign Affairs visited BIISS on 29 May 2011. The other members of the delegation were high officials from the Ministry of Foreign Affairs and highly placed business personnel of Maldives. They were also accompanied by H. E. Ahmed Sareer, High Commissioner of Maldives to Bangladesh. The delegation participated in a Round Table Discussion held in the Institutes Auditorium. During the Round Table Discussion Session Major General Muhammad Imrul Quayes, ndc, psc, Director General of the Institute gave the welcome speech. Research Director Dr. Shaheen Afroze made a presentation and briefed them about the aims, objectives, current setup and activities of BIISS. H. E. Ahmed Naseem, Minister of Foreign Affairs of Maldives gave an overview of the present political situation and democratic reform that is ongoing in his country. Thereafter a discussion session followed in which the visiting delegation members exchanged views with the faculty members on the various issues of interest. Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS chaired the Session.

 

 

BIISS-IDSA BILATERAL DIALOGUE HELD AT NEW DELHI 

A six member delegation from Bangladesh Institute of International and Strategic Studies (BIISS) led by Major General Muhammad Imrul Quayes, ndc, psc, participated in the BIISS- Institute for Defence Studies and Analyses (IDSA) Bilateral Dialogue on Four Decades of India-Bangladesh Relations: What Lies Ahead? on May 9-10, 2011 in IDSA, New Delhi. The other members of the delegation were: Mr. AKM Abdus Sabur, Research Director, Dr. Shaheen Afroze, Research Director, Dr. Mohd. Mahfuz Kabir, Research Fellow, Ms. Segufta Hossain, Research Fellow, and Mr. Ishtiaque Selim, Research Fellow of BIISS. Besides the Inaugural and Concluding session, altogether twelve presentations were made from Bangladesh and India perspectives on six themes. The themes were: South Asia and the International order; Challenges to the Regional Security; Indo-Bangladesh Trade: Challenges and Opportunities; Connectivity and Infrastructural Cooperation; Cooperation on Water and Energy Issues; and Security Dynamics and Indo-Bangladesh Relations. The Director General of IDSA, Mr. Narendra Sisodia welcomed the delegation. The Keynote Address was delivered by Mahbub Hassan Saleh, Deputy High Commissioner of Bangladesh to India. Ambassador Veena Sikri, former Indian High Commissioner to Bangladesh, Major General Imrul Quayes and Dr Arvind Gupta also addressed the session. In the concluding session, a roundtable discussion was held on Reappraising India-Bangladesh Relations: A Way Forward which was chaired by Ambassador I. P. Khosla.

  

UNITED STATES NEAR EAST SOUTH ASIA CENTER FOR STRATEGIC STUDIES DELEGATION VISITED BIISS

A four member delegation from Near East South Asia (NESA) Center for Strategic Studies, National Defense University, Washington, D. C. USA led by Ambassador James A. Larocco, Center Director visited BIISS on 05 April 2011. The other members of the delegation were Dr. Robert Boggs, Colonel (Retd) John Gill and Mr. Zach Meyer. They were also accompanied by staff from the US Embassy, Dhaka. The visitors called on the Director General Major General Muhammad Imrul Quayes, ndc, psc and the Chairman, Board of Governors, BIISS Major General Muhammed Firdaus Mian, psc. They also participated in a Round Table Discussion held in the Institutes Auditorium. During the Round Table Discussion Session Major General Muhammad Imrul Quayes, ndc, psc, Director General of the Institute gave the welcome speech. Research Director Dr. Shaheen Afroze made a presentation and briefed them about the aims, objectives, current setup and activities of BIISS. Then Mr. A. K. M. Abdus Sabur, Research Director presented a paper on US-South Asia Relations: Current Dynamics and an Outlook for the Future. The presentations were followed by a discussion session in which the visiting delegation members exchanged views with the faculty members on the subject. BIISS ORGANISED INDEPENDENCE-DAY COMMEMORATIVE ROUNDTABLE DISCUSSION ON CHALLENGES AND OPPORTUNITIES OF THE CHANGING GLOBAL ECONOMY: WAY FORWARD FOR BANGLADESH

Independence-Day Commemorative Roundtable Discussion on Challenges and Opportunities of the Changing Global Economy: Way Forward for Bangladesh was organised by Bangladesh Institute of International and Strategic Studies (BIISS) on Thursday, 24 March 2011 at the Institute’s Auditorium. It was a humble effort on the part of BIISS to commemorate the 40th Anniversary of the Independence Day of Bangladesh. Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS delivered the Welcome Address(click here for the welcome address). Dr Atiur Rahman, Governor, Bangladesh Bank graced the Roundtable Discussion as the Chief Guest(click here for the speech). Two presentations were made by the designated discussants: (a) Challenges and Opportunities of the Changing Global Economy: Imperatives for Bangladesh by Dr. Bazlul Haque Khondker, Professor, Department of Economics, University of Dhaka (click here for the presentation); and (b) Promoting Global Entrepreneurship: Policies, Practices and Future Directions by Dr. Ahsan Mansur, Executive Director, Policy Research Institute of Bangladesh (click here for the presentation). The event was attended by inter alia, representatives of the academia, business community, government officials, media, civil society and a host of relevant professionals. INDIAN NAVAL HIGHER COMMAND COURSE DELIGATION VISITED BIISS

A 17 member delegation of Indian Naval Higher Command Course visited BIISS on 19 January 2011. The delegation was headed by Commodore Sanjay Bhutani, Senior Directing Staff, Indian Naval War College. They were briefed about the aims, objectives, current setup and activities of BIISS through a presentation by Research Director Mr. A. K. M. Abdus Sabur. The presentation was followed by a discussion session in which the visiting delegation members exchanged views with the faculty members on contemporary issues. Acting Director General of the Institute Colonel A K M Nazrul Islam, afwc, psc, G gave the welcome speech and Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS chaired the discussion session.

 

 

PANEL DISCUSSION ON “THE POST-CANCUN SUMMIT: CHALLENGES, LESSONS AND FUTURE PLAN FOR BANGLADESH

A Panel Discussion on The Post-Cancun Summit: Challenges, Lessons and Future Plan for Bangladesh was held at BIISS Auditorium on 18 January 2011. Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS delivered the Welcome Address (click here for the welcome address).  Dr. Tawfiq-e-Elahi Chowdhury, BB, Adviser to Hon’ble Prime Minister, Ministry of Power, Energy and Mineral Resources, Government of the People’s Republic of Bangladesh graced the occasion as Chief Guest. The discussants in the panel were Professor Dr. Ainun Nishat, Vice-Chancellor, BRAC University, Dhaka (click here for the presentation), Mr. Quamrul Islam Chowdhury, Chairman, The Forum of Environmental Journalists of Bangladesh and Asia Pacific Forum of Environmental Journalists (click here for the presentation), , and Dr. Rezaul Karim, Director, Knowledge Frontiers for Development, Dhaka, Formerly, Head, Environment Programme, UN/ESCAP, Bangkok (click here for the paper), . The open discussion which followed was a lively and rewarding one in which there were active participation by academia, media, government officials, diplomats, business circles, representatives from the civil society and other concerned professionals including experts and practitioners on the related field. BIISS ORGANISED WORKSHOP ON “CIVIL-MILITARY RELATIONS: TRUST BUILDING” AT DHAKA SHERATON

A two-day workshop on “Civil-Military Relations: Trust Building” was organized by Bangladesh Institute of International and Strategic Studies (BIISS) with the support of the Defense Institution Reform Initiative (DIRI) of USA at the Dhaka Sheraton Hotel on 12-13 January 2011. The Inaugural Session of the workshop was held at 1000-1100 hours on 12 January 2011. Major General Muhammad Imrul Quayes, ndc, psc, Director General, BIISS delivered the Welcome Address (click here for the welcome address). Mr. John Hansen of DIRI also gave his Welcome Speech as the co-host. Dr. Gowher Rizvi, Adviser to the Hon’ble Prime Minister, Government of the People’s Republic of Bangladesh graced the occasion as Chief Guest. Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS chaired the session and delivered the Closing Remarks.

In the First Working Session five presentations were made. Mr. Badrul Alam, Deputy Secretary, Ministry of Defence (click here for the presentation) and Lieutenant General Abdul Wadud, ndu, psc, Principal Staff Officer, Armed Forces Division (click here for the presentation) made the first two presentations which were followed by a presentation by Dr. M Aslam Alam, Secretary, Ministry of Disaster Management and Relief Division (click here for the presentation). Presentation on “Civil-Military Coordination within the Department” was made by Brigadier General Richard Simcock, Office of the Secretary of Defense, USA and Lieutenant Colonel David Sutton, J5 Directorate, US Joint Staff presented his paper on “Civil-Military Coordination Between Defense Institutions” (click here for the presentation). The presentations were followed by lively discussion. The Inaugural and the First Working Session were attended by diplomats, academia, media, government officials, business circles, representatives from the civil society and other concerned professionals.

The Second Working Session was chaired by Major General Erick Olson (Retd) of DIRI, USA. Presentations were made by Scholars from various US think tanks, namely Dr. Peter Chalk of RAND Corporation (click here for the presentation), Karen Knudsen of East-West Center (EWC), Bob Perito of United States Institute for Peace (USIP) (click here for the presentation) and Stephanie Sanol of Center for Strategic and International Studies (CSIS).                

The after lunch session of the first day including the Second Working Session was held with the nominated members of the workshop participants which included members of parliament, former ministers, opposition party members, senior civil and military officials both serving and retired and civil society representatives. US THINK TANK MEMBERS VISITED BIISS

A delegation comprised of the members of the US Think Tanks made a visit to BIISS on 12 January 2011.  Research Director Dr. Shaheen Afroze made a presentation and briefed them about the aims, objectives, current setup and activities of BIISS. The presentation was followed by a discussion session in which the visiting delegation members exchanged views with the faculty members on each others research undertakings and the prospect of promoting and reinforcing the cooperation between BIISS and the US think tanks. Major General Muhammad Imrul Quayes, ndc, psc, Director General of the Institute gave the welcome speech and chaired the discussion session.

 

 

INTERNATIONAL CONFERENCE ON “PROMOTING SECURITY SECTOR REFORM IN SOUTH ASIA: LESSONS FROM JAPANESE EXPERIENCE” HELD AT BIISS

A two-day International Conference on Promoting Security Sector Reform in South Asia: Lessons from Japanese Experience was held at BIISS Auditorium from 14 December 2010 to 15 December 2010. The Conference was organised by BIISS with the support of the Japan Foundation. Colonel A K M Nazrul Islam, afwc, psc, G, Acting Director General, BIISS delivered the welcome address (click here for the welcome address). Lieutenant Colonel Muhammad Faruk Khan, psc (Retd), MP, Hon’ble Minister for Commerce Government of the People’s Republic of Bangladesh was the Chief Guest at the Inaugural Session of the Conference. H. E. Mr. Tamotsu Shinotsuka, Ambassador of Japan to Bangladesh was present as Special Guest at the Inaugural Session. Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS, chaired the session.

Beside Bangladesh the scholars from India, Japan Nepal, Pakistan and Sri Lanka presented papers in the conference. Ambassador (Retd) Dr. M. Afsarul Quader, Vice President, Bangladesh Enterprise Institute (BEI) chaired the Third Working Session. Keethaponcalan, Head, Department of Political Science and Public Policy, University of Colombo, Sri Lanka presented papers on “Security Sector Reform in Pakistan” and “Security Sector Reform in Sri Lanka” respectively (click here for the presentation). CHINA INSTITUTE FOR INTERNATIONAL STRATEGIC STUDIES DELEGATION VISITED BANGLADESH

A five member delegation from the China Institute for International Strategic Studies (CIISS) led by Major General Yan Jiangfeng (Retd), Vice Chairman of the institute visited Bangladesh on invitation of BIISS from 05 December 2010 to 10 December 2010. The other members of the delegation were Major General Li Rui (Retd), Senior Advisor, CIISS, Mr. Zhang Linchu, Senior Research Fellow of CIISS, Mr. Hu Yumin, Senior Research Fellow of CIISS and Mr. Jiang Weiqing, Program Officer and Research Fellow of CIISS. During their stay in Bangladesh the Delegation visited Bangladesh Institute of Peace Support Operation Training (BIPSOT) at Rajendrapur Cantonment, National Martyrs Monument at Savar, Cox’s Bazar Sea Beach and called on Dr. Dipu Moni, MP, Honourable Minister for Foreign Affairs, Government of the People’s Republic of Bangladesh, General Md Abdul Mubeen, ndc, psc, Chief of Army Staff, Bangladesh Army, Lieutenant General Abdul Wadud, ndu, psc,  Principal Staff Officer, Armed Forces Division and  Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS. The Delegation also participated in a day-long Seminar “BIISS-CIISS Dialogue” organized at the BIISS Auditorium. The visiting delegation members exchanged views with BIISS Faculty on each others research undertakings and put emphasis on promoting and reinforcing the cooperation, the mutual exchange of information, the improvement of research and academic programs, and also the exchange of experts and researchers of the two institutes.

 

“LOOK AFRICA: AN EMERGING FOREIGN POLICY OPTION FOR BANGLADESH”

 The Bangladesh Institute of International and Strategic Studies (BIISS) organized a seminar on “Look Africa: An Emerging Foreign Policy Option for Bangladesh” in Dhaka on Thursday, 02 December 2010. Dr. Gowher Rizvi, Adviser to the Hon’ble Prime Minister, Government of the People’s Republic of Bangladesh was present as Chief Guest (click here for the speech). Prof. Dr. Syed Anwar Husain presented a paper on Bangladesh and Africa: Changing Realities, Opportunities and Challenges. Dr. Mohammad Mahfuz Kabir and Mr. Sharif Mosharraf Hossain, Research Fellows at BIISS, jointly presented a paper on Why Look Africa: An Analysis of Economic Potential for Bangladesh (click here for the presentation). Brigadier General Ilyas Iftekhar Rasul, ndc, psc, (on LPR) presented a Bangladesh paper on Bangladesh’s Contribution to UN Peace Keeping Missions in Africa (click here for the paper). DR. KABIR PARTICIPATED IN CONFERENCE AND SEMINAR IN SEOUL, SOUTH KOREA  

Dr. Mohammad Mahfuz Kabir, Research Fellow of BIISS, participated in the Conference titled “Korea-South Asia Cooperation in an Era of Rising South Asia”, held at LOTTE Hotel World, Seoul, South Korea, on 25 November 2010. The Conference was organised by Korea Institute for International Economic Policy (KIEP), a leading government think-tank of South Korea, and sponsored by National Research Council for Economics, Humanities and Social Sciences (NRCS). The Conference brought together prominent scholars, including a number of policymakers, from South Asia as well as from the South Korean academia. Topics related to Trade, FDI, and regional dynamics of South Asia (including SAARC and SAFTA) were discussed and ideas for strengthening Korea-South Asia cooperation were shared. Dr Kabir presented a paper in the conference titled Non-economic Obstacles in the Prospects of SAARC & SAFTA in the Conference. He made another presentation in the Panel Discussion session of the Conference titled Bangladesh-South Korea Trade and Economic Cooperation: Current State and Future Options. Dr Kabir also participated in a Seminar titled South Asia Pool Seminar: SAFTA and the Developments of Trade Policies in South Asia, organised by KIEP, held at KIEP Auditorium, Seoul, on 26 November 2010. In the Seminar presentations were made on the trade policies of three major countries of South Asia ― Bangladesh, Pakistan and India ― focusing on bilateral and regional trade agreements. Dr Kabir made a presentation in the Seminar titled Bangladesh’s Trade Policy: Focus on Bilateral and Regional Trade Agreements. Eminent scholars from South Asian and South Korea were present in the event.

BIISS CHAIRMAN ATTENDED ANNUAL CONVENTION OF THE CONSORTIUM OF NTS-ASIA AT SINGAPORE

Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors of BIISS attended the 4th Annual Convention of the Consortium of Non-Traditional Security (NTS)-Asia, held on 25–26 November 2010 at the Traders  Hotel, Singapore. The Convention was organised by Centre for NTS Studies, Secretariat of the Consortium of NTS-Asia. Similar to previous years, the convention brought together members of the Consortium to take stock of the salient NTS issues in the Asia-Pacific region, as well as to formulate ways forward to sustain the Consortium's activities.

 

BIISS ACTING DIRECTOR GENERAL ATTENDED THE 10TH BI-ANNUAL INTERNATIONAL CONFERENCE OF COUNCIL FOR ASIAN TRANSNATIONAL THREAT RESEARCH (CATR)

Colonel A K M Nazrul Islam, afwc, psc, G, Acting Director General of BIISS attended the 10th Bi-Annual International Conference of the Council for Asian Trans-national Threat Research (CATR) held in Manila, Philippines from 27-29 October 2010. The theme of the conference was the Emerging Landscape of Transnational Threats: Taking CATR to the Next Level. The Conference was organized by the CATR and the Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR), with the support of the Institute for Defense Analyses (IDA) of the United States. The Conference was attended by 39 participants from Afganistan, Australia, Bangladesh, Brunei, India, Indonesia, Japan, Korea, Malaysia, Pakistan, Philippines, Singapore, Sri Lanka, Taiwan, Thailand and United States. Colonel Nazrul presented a paper on Water Security: Bangladesh Perspective in the conference.

  

LECTURE ON “EDUCATION IN BANGLADESH: PRESENT STATE, CHALLENGES AND FUTURE OUTLOOK”

As part of Eminent Person’s Lecture Programme of BIISS Mr. Nurul Islam Nahid, MP, Hon’ble Minister, Ministry of Education, Government of the People’s Republic of Bangladesh delivered a lecture on “Education in Bangladesh: Present State, Challenges and Future Outlook” at BIISS Auditorium on 21 September 2010 at 1100 hours The lecture was followed by a lively question and answer session in which there were active participation by academia, media, government officials, diplomats, business circles, representatives from the civil society and other concerned professionals including experts and practitioners on the related field. MR. MAHBUBUR RASHID BHUIYAN ATTENDED A “CONFERENCE ON INTERNATIONAL RELATIONS” IN UK

Mr. Mahbubur Rashid Bhuiyan, Research Officer of Bangladesh Institute of International and Strategic Studies (BIISS) attended a “Conference on International Relations” from 08 August 2020 to 14 August 2010 at the Mansfield College, Oxford, UK. The English Speaking Union (ESU) of the Commonwealth organized this Conference. Thirty participants from different countries attended the Conference. Besides, distinguished scholars from the academia and civil society organisations delivered lectures on different important topics of contemporary international relations and politics. The organizers also conducted workshops on the arts of public speaking and the use of PowerPoint presentations.

A Panel Discussion on Causes, Consequences, and Challenges of Demographic Explosion in Bangladesh: Policy Prescriptions and Future Outlook was organised by BIISS on 05 August 2010, at the BIISS Auditorium. MOHAMMAD JASIM UDDIN PARTICIPATED IN AN INTERNATIONAL SEMINAR IN PAKISTAN

Mr. Mohammad Jasim Uddin, Research Fellow of BIISS, participated in an International Seminar on “Stabilising Afghanistan:Regional Perspectives and Prospects” in Islamabad, Pakistan. The Seminar was organised by Islamabad Policy Research Institute (IPRI) in collaboration with Hanns Seidel Foundation (HSF) on 03-04 August, 2010 in Islamabad, Pakistan. Mr. Mohammad Jasim Uddin presented a paper on SAARC’s Prospective Role in Promoting Economic Development in Afghanistan in the Seminar. The Seminar was attended by participants from Pakistan, Germany, China, Turkey, Tajikistan, Uzbekistan, Afghanistan, Russia, and India.

SEGUFTA HOSSAIN PARTICIPATED IN AN INTERNATIONAL SYMPOSIUM IN BEIJING

Ms. Segufta Hossain, Research Fellow of BIISS, participated in an International Symposium on “Food Security: China and the World” jointly sponsored by China Institute of International Strategic Studies (CIISS) and Katie Chan Foundation (KCF), Hong Kong on 1-2 July, 2010 in Beijing, China. The purpose of the Symposium was to discuss the food security situation, trends and impacts, food security strategy and international cooperation on food security. Ms. Hossain presented a paper on International Cooperation in Food Security: Issues and Challenges in the Symposium. The Symposium was attended by participants from China, France, Germany, Israel, Italy, Mongolia, Nigeria, Thailand, the United Kingdom, the United States of America.

 

BIISS ORGANISED WORKSHOP ON “CIVIL-MILITARY RELATIONS: TRUST BUILDING”

A two-day workshop on “Civil-Military Relations: Trust Building” was organized by Bangladesh Institute of International and Strategic Studies (BIISS) with the support of the Defense Institution Reform Initiative (DIRI) of USA at the Dhaka Sheraton Hotel on 22-23 June 2010. The Inaugural Session of the workshop was held at 1100-1430 hours on 22 June 2010. During the lunch, Major General Olson (Retd) of DIRI, USA made a key note speech on Thoughts on Building Civil-Military Trust and Confidence. The after lunch session of the first day was held with the nominated members of the workshop participants which included members of parliament, former ministers, opposition party members, senior civil and military officials both serving and retired and civil society representatives. DR. UDDIN PARTICIPATED IN A THREE-DAY RESEARCH WORKSHOP HELD IN SINGAPORE FROM 17TH MAY TO 19TH MAY 2010

Dr. M. Jashim Uddin, Senior Research Fellow of BIISS, participated in the Council for Asian Trans-national Threat Research (CATR) Workshop titled “Country Threat Assessment” and “Major Findings and Plans for the Next Phase Joint Research”, held at the Marina Mandarin Hotel in Singapore from 17th to 19th May 2010. The workshop was organized by the CATR and the Centre of Excellence for National Security (CENS) of Rajaratnam School of International Studies, with the support of the Institute for Defense Analyses (IDA) of the U.S.A. Researchers and academics from various research organizations and universities of 12 countries in the Asia-Pacific region presented their respective country’s threat assessment and major findings in the workshop. The main objective of the workshop was to analyze and share the emerging security threats; and also the most important cross-cutting security threats found in each country’s threat assessment and formulate overarching common threats to the countries to address in the next phase of the research workshop. Dr. Uddin presented a paper on Emerging Security Threats and Challenges: Bangladesh Perspective in the workshop.

 

BIISS DIRECTORS PARTICIPATED COLOMBO MEETING OF REGIONAL NETWORK OF STRATEGIC STUDIES CENTER

Colonel A K M Nazrul Islam, afwc, psc, G and Mr. A. K. M. Abdus Sabur, Research Directors of BIISS participated in the Working Group Meeting of Regional Network of Strategic Studies Center (RNSSC) held at Rabat, Morocco from 20-22 April 2010. The Network is a partnership of strategic study centers primarily located in the Near East South Asia region, and currently enjoys involvement from over thirty centers. The Center for Studies and Research in Social Sciences (CERSS), Mohammed V University, Rabat co-hosted this meeting. The goals of the Working Group meeting were to discuss various strategic issues of interest and continue making progress on the work plans by the working groups. Colonel A K M Nazrul Islam, afwc, psc, G represented BIISS in the Weapons of Mass Destruction (WMD)/Border Security Working Group and Mr. A. K. M. Abdus Sabur represented the institute in the Water Security Working Group.

 

BOOK LAUNCHING AND DISCUSSION ON “COUNTERING TERRORISM: BUILDING A COMMON APPROACH IN SAARC” HELD AT BIISS

 Bangladesh Institute of International and Strategic Studies (BIISS) organised a Book Launching and Discussion Session on “Countering Terrorism: Building a Common Approach in SAARC” in collaboration with Institute of Peace and Conflict Studies (IPCS), New Delhi and Konrad Adenauer Stiftung (KAS) on 12 April 2010 at the BIISS Auditorium. H. E. Mr. Holger Michael, Ambassador of the Federal Republic of Germany to Bangladesh was present as the Guest of Honour at the Session. Major General Golam Mohammad, nwc, psc, Director General, BIISS made the welcome speech. Major General Dipankar Banerjee, AVSM (Retd), Director, IPCS and Dr. Beatrice Gorawantschy, Resident Representative, KAS, New Delhi made introductory remarks in the discussion session. Dr. Suba Chandran, Deputy Director, IPCS made a presentation on the book titled “Countering Terrorism: Building a Common Approach in SAARC”, which was followed by a lively and interactive open floor discussion. DR. SHAHEEN AFROZE PARTICIPATED IN A REGIONAL WORKSHOP IN PAKISTAN

Dr. Shaheen Afroze, Research Director, BIISS participated in a two-day Regional Workshop on “Restructuring SAARC” on 30-31 March 2010 in Karachi, Pakistan. The workshop was organized by the Department of International Relations, University of Karachi, Pakistan in collaboration with Hanns Seidel Foundation, Islamabad. Scholars from Bangladesh, India, Nepal, Sri Lanka and Pakistan participated in the workshop. Dr. Afroze presented a paper on Restructuring SAARC: Bangladesh Perspectives in the workshop.

A Panel Discussion on “The 16th SAARC Summit” was organised by BIISS on 07 April 2010, at the BIISS Auditorium. INDEPENDENCE DAY COMMEMORATIVE SEMINAR ON “ROLE OF GENERAL MASSES IN THE WAR OF LIBERATION: FUTURE DEFENCE” HELD AT BIISS

Independence Day Commemorative Seminar on “Role of General Masses in the War of Liberation: Future Defence” was held at BIISS Auditorium on 24 March 2010. Dr. Dipu Moni, MP, Honourable Minister for Foreign Affairs, Government of the People’s Republic of Bangladesh graced the seminar as the Chief Guest. Dr. Captain Mujibur Rahman Fakir (Retd), MP, Hon'ble Minister of State for Health and Family Welfare, Government of the People’s Republic of Bangladesh was the Chief Guest on the occasion. BIISS DELEGATION PARTICIPATED IN KATHMANDU WORKING GROUP MEETINGS OF REGIONAL NETWORK OF STRATEGIC STUDIES CENTER

A two-member delegation led by Major General Sheikh Md Monirul Islam, ndc, psc, Director General of BIISS attended the Working Group meetings organized by the co-sponsors of the Regional Network of Strategic Studies Center (RNSSC), held in Kathmandu, Nepal on 24-26 February 2010. The Kathmandu-based Centre for South Asian Studies was the local host. The Director General participated in the meeting on Civil–Military Relations Working Group. Prior to the meeting, he attended the Working Group’s Editorial Committee meeting. Ms. Neila Husain Choudhury, Senior Research Fellow of BIISS participated in the Reintegration, Reconstruction and Reconciliation (R3) Working Group meeting. The purpose of both the meeting was for each participant of the respective Working Group to make country presentations on the theme of the working group. The objective of this Network was also to share experiences of working on peace and security in the Near East and South Asian (NESA) region, and looking at ways to develop and strengthen partnerships within the region. There was also interaction between the working group participants and individuals from the strategic community in Kathmandu at the dinner hosted by the organizers.

A Round-table Discussion on “Bangladesh-China Dialogue” was held at BIISS Auditorium on 14 March 2010. DR A T SALAHUDDIN AHMED PARTICIPATED IN A TWO-DAY INTERNATIONAL SEMINAR ON “SAARC: TOWARDS A GREATER CONNECTIVITY” IN INDIA

Dr A T Salahuddin Ahmed, Senior Research Fellow (Research Director In-Charge), BIISS, participated in a two-day International Seminar on “SAARC: Towards a Greater Connectivity” organized by the Centre for SAARC Studies, Andhra University, Vishakhapatnam, Andhra Pradesh, India on 2-3 March 2010. Dr Ahmed presented a paper on “Maritime Security of Bangladesh: Exploring Regional Co-operation” (Click here for the abstract of the paper) in the Seminar. He also chaired a session of the Conference (Session-VI: Economic Cooperation-I). About 36 participants from India and from other SAARC member states made their presentation in the Seminar, speaking on various dimensions of greater SAARC connectivity within SAARC members via meaningful regional and sub-regional co-operation in which gender perspective also figured. The key objectives of the   Seminar were to remove the existing barriers among SAARC members to move towards greater connectivity in the field of economic co-operation (mainly), and socio-political and non-military security co-operation by way of exploring various ways and means.

 

INFORMAL MEETING ON FOLLOW-UP OF WORKSHOP ON “NATIONAL SECURITY AND CIVIL-MILITARY RELATIONS IN BANGLADESH” HELD AT BIISS

The Bangladesh Institute of International and Strategic Studies (BIISS) and the Bangladesh Enterprise Institute (BEI) with support from the Hawaii-based Asia Pacific Center for Security Studies (APCSS), hosted a workshop entitled “National Security and Civil-Military Relations in Bangladesh” in Dhaka on 16-19 November 2009. During the workshop, the participants from civilian and security sectors engaged in a meaningful debate about the state of Bangladesh security matters and arrived at a series of concrete recommendations. As a follow-up step of the said workshop, an informal meeting was held at BIISS Auditorium on 02 March 2010 at 1100 hours. The meeting was chaired by Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS. Beside the organizers (BIISS and BEI) and number of participants of the said workshop a team from the Defense Institution Reform Initiative (DIRI) of USA led by Major General Olson (Retd) joined the informal meeting. The US team had representative from PACOM, OSD and US Embassy in Dhaka. Mr. Tyler Rauert, Professor of International Law and Political Violence, Near East South Asia Center for Strategic Studies, National Defense University, Washington, DC, USA also joined the meeting. BIISS DIRECTOR ATTENDED FIRST SYMPOSIUM OF THE AFRICAN FEDERATION FOR STRATEGIC STUDIES AT MARRAKECH, MOROCCO

Colonel A K M Nazrul Islam, afwc, psc, G, Research Director, BIISS attended the First Symposium of the African Federation for Strategic (FAES) on “Security in Africa: Challenges and Prospects”. The Symposium was held at Marrakech, Morocco from 28 January 2010 to 30 January 2010. The aim of the symposium was to identify the nature of challenges to security in Africa, the prevention and management of conflicts generated by the security challenges, the tools implemented in the governance of security sector and the prospects for security in the continent of Africa. The three-day symposium was attended by more than 300 participants from 64 countries (including 34 African countries) and 8 international organizations

BIISS ORGANIZED VICTORY DAY COMMEMORATE SEMINAR ON “BANGLADESH WAR OF LIBERATION: ASPIRATIONS, ACHIEVEMENTS AND AN OUTLOOK FOR THE FUTURE” 

BIISS organized a seminar on “Bangladesh War of Liberation: Aspirations, Achievements and an Outlook for the Future” on 23 December 2009 to commemorate the 38th Anniversary of the Victory Day of Bangladesh. The objective of the Seminar was to assess the achievements of Bangladesh in a host of crucial areas of national endeavours like democracy, development, national security, foreign policy and culture in the backdrop of aspirations of the War of Liberation in the respective fields followed by the projection of an outlook for the future.

Syeda Sajeda Chowdhury, MP, Deputy Leader of the House, Bangladesh Parliament graced the seminar as the Chief Guest. Dr. Tawfiq-e-Elahi Chowdhury, BB, Adviser to the Hon’ble Prime Minister, Ministry of Power, Energy and Mineral Resources, Government of the People’s Republic of Bangladesh was present as the Special Guest. Five papers were presented in the seminar. HANDOVER OF THE INTERNATIONAL COMMISSION ON NUCLEAR NON-PROLIFERATION AND DISARMAMENT (ICNND) IN BANGLADESH

The Australian High Commissioner Dr Justin Lee and the Minister of the Japanese Embassy Mr Harumitsu Hida handed over the final report of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND) to Major General Sheikh Md Monirul Islam, ndc, psc, the Director General of the Bangladesh Institute of International and Strategic Studies (BIISS) in a ceremony at BIISS Auditorium on 17 December 2009.

The ICNND’s report was launched by Australia’s Prime Minister Kevin Rudd and Japan’s Prime Minister Yukio Hatoyama in Tokyo on 15 December 2009. It is intended to reinvigorate global debate on nuclear non-proliferation and disarmament.

Director General, BIISS, Major General Sheikh Md Monirul Islam, ndc, psc, Chairman of the Bangladesh Atomic Energy Commission Dr Mosharraf Hossain, and Director of the UN Wing at the Foreign Ministry Nahida Sobhan, all attended the ICNND’s South Asia regional meeting in New Delhi in October 2009.

At the handover ceremony Dr Lee explained the report was the work of an independent commission established by the Australian and Japanese government, and it did not reflect the policy position of any government. The report is intended to stimulate debate and provide forward looking options and possibilities for consideration.

  

BIISS ORGANIZED TWO-DAY INTERNATIONAL CONFERENCE ON “HUMAN SECURITY APPROACH TO COUNTER EXTREMISM IN SOUTH ASIA: RELEVANCE OF JAPANESE CULTURE”

A two-day International Conference on “Human Security Approach to Counter Extremism in South Asia: Relevance of Japanese Culture” was held at BIISS Auditorium from 24 November 2009 to 24 November 2009. The Conference was organised by BIISS with the support of the Japan Foundation. BIISS LAUNCHES BOOK ENTITLED 'NATIONAL SECURITY BANGLADESH 2008'

BIISS launches the book entitled National Security Bangladesh 2008, a yearly publication of the institute on 24 November 2009. The cover of the book was un-wrapped by Advocate Shahara Khatun, MP, Hon'ble Minister for Home Affairs, Government of the People's Republic of Bangladesh at BIISS Auditorium. Dr. Iftekharuzzaman, Executive Director. Transparency International Bangladesh (TIB), conducted the review of the book. Amongst others Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS and Major General Sheikh Md Monirul Islam, ndc, psc, Director General, BIISS were present in the launching ceremony of the book. The book offers multidisciplinary levels. This volume is the second one in the series and covers the developments in the year 2008.

 

 

BIISS FACULTY MEMBERS PARTICIPATED DELHI PLENARY MEETING OF REGIONAL NETWORK OF STRATEGIC STUDIES CENTER (RNSSC)

A four member delegation led by Major General Sheikh Md Monirul Islam, ndc, psc, Director General, BIISS participated in the 5th Plenary Meeting of Regional Network of Strategic Studies Center held at New Delhi, India from 18-20 November 2009. The Institute for Defence Studies and Analyses (IDSA) hosted this meeting. The goals of the meeting were to discuss various strategic issues of interest in plenary session and continue making progress on the work plans by the four working groups. The other participating members from BIISS were Colonel A K M Nazrul Islam, afwc, psc, G, Research Director, BIISS, Mr. A K M Abdus Sabur, Research Director, BIISS and Mrs. Neila Husain Choudhury, Senior Research Felloew, BIISS. They represented the institute in the Weapons of Mass Destruction/Border Security Working Group,   Non-traditional Security Issues Working Group and Democracy and Governance Working Group respectively. Major General Sheikh Md Monirul Islam, ndc, psc, represented in the Combating Terrorism Working Group of the network.  The Network is a partnership of strategic study centers primarily located in the Near East South Asia region, and currently enjoys involvement from over thirty centers. This plenary was attended by more than 100 participants from 21 different countries and 28 member organizations of the RNSSC

  

FOUR-DAY WORKSHOP ON “NATIONAL SECURITY AND CIVIL-MILITARY RELATIONS IN BANGLADESH” HELD AT HOTEL WESTIN, DHAKA

A four-day workshop on “National Security and Civil-Military Relations in Bangladesh” was held at Hotel Westin, Dhaka from 16 – 19 November 2009. It was jointly organized by Bangladesh Institute of International Strategic Studies (BIISS) and Bangladesh Enterprise Institute (BEI) with the support of Asia-Pacific Center for Security Studies (APCSS), Honolulu, Hawaii, USA. Mr. H. T. Imam, Adviser to the Honourable Prime Minister, Government of the People’s Republic of Bangladesh was the Chief Guest at the Inaugural Session of the Workshop (click here for the Chief Guest’s address). The aim of the workshop was to discuss the priorities Bangladesh faces in achieving national security development and civil-military interactions, how these priorities should be ranked, and what challenges lie ahead in seeing the ideas formulated are materialized into permanent practices. Forty high-level Bangladeshi officials/ practitioners from the security and civil sectors including expert and think-tanks deliberated upon the national security and civil-military relations priorities, challenges to the priorities and the response needed to face the challenges. Beside the two plenary sessions, on day one, there were several sessions of the workshop in which key note speeches were delivered by distinguished speakers.

In the first plenary session, presentations were made on “National Security Priorities” by Dr. M. Afsarul Qader, Vice President and COO, BEI (click here for the paper) and Major General Helal Morshed Khan, BB, psc (Retd), Convener, Bangladesh Muktijoddha Sangsad, Central Command Council (click here for the paper). Mr. Farooq Sobhan, President, BEI chaired the session.

The second plenary session was chaired by Major General  Sheikh Md Monirul Islam, ndc, psc, Director General, BIISS. Brigadier General Shahedul Anam Khan, ndc, psc (Retd), Editor, Defence and Strategic Affairs, The Daily Star presented paper in this session on “Civil-Military Relations” (click here for the paper).

The other paper presenter on first day was Dr. Abdur Rob Khan, Associate Professor, North South University, Dhaka who spoke on “National Security and Civil-Military Relations in Bangladesh” (click here for the paper).

On the second day Lieutenant General M Harun Ar Rashid, BP, rcds,psc (Retd), Former Chief of Army Staff, Bangladesh Army (click here for the paper) and Mr. Mahfuz Anam, Editor, The Daily Star, Dhaka (click here for the paper) made presentations on “Issues and Challenges to Civil-Military Relations in Bangladesh”. On the third day Dr. Imtiaz Ahmed, Professor, Department of International Relations, University of Dhaka spoke on “Meeting the Challenges to Civil-Military Relations in Bangladesh” (click here for the paper).

REGIONAL SEMINAR ON “PEACE AND SECURITY IN SOUTH ASIA:  ISSUES AND PRIORITIES FOR REGIONAL COOPERATION ON SMALL ARMS AND LIGHT WEAPONS (SALW) CONTROL” HELD AT DHAKA SHERATON HOTEL

The Bangladesh Institute of International and Strategic Studies (BIISS) in collaboration with Saferworld, UK organised a two-day regional seminar on “Peace and Security in South Asia:  Issues and Priorities for Regional Cooperation on Small Arms and Light Weapons (SALW) Control” on 08-09 November, 2009 at Dhaka Sheraton Hotel, Bangladesh. The aim of the seminar was to bring together South Asian governments, the South Asian Association for Regional Cooperation (SAARC), relevant UN agencies and several leading think tanks in South Asia to discuss issues and priorities for strengthening and developing regional cooperation on SALW control in the region. Security experts from leading think tanks and government officials from Bhutan, India, Nepal, Maldives, Pakistan, Sri Lanka, Afghanistan, China, Bangladesh, UK, as well as representatives from international organizations participated in the seminar. Major General Sheikh Md Monirul Islam, ndc, psc, Director General of BIISS, delivered the welcome address in the Inaugural Session of the seminar. Ms. Rosy Cave, Head of Asia Programme of Saferworld, made the introductory remarks. Mr. Abul Maal A. Muhith, Honourable Minister for Finance, Government of the People’s Republic of Bangladesh, graced the occasion as Chief Guest. Beside the participants more than 100 invited guests attended the Inaugural Session.

The seminar, spread over two days, was divided into six working sessions, over which altogether twenty three presentations were made. The first session gave an overview of the impact of SALW trafficking and measures that can be taken to address the problem. It was chaired by Major General Md Monirul Islam, ndc, psc, Director General of BIISS. Mr. Roy Isbister, Team Leader, Small Arms and Export Controls of Saferworld made two separate presentations on “Introduction to illicit SALW trafficking” and “Preventing Diversion of SALW for Strengthened Control”.

The second working session focused on Nature of the Problem in South Asia chaired by Mr. Abbas Qureshi, Assistant Director, Ministry of Foreign Ministry of Pakistan. Two presentations were delivered in the session. The first presentation, delivered by Ms. Neila Husain, Senior Research Fellow, BIISS, was on “Challenges for the region and measures to address the problems of SALW”. The second presentation, delivered by Prof. Nishchal Pandey, Centre for South Asian Studies, Nepal, was on “Challenges and Measures to Address in Post Conflict Countries”.

The third working session was on the “International Policy Context and the Problem of Illicit Arms Trafficking” chaired by Ambassador M. Maroof Zaman, Additional Foreign Secretary, Ministry of Foreign Affairs, the Government of Bangladesh. Three presentations were delivered in this session. The first presentation was on “International Initiatives: UN PoA, Firearms Protocol, Marking and Tracing, and ATT” by Mr. Roman Hunger, Special Coordinator, United Nations (UN) Regional Centre for Peace and Disarmament in Asia and the Pacific. The second presentation was delivered on “UN Convention against transnational organized crime and its protocol against the illicit manufacturing of and trafficking in firearms, their arms, components, and ammunitions” by Ms. Simonetta Grassi, Crime Prevention and Criminal Justice Officer, United Nations Office on Drugs and Crime – UNODC. The third presentation was delivered on “Implementation and Development Progress in South Asia” by Dr. Mallika Joseph, Deputy Director, Institute of Peace and Conflict Studies, New Delhi.

The fourth working session was on “National Perspectives: Issues and Priorities for Strengthening Control and Regional Cooperation.” The session was chaired by Ambassador Geetha De Silva, RCSS, Sri Lanka. Four presentations were delivered in this session. The first presentation was on “collection of weapons, the law of light weapons, national legislation, regulation and stability, peace and security in all over the Afghanistan in order to prevent killings of innocent people and government actions” delivered by Brigadier General Aziz Ahmad Farahi, Chief of Disbandment of Illegal Armed Groups (DIAG), Ministry of Defence, Afghanistan. Md Kaikobad Hossain, Deputy Secretary, Ministry of Home Affairs, Government of Bangladesh made the second presentation on “Nature and trafficking rroutes of SALW in Bangladesh”. The third presentation was delivered by Mr. Karma Dorji, Bureau of Law and Order, Ministry of Home, Bhutan. The fourth presentation was on “India’s position on SALW control” delivered by Brigadier Ravindrar Narayan Nair, SM Defence Adviser, High Commission of India, Dhaka.

The fourth working session was the continuation on “National Perspectives: Issues and Priorities for Strengthening Control and Regional Cooperation”, chaired by Mr. Roman Hunger. Three presentations were delivered in the session. Lieutenant Ahmed Zubair, Junior Staff, MNDF, Integrated Headquarters, Maldives National Defence, made a presentation on “An overall picture on the measures adapted to control the use and trafficking of illegal weapons in the Maldives, and what measure can be taken to increase regional cooperation”. The second presentation was delivered by Mr. Pradeep Poudyal, Under Secretary, Ministry of Defence, Nepal. Mr. Pradeep focused on the “Agents in demand and supply side of SALW from Nepal’s perspective”. Mr. Abbas Qureshi, Assistant Director, Ministry of Foreign Affairs, Pakistan was the third speaker and his presentation focused on the “Root causes of the use of illicit arms and trading in Pakistan”. The fourth working session on “National Perspectives: Issues and Priorities for Strengthening Control and Regional Cooperation” continued on the second day, chaired by Mr. Roman Hunger. Two presentations are made in this session by Brigadier Ranjan de Silva, National Coordinator, National Commission Against the Proliferation of Illicit Small Arms (NCAPISA), Sri Lanka and Mr. Sayed Fahim Srosh, Deputy Programme/Coordination Manager, UNDP/ANBP/JS presented the second paper on “Overview of the disarmament, demobilization and reintegration (DDR), and disbandment of illegal armed groups (DIAG) processes in Afghanistan including outcomes and challenges”.

The fifth working session on “Regional Perspectives: Issues and Priorities for Strengthening Control and Regional Cooperation” was chaired by Prof. Nishchal Pandey, Centre for South Asian Studies, Nepal. Three presentations were delivered in this session. Dr. Anand Kumar, Associate Fellow, Institute for Defence Studies and Analyses, India focused his paper on “Small arms and failing states of South Asia”. Professor Xia Liping, Dean, School of Political Science and International Relations, Tonji University, Shanghai was the second paper presenter. He focused on “Issues and priorities for strengthening SALW control and regional cooperation: Chinese perspectives”. The third presentation was on “SALW reduction: Issues and priorities for strengthening control and regional cooperation” delivered by Dr. Amir Rana, Director, Pakistan Institute of Peace Studies, Pakistan.

The sixth working session was on “Cooperation and Assistance for National Capacity Building – meeting the needs of Governments and Law Enforcement Agencies” chaired by Ms. Simonetta Grassi, Crime Prevention and Criminal and Criminal Justice Officer, UNODC. Four keynote papers were delivered in this session. Mr. Hubert Oldenhuis, Associate Expert, UNRCPD made his first presentation on “Update on coordinating action on small arms (CASA) and matching needs for resources initiative”. Mr. Hubert made a second presentation on “Update on any initiatives for SA region”. Ms. Simonetta Grassi delivered the third presentation on “UNODC’s self assessment tool”. Brigadier General Ranjan de Silva, National Coordinator, National Commission against the Proliferation of Illicit Small Arms (NCAPISA) made the fourth presentation on “Update on the ongoing firearms database project in Sri Lankan” ( Click here  for the Proceedings).

 

BIISS DELEGATION IN 3RD NTS-ASIA ANNUAL CONVENTION 2009

A two member of BIISS delegation led by Major General Muhammed Firdaus Mian, psc, Chairman, Board of Governors, BIISS, participated in the 3rd NTS-Asia Annual Convention 2009 during November 3-4, 2009 at the Marina Mandarin Hotel in Singapore. The other member of the delegation was Dr. M. Jashim Uddin, Senior Research Fellow, BIISS. The delegation made a joint power point presentation on “A Secular Cultural Approach to Deradicalization: Bangladesh Perspective in the convention. The convention was organized by the NTS-Asia Secretariat in the Centre for Non-Traditional Security Studies (NTS), Rajaratnam School of International Studies, Nanyang Technological University, with the support from Ford Foundation. The conference brought together the Consortium's founding members, associate members and other NTS researchers and practitioners to discuss the NTS issues affecting the Asian region. BIISS is a founding member of the NTS-Asia network. The themes that were discussed include climate change, natural disasters, conflict, crime, human vulnerabilities, and other regional NTS issues. The key agenda of the consortium was to overview the consortium’s activities for the year and an in-depth discussion on ways to extend the consortium’s influence and push the primary objectives of developing further the process of networking among scholars and analysts working on NTS issues in the region, as well as advancing the field of NTS in Asia.

 

GERMAN FRIEDRICH EBERT FOUNDATION REPRESENTATIVE DR. WOLFGANG MASSING VISITED BIISS

Dr. Wolfgang Massing, a former German Ambassador to Vietnam and Namibia visited BIISS on 08 October 2009. Dr. Wolfgang Massing represented German Friedrich Ebert Foundation. The aim of his visit was primarily to explore the possibility of collaborative research, networking and interaction on strategic and international issues  between Friedrich Ebert Foundation and BIISS. He called on Director General of the Institute Major General Sheikh Md Monirul Islam, ndc, psc and was apprised about the aims, objectives, current setup and activities of BIISS. Dr. Wolfgang Massing also exchanged views in a discussion session with the Research Directors of the institute on contemporary issues including the areas of cooperation as well as the prospect of institutional linkages between the two institutions. DR. M. JASHIM UDDIN PARTICIPATED IN THE INTERNATIONAL CONFERENCE ON NON-VIOLENT CONCEPTS AND MOVEMENTS IN SOUTH ASIA HELD IN KABUL ON 04 OCTOBER 2009

The center for Strategic Studies (CSS) of the Ministry of Foreign Affairs, the Islamic Republic of Afghanistan, organized an international conference on Non-violent Concepts and Movements in South Asia on 04 October 2009 in Kabul. The objectives of the conference were to focus on the vitality of the idea of non-violence movements, initiate dialogues among the South Asian countries and beyond and spread the teaching of non-violence in South Asia as well as the other parts of the world in managing violent conflicts. Participants composed of academics, researchers, law makers and government officials came from Bangladesh, India, Pakistan, Iran, Afghanistan and Japan, focusing on various papers on non-violent concepts and movements in South Asia. The representative from Bangladesh was Dr. M  Jashim Uddin, Senior Research Fellow, Bangladesh Institute of International and Strategic Studies (BIISS). He presented a paper titled A Historical Analysis of Leading Non-violent Movements in South Asia, in the conference.

 

THREE MEMBER BANGLADESH DELEGATION ATTENDED THE INTERNATIONAL COMMISSION ON NUCLEAR NON-PROLIFERATION AND DISARMAMENT (ICNND) REGIONAL MEETING FOR SOUTH ASIA IN NEW DELHI

The International Commission on Nuclear Non-proliferation and Disarmament (ICNND) held its fourth regional meeting - for South Asia - in New Delhi, 2 -4 October. The two day meeting brought together several Commissioners and a number of Advisory Board members with a broad range of experts from around the region, from Government agencies, think-tanks, academia and the nuclear power sector. Discussion was structured around the three pillars underlying the Nuclear Non-Proliferation Treaty: pursuing nuclear disarmament, preventing the spread of nuclear weapons, and facilitating the safe and peaceful uses of nuclear technology to meet growing regional energy demand. In considering disarmament matters the meeting reviewed the international agenda as well as regionally specific nuclear security issues – and noted strong linkages between the two. Participants were optimistic that the renewed focus of major powers on disarmament, led by the US and Russia, offered opportunity for progress. It was broadly recognised that a near term priority was bringing the Comprehensive Nuclear Test Ban Treaty into force, and commencing negotiations on a treaty to end the production of material for nuclear weapons. Participants looked forward to a successful review of the Non-Proliferation Treaty in May 2010. Meeting participants registered strong support for the role of nuclear technology for peaceful purposes and were briefed on the ambitious safeguarded nuclear power plans of India and Pakistan – which they see as an essential developmental right. In this context the meeting considered how sensitive nuclear activities could be managed to ensure their safety and security. The meeting was attended by a three member delegation from Bangladesh: Major General Sheikh Md Monirul Islam, DG BIISS, Dr Md Mosharraf Hossain, Chairman Atomic Energy Commission and Ms Nahida Sobhan, Director, MOFA.

 

Mr. James F. Moriarty, Ambassador to the US Embassy in Dhaka, Bangladesh called on Director General of BIISS Major General Sheikh Md Monirul Islam, ndc, psc on 01 October 2009. The Ambassador was given a brief on BIISS and he took keen interest in its activities. Director General of BIISS recalled the existing working relation between various US academic institutes including American Center in Bangladesh and BIISS. Mr. James F. Moriarty exchanged views in a discussion session with the Research Directors of the institute on contemporary issues including the areas of cooperation as well as the prospect of more institutional linkages between similar institutions of the two countries. Director General of the Institute chaired the discussion session. The Ambassador also made a courtesy call on to Chairman, Board of Governors of BIISS Major General Muhammed Firdaus Mian, psc.

 

BIISS DIRECTOR GENERAL ATTENDED GLOBAL STRATEGIC REVIEW HELD IN GENEVA

The International Institute for Strategic Studies (IISS) organised the 7th IISS Global Strategic Review on Friday 11 September 2009 with some 350 government officials, academics, foreign policy experts and IISS Members. The Global Strategic Review (GSR) constitutes the annual conference for IISS members. Held in Geneva, the GSR is intended to bring together the elite from the policy making and thinking community to reflect on some of the major security issues facing the world. During the opening Keynote Address, Dr Zbigniew Brzezinski, Former US National Security Advisor; delivered a comprehensive speech regarding the issues that President Obama faces in the current global geopolitical climate. The important issues discussed in the Plenary Sessions were: THE UNITED STATES AND CONFLICT RESOLUTION IN THE MIDDLE EAST, CHALLENGES IN AFGHANISTAN AND PAKISTAN and   NUCLEAR DISARMAMENT AND NON PROLIFERATION. Director General BIISS, Major General Sheikh Md Monirul Islam, ndc, psc attended the conference.

 

AUSTRALIAN HIGH COMMISSIONER CALLED ON DG BIISS

Dr. Justin Lee, High Commissioner of the Australian High Commission in Dhaka, Bangladesh called on DG BIISS on 20 August 2009. The High Commissioner was apprised about the activities of BIISS and he took interest in its activities. Dr. Lee also exchanged views in a discussion session with the Research Directors of the institute on contemporary issues including the areas of cooperation as well as the prospect of institutional linkages between similar institutions of the two countries. LECTURE ON “WATER RELATED DISASTERS IN SOUTH ASIA AND ROLE OF GLACIERS”

A lecture on “Water Related Disasters in South Asia and Role of Glaciers” was delivered by Mr. Arshad H Ansari at BIISS Auditorium on 17 August 2009 at 1100 hours. Mr. Arshad H Ansari is a consultant of United Nations Development Programme and an expert on Himalayan glaciers and water related disasters in South Asia. The presentation was followed by a lively question and answer session. BIISS Faculty Members participated in the lecture. Major General Sheikh Md Monirul Islam, ndc, psc, Director General BIISS chaired the session.

 

 

WRAP-UP SEMINAR ON “CLIMATE CHANGE AND SECURITY IN BANGLADESH” 

A Wrap-up Seminar on “Climate Change and Security in Bangladesh” was jointly organised by BIISS and Saferworld, UK at BIISS Auditorium on 12 August 2009 at 1100 hours. The objective of the seminar was to present the Research Work done by the BIISS Research Team highlighting the Key Research Findings and recommendations to the larger audience. Ms. Rosy Cave, Head of Asia Programme, Saferworld, UK presented the Key Research Findings (click here for the Executive Summary) and  Dr. Mizan R Khan, Professor, Department of Environmental Science and Management, North-South University, Dhaka reviewed the report on the subject. Advocate Mostafizur Rahman, MP, Honourable State Minister for Land, Government of the People’s Republic of Bangladesh graced the occasion as Chief Guest. The seminar was attended by foreign diplomats, representatives from the international organizations, academia, media, government organizations, business circles, civil society and NGOs as well as other concerned professionals and informed audience. Wrap-up Seminar on Bangladesh Human Security Assessment 2007

BIISS has organised a Wrap-up Seminar on BANGLADESH HUMAN SECURITY ASSESSMENT(BASA) 2007 on 04 August 2009 at 1100-1330 hours at the BIISS Auditorium. The objective of the Seminar was to introduce the BHSA 2007 and its main conclusions and recommendations to the larger audience of academia, media, government officials, business circles, representatives from the civil society and NGOs as well as other concerned professionals and informed audience. Barrister Shafique Ahmed Honourable Minister for Law, Justice and Parliamentary Affairs Government of the People’s Republic of Bangladesh graced the occasion as Chief Guest and H. E. Mr. Stephen Evans British High Commissioner to Bangladesh has been the Special Guest. CHINESE FOREIGN MINISTRY OFFICIALS VISIT BIISS

A delegation from People’s Republic of China comprising the Chinese Foreign Ministry Officials visited BIISS on 24 July 2009. The six member delegation was headed by Former Ambassador Mr. Zhou Gang. Director General of BIISS Major General Sheikh Md Monirul Islam, ndc, psc formally welcomed the visiting Chinese delegation. Research Director Colonel A K M Nazrul Islam, afwc, psc, G gave a short presentation on BIISS covering the objectives, current setup, activities of the institute and institutional linkages that BIISS maintains with similar institutes in China. The presentation was followed by exchange of views by the delegation members with the BIISS faculty members on contemporary issues including the security situation in South Asia, Bangladesh-China relations and recent development in China’s Xinjiang Province. PANEL DISCUSSION ON “THE ROHINGYAS: FROM STATELESS TO REFUGEE”

NEILA HUSAIN, SENIOR RESEARCH FELLOW, BIISS PARTICIPATED IN A REGIONAL CONFERENCE IN BANGKOK

Ms. Neila Husain Choudhury, Senior Research Fellow of BIISS, participated in a regional conference on “South Asian Peace and Security” facilitated by Saferworld, UK, in Bangkok, Thailand from 12 to 16 July 2009. The purpose of the meeting was to share experiences of working on peace and security in South Asia and looking at ways to develop and strengthen partnerships within the region. The meeting also aimed to share understanding of cross-cutting issues and concepts (conflict sensitive approach, community security, Security Sector Reform etc.). Ms. Husain made a presentation on the small arms problem and security implications. The conference was attended by participants from research and civil society organizations from Bangladesh, Nepal, Pakistan and Sri Lanka.

DEPARTMENT FOR INTERNATIONAL DEVELOPMENT (DFID) GOVERNANCE ADVISER IN BIISS

DFID Social and Political Governance Adviser Ms. Honor Flanagan visited BIISS on 02 July 2009. She met the Research Directors of the institute to coordinate the Wrap-up Seminar on Bangladesh Human Security Assessment 2007. It may be mentioned here that BIISS undertook a research project entitled “Bangladesh Human Security Assessment 2007” in collaboration with DFID, Bangladesh. The overall objective of the project has been to provide qualitative and quantitative analyses of the levels, trends and drivers of human insecurity in Bangladesh, and identify significant policy implications for Government, Donors and Civil Society in Bangladesh. She had a fruitful discussion with the researchers of BIISS on the conduct of the session planned to be held in the last week of July or Ist week of August 2009. Prior to meeting the Research Directors Ms. Honor Flanagan called on Director General of the Institute Major General Sheikh Md Monirul Islam, ndc, psc in his office.

 

GERMAN AMBASSADOR CALLS ON DG BIISS

Mr. Frank Meyke, Ambassador of the Federal Republic of Germany in Dhaka, Bangladesh called on DG BIISS on 01 July 2009. The Ambassador was accompanied by Captain (N) Klaus Mathew, German Defence Attache /Adviser for Bangladesh, India and Nepal presently stationed at New Delhi. They were briefed about the aims, objectives, current setup and activities of BIISS. They also exchanged views in a discussion session with the Research Directors of the institute. Among other issues the German Embassy-BIIS collaborative project which ended few years back came up in the discussion. It was concluded that BIISS would be glad to work in close collaboration with German institutes with the support of the Embassy of the Federal Republic of Germany in Dhaka on such research undertakings in future also. FRENCH RESEARCHER’S MEET BIISS FACULTY

Two young French Researcher’s Emeline HASSENFORDER and Benjamin NOURY visited BIISS on 01 July 2009. They met Research Directors of the institute and exchanged views in a discussion session in connection with their study, called “Entre Deux Eaux”, on Trans-boundary Cooperation Water Project. They had a fruitful discussion with the researchers of BIISS on the field of their specific interest. BIISS ORGANIZED A DAY-LONG NATIONAL SEMINAR ON “ENERGY: ISSUES, CHALLENGES AND OPTIONS FOR BANGLADESH”

A Day-long National Seminar organized by BIISS on “Energy: Issues, Challenges and Options for Bangladesh” was held on 25 June 2009. Dr. Tawfiq-e-Elahi Choudhury,BB, Adviser to the Hon'ble Minister on Power, Energy and Mineral Resources, Government of the People’s Republic of Bangladesh graced the occasion as the Chief Guest. A M M Shafiullah, Vice Chancellor, BUET. Four papers were presented in two working sessions of the seminar. In the first session Mr. Md. BIISS DIRECTORS PARTICIPATED COLOMBO MEETING OF REGIONAL NETWORK OF STRATEGIC STUDIES CENTER

Colonel A K M Nazrul Islam, afwc, psc, G and Mr. A K M Abdus Sabur, Research Directors of BIISS participated in the Working Group Meeting of Regional Network of Strategic Studies Center held at Colombo, Sri Lanka from 21-23 June 2009. Colombo based the Regional Center for Strategic Studies (RCSS) co-hosted this meeting. The goals of the meeting were to discuss various strategic issues of interest and continue making progress on the work plans by the working groups. Colonel A K M Nazrul Islam, afwc, psc, G and Mr. A K M Abdus Sabur represented BIISS in the Weapons of Mass Destruction/Border Security Working Group and Nontraditional Security Issues Working Group respectively. The Network is a partnership of strategic study centers primarily located in the Near East South Asia region, and currently enjoys involvement from over thirty centers.

 

SEMINAR ON “SMALL ARMS VIOLENCE AND TRAFFICKING IN BANGLADESH: REGIONAL AND NATIONAL SECURITY” HELD AT BIISS

In observation of the Global Action Week to Prevent Small Arms Violence (June 15-21, 2009), the Physicians for Social Responsibility (PSR) Bangladesh, organized a Seminar on “Small Arms Violence and Trafficking: National and Regional Security” held at the BIISS Auditorium on 20 June 2009. Mr. Mohammad Faruk Khan, MP, Hon'ble Minister for Commerce, Government of the People’s Republic of Bangladesh graced the occasion as the Chief Guest. Dr. A.K. M. Salek, General Secretary of PSR Bangladesh delivered the Address of Welcome. Ms. Neila Husain, Senior Research Fellow of BIISS delivered the keynote paper. In her presentation, she focused on the strategic and humanitarian aspects of the proliferation of small arms in Bangladesh. She recommended a comprehensive approach for successfully curbing violence and trafficking of small arms. (Click here for presentation) The Director General of BIISS, Major General Sheikh Md. The Director General emphasized on the importance of cooperation between government and non government organizations to control illicit trafficking of small arms in Bangladesh. Professor Kamrul Hasan Khan, the President of PSR chaired the Session. Physicians, representatives of the media and relevant civil society organizations participated in the Seminar.

A delegation from National Management College, Lahore, Pakistan visited BIISS on 10 June 2009. The eight member delegation was headed by Dr. Imtiaz H. Bokhari, Directing Staff of the college. They were briefed about the aims, objectives, current setup and activities of BIISS through a presentation by Research Director Colonel A K M Nazrul Islam, afwc, psc, G. DIRECTOR GENERAL BIISS PARTICIPATED IN THE 4TH INTERNATIONAL TURKISH – ASIAN CONGRESS HELD IN ISTANBUL

The 4th International Turkish – Asian Congress, was held in Istanbul on 27-29 May 2009. It was aimed to study and discuss themes of institutionalization and cooperation on the basis of regional organizations in Asia and was organized by Turkish Asian Center for Strategic Studies (TASAM). The project of the conference was planned with the purpose of contributing to rapid development of a stable cooperation process oriented towards following closely the developments surfacing in Asia, analyzing the information gathered, developing a consistent and applicable vision for future, easily overcoming troubles that may arise, and benefiting in the best possible manner from opportunities that will safeguard mutual interests. Major General Sheikh Md Monirul Islam, ndc, psc, Director General BIISS took part in the conference and presented a paper entitled ‘SAARC – Institutionalized Approach to Countering Terrorism’. The paper focused on forming a Regional Task Force as a concept to countering terrorism in South Asia as envisaged by the Hon’ble Prime Minister Sheikh Hasina as one of her political manifestos. The conference which was planned to contribute to the development of tolerance, cooperation and communication between Turkish and Asian peoples and to the achievement of global peace and stability was a great success.

DR A T SALAHUDDIN AHMED, SENIOR RESEARCH FELLOW, BIISS PARTICIPATED IN AN INTERNATIONAL SYMPOSIUM IN BEIJING

Dr A T Salahuddin Ahmed, Senior Research Fellow, BIISS, participated in an international Symposium on Water Security: China and the World, jointly sponsored by China Institute for International Strategic Studies (CIISS), Beijing, and Michael Eric Bosman Hotung Foundation (MHF), Hong Kong, on 25-26 May 2009, in Beijing Hotel, Beijing, China. In the Symposium, Dr Ahmed made a presentation on Reflecting on International Co-operation on Water Security. The Symposium’s key aims were to discuss issues entailing water security situation and its impact, water security strategy, and international co-operation on water security. The Symposium was also attended by participants from India, France, Germany, South Korea, the Netherlands, Thailand, and the United Kingdom.

BIISS DELEGATION IN CATR SYMPOSIUM

A two member BIISS delegation led by Major General Sheikh Md Monirul Islam, ndc, psc, Director General, BIISS participated in the Eighth Biannual Symposium of the Council for Asian Terrorism Research (CATR) on “Cultural Education as a Tool for Counter-Radicalization” and “Maritime Security and Multilateral Cooperation” during April 28-30, 2009 in Jakarta, Indonesia. The other member of the delegation was Dr. Shaheen Afroze, Research Director, BIISS. Dr. Shaheen Afroze made a power point presentation on “Cultural Education as a Tool for Countering Radicalization” during the symposium. CATR is a consortium of the Asian countries aiming to bring collective knowledge and effort in countering global terrorism. It is an initiative of the US Government and coordinated from Institute of Defence Analysis (IDA), Washington.

 BIISS DELEGATION VISITED CHINA

A five member BIISS delegation headed by Major General Sheikh Md Monirul Islam, ndc, psc visited China from 14 April 2009 to 22 April 2009. The other members of the delegation were Colonel A K M Nazrul Islam, afwc, psc, G, Research Director of Defence Studies Division, Dr. Shaheen Afroze and Dr. Abul Kalam Azad, Research Director and Senior Research Fellow respectively of Peace and Conflict Studies Division and Major Md Abdul Kadir, Deputy Director Administration. The purpose of the visit was principally to have scholarly interaction with the similar academic institutions in China.

The delegation’s visit included Asia-Africa Development Research Institute, Development Research Center of the State Council (AADRI) and China Institute for International Strategic Studies (CIISS) at Beijing, Shanghai Institute of International Studies (SIIS) at Shanghai and Development Research Center of Yunnan Provincial Government (YDRC) at Kunming. Bilateral meetings were organized in all the institutes and a day long workshop was organized at CIISS. The Chinese counterparts were briefed about the aims, objectives, current setup and activities of BIISS. Two papers entitled “Bangladesh-China Relations in the Context of Present Security Situation in South Asia” and “China-India Relations: Implications for Bangladesh” were presented by Dr. Shaheen Afroze and Dr. Abul Kalam Azad respectively at CIISS workshop.  Delegation members also exchanged views on contemporary issues including the areas of cooperation. During their stay in China the delegation also visited many places of historical and cultural interest.

 INDEPENDENCE DAY COMMEMORATIVE SEMINAR ON “FOREIGN POLICY OF BANGLADESH: CONTINUITY AND CHANGE” HELD AT BIISS

Independence Day Commemorative Seminar on “Foreign Policy of Bangladesh: Continuity and Change” was held at BIISS Auditorium on 05 April 2009. Dr. Hasan Mahmud, MP, Hon'ble Minister of State for Foreign Affairs, Government of the People’s Republic of Bangladesh graced the occasion as the Chief Guest. Maj General Sheikh Md Monirul Islam, ndc, psc, Director General, BIISS delivered the Welcome Address. Two sessions were chaired by Ambassador Farooq Sobhan, President, Bangladesh Enterprise Institute, Dhaka and Ambassador C.M. Shafi Sami, Former Foreign Secretary of Bangladesh respectively. GENERAL MONIR JOINED BIISS AS DIRECTOR GENERAL (DG)

Major General Sheikh Md Monirul Islam, ndc, psc joined as the new DG of BIISS on 19 March 2009. In his long colorful military career he served in various command, staff and instructional appointments. Prior to joining this institute he was the DG, National Security Intelligence (NSI). He served as the DG, Special Security Force and commanded an Infantry Division. He also participated in the United Nations Peace Keeping Operation Mission. BIISS DIRECTOR PARTICIPATED ISTANBUL WEAPONS OF MASS DESTRUCTION (WMD)/ BORDER SECURITY WORKING GROUP MEETING OF REGIONAL NETWORK OF STRATEGIC STUDIES CENTER (RNSSC)

Colonel A K M Nazrul Islam, afwc, psc, G, Research Director, BIISS participated in the WMD/ Border Security Working Group Meeting of RNSSC held at Istanbul, Turkey from 16-18 March 2009. Center for Strategic Research, Ministry of Foreign Affairs, Ankara, Turkey and Near East South Asia Center for Strategic Studies, National Defense University, Washington, D.C. hosted this meeting. The goal of the meeting was to discuss various strategic issues of interest and continue making progress on the work plans made by the group. The Network is a partnership of strategic study centers primarily located in the Near East South Asia region, and currently enjoys involvement from over thirty centers.

 

ROUNDTABLE DISCUSSION ON “GLOBAL ECONOMIC CRISIS: IMPACT ON BANGLADESH”

 A Roundtable Discussion on “Global Economic Crisis: Impact on Bangladesh” was held at BIISS Auditorium on 25 February 2009. Dr. Salehuddin Ahmed, Governor, Bangladesh Bank graced the occasion as the Chief Guest. Major General Abu Belal Muhammad Shafiul Huq, ndc, psc, Director General, BIISS made the welcome remarks. Keynote presentation was made by Dr. AKM Atiqur Rahman, Professor of Economics, North South University, Dhaka ( click here for the presentation). Professor Mohammad Ali Taslim, Executive Director and CEO, Bangladesh Foreign Trade Institute (BFTI), Dhaka, Mr. Annisul Huq, President, Federation of Bangladesh Chambers of Commerce and Industry (FBCCI), Dhaka and Dr. Mustafizur Rahman, Executive Director, Centre for Policy Dialogue (CPD), Dhaka made the panel remarks. Professor Muzaffer Ahmed, Chairman, Transparency International Bangladesh (TIB), and Member, Board of Governors of BIISS moderated the whole session. The open discussion of the roundtable was a very healthy and rewarding one as most of the participants were experts and practitioners on the related issue.

 

SPEAKER SERIES JOINTLY ORGANIZED BY BIISS AND BANGLADESH ALLIANCE FOR WOMEN LEADERSHIP (BDAWL)

A Speaker Series on “Getting to Leadership Position: Breaking the Barriers and Removing the Obstacles” was jointly organized by BIISS and BDAWL at BIISS Auditorium on 17 February 2009. Dr. Dipu Moni, MP, Hon'ble Minister for Foreign Affairs, Government of the People's Republic of Bangladesh graced the occasion as the Keynote Speaker. Major General Abu Belal Muhammad Shafiul Huq, ndc, psc, Director General, BIISS chaired the session. The open discussion of the seminar was a very lively and interesting one as most of the participants were experts and regular contributors on women and gender related issues. The speaker series was followed by a Workshop on “Getting Your Message Across” in the same venue.

 SEMINAR ON “MARITIME SECURITY OF BANGLADESH”

A daylong Seminar on “Maritime Security of Bangladesh” was held at BIISS Auditorium on 12 February 2009. Dr. Dipu Moni, MP, Hon'ble Minister for Foreign Affairs, Government of the People's Republic of Bangladesh graced the occasion as the Chief Guest. Dr. M Afsarul Quader, Former Ambassador chaired the first working session of the seminar and Major General Abu Belal Muhammad Shafiul Huq, ndc, psc, Director General, BIISS chaired the second session. Four papers were presented in two working sessions of the seminar. In the first session Commodore (Retd.) M. Khurshed Alam, Ex-Chairman, Mongla Port Authority presented a paper on “Maritime Security of Bangladesh: Traditional Issues Impinging on Maritime Boundary Delimitation” ( Click here for the paper) and Dr. Abul Kalam Azad, Senior Research Fellow, BIISS presented a paper on Maritime Security of Bangladesh: Facing the Challenges of  Non-Traditional Threats” ( Click here for the paper). The designated discussants for the papers presented were Prof. Md. Ramjul Huq, Dept. of International Relations, Dhaka University and Commodore Moqsumul Quader, ndc, afwc, psc, Director General, Bangladesh Coast Guard respectively. In the second session Mr. Md. Maqbul-E-Elahi, Strategy Policy Expert, Hydro  Carbon Unit, Energy and Mineral Resources Division presented a paper on Oil and Gas Exploration in the EEZ: Prospects and Constraints” ( Click here for the presentation) and Barrister Harun ur Rashid, Former Ambassador presented a paper on Maritime Security of Bangladesh: Diplomatic Initiatives” ( Click here for the paper). The designated discussants were Professor M Nurul Islam, Bangladesh University of Engineering and Technology, Dhaka and Dr. Abdur Rob Khan, Research Director, BIISS respectively ( Click here  for the Proceedings).

 

The open discussion of the seminar was a very healthy and fruitful one as most of the participants were experts and regular contributors on defence and security related such issues. It may be mentioned here that the first working session commenced with the launching of the book “Whither National Security Bangladesh 2007”, a yearly publication of BIISS. Professor Syed Anwar Husain, Department of History, Dhaka University conducted the review of the book.

 

 

DR. SHAHEEN AFROZE PARTICIPATED IN A WORKSHOP IN BANGKOK

Dr. Shaheen Afroze, Research Director, BIISS participated in a Workshop on “Civil Society Perspectives on Conflict and Peace in South and Southeast Asia”, jointly organized by the Regional Centre for Strategic Studies (RCSS) Colombo, Research Center for Peace Building of the Mahidol University, Bangkok, and Berghof Foundation for Peace Support, Berlin on 23-25 January 2009, in Bangkok, Thailand. She made a presentation on ‘The Role of Civil Society in Conflict Transformation and Peace-Building’ in the Workshop. The Workshop aimed at sharing insights on the role of civil society actors in promoting conflict transformation and peace building with respect to internal conflicts and on the role of regional collaboration to improve the effectiveness of conflict prevention and peace promotion.

 

 SHANGHAI INSTITUTE FOR INTERNATIONAL STUDIES DELEGATION CALLS ON DIRECTOR GENERAL BIISS

A five member delegation of Shanghai Institute for International Studies (SIIS) headed by president of the institute Mr. Yang Jiemian, Ph.D called on Director General BIISS in his office at 1000 hours on 05 February 2009. They exchanged views on contemporary issues including the areas of cooperation between the two institutes. The other members of the delegation included Mr. Wang Lei, Director, Mr. Zhao Gancheng, Senior Fellow, Mr. Zhang Zhexin Ph.D, Research Fellow and Mr.  Wang Weihua, Research Fellow of SIIS.

Lieutenant General Ed Smith (Retd), Director, Asia-Pacific Center for Security Studies, Honolulu, Hawaii, USA delivered a lecture on “Some Thoughts on Civil-Military Relations” ( click here for the presentation & click here for the Proceedings) at BIISS Auditorium on 03 February 2009 at 1000 hours. The event was organized as part of the Guest Speakers Programme of the institute.  Major General Abu Belal Muhammad Shafiul Huq, ndc, psc, Director General BIISS chaired the whole session. The presentation was followed by a question and answer session. Beside the BIISS Faculty Members it was participated by invited guests, including experts and practitioners in this field.

As part of Eminent Person’s Lecture Series Programme of BIISS Professor M. Tamim, Ph.D, Department of Petroleum and Mineral Resources Engineering, Bangladesh University of Engineering and Technology (BUET), and Former Special Assistant to the Chief Adviser of Caretaker Government of Bangladesh for Energy and Mineral Resources gave a lecture on “Energy Security of Bangladesh: Challenges and Options” at BIISS Auditorium on 21 January 2009 at 1100 hours ( click here for the presentation & click here for the proceedings). Major General Abu Belal Muhammad Shafiul Huq, ndc, psc, Director General BIISS chaired the whole session. The presentation was followed by a question and answer session. Under Guest Speaker Programme of BIISS Professor T. V. Paul, James McGill Professor of Political Science, McGill University, Montreal, Canada made a presentation on “State Capacity and South Asia’s Insecurity Predicament” at BIISS Auditorium on 06 January 2009 at 1500 hours. The presentation was followed by a healthy discussion. Beside the BIISS Faculty Members it was also participated by selected experts and practitioners on the related field. Major General Abu Belal Muhammad Shafiul Huq, ndc, psc, Director General BIISS chaired the whole session.

 

 

VICTORY DAY COMMEMORATIVE SEMINAR HELD ON 07 DECEMBER 2008

Victory Day Commemorative Seminar on “Security of Bangladesh: Contemporary Perspectives” was held on Thursday, 07 December 2008 at BIISS Auditorium. Dr. Iftekhar Ahmed Chowdhury, Hon’ble Adviser for Foreign Affairs Caretaker Government of Bangladesh graced the occasion as Chief Guest and Maj Gen Moinul Hossain Chowdhury, BB (Retd) Former Adviser, Caretaker Government of Bangladesh chaired the seminar session. Two papers were presented in the seminar- Professor M. Shahiduzzaman of Dhaka University presented a paper on “Security of Bangladesh: National Perspective” and Ambassador Shahed Akhtar, Principal, Foreign Service Academy presented a paper on “Security of Bangladesh: Regional and Global Perspective”. The designated discussants for the papers presented were Dr. Abdur Rob Khan, Research Director, BIISS and Ambassador M. Anwar Hashim, Former Secretary. Amongst others the seminar was also attended by a good number of former Bangladesh Ambassadors and Ambassadors/Defence Attache’s of foreign embassies in Dhaka. The open discussion of the seminar was a very healthy and fruitful one as most of the participants were experts and regular contributors on defence and security related such issues. It may be mentioned here that every year BIISS organizes this seminar on the occasion of our grand victory day focusing on the topics of national security and related issues.

 

BIISS DIRECTOR ATTENDED COURSE ON SECURITY SECTOR REFORM (SSR) AT MANILA

Colonel A K M Nazrul Islam, afwc, psc, G, Research Director, BIISS attended a course on SSR conducted by the Institute for Strategic and Development Studies (ISDS), Philippines, from 09 December 2008 to 11 December 2008 at Manila. ISDS as member institutions of the  Association for Security Sector Reform Education and Training (ASSET) conducted this course in collaboration with the Global Facilitation Network for Security Sector Reform (GFN-SSR) and the International Security Sector Reform Advisory Team (ISSAT). The course aimed to promote a better understanding of SSR and furthering the development of SSR capacity building. It provided the participants with an introduction to the international good practices on the political and technical aspects of SSR, as well as SSR assessment methods, programme design, coordination, and financing. The course was attended by 23 participants from  11 South and South East Asian countries including Bangladesh.

 

PARTICIPATION IN ‘COUNCIL FOR ASIAN TERRORISM RESEARCH’ SYMPOSIUM BY BIISS DIRECTOR DR. SHAHEEN AFROZE

Dr. Shaheen Afroze, Research Director, BIISS participated in the Seventh Biannual Symposium of the Council for Asian Terrorism Research (CATR) on ‘Transnational Security Threats and Counter-measures’, ‘The Role of Cultural Education: Building Cross-Cultural Understanding and Countering Radicalization’ and  ‘Projecting the Future Threats of Terrorism After the Wars in Iraq and Afghanistan’ from 11-13 November 2008 in Tokyo, Japan. Dr. Afroze made a presentation on ‘The Role of Cultural Education in Countering Radicalization’. CATR is a consortium of the Asian countries aiming to bring collective knowledge and effort in countering global terrorism. It is an initiative of the US government and coordinated from Institute of Defence Analysis (IDA), Washington.

DR. ROB ATTENDED NTS-ASIA 2ND ANNUAL CONVENTION HELD IN BEIJING

 Dr. Abdur Rob Khan, Research Director, BIISS, attended NTS-Asia 2nd Annual Convention held in Beijing under the auspices of Centre for NTS Asia, Rajaratnam School of International Studies, Nanyan Technological University, Singapore, and Institute of Asia-Pacific Studies (IAPS), Chinese Academy of Social Science, Beijing, during 10-11, November 2008. Key themes deliberated in the Convention were: disaster diplomacy, food security, energy security and transnational crime. It may be mentioned that BIISS is a founding member of the NTS-Asia network with its secretariat at the Singapore-based NTS Centre. The programme is funded by the Ford Foundation.

BIISS FACULTY MEMBERS PARTICIPATED DOHA PLENARY MEETING OF REGIONAL NETWORK OF STRATEGIC STUDIES CENTER

 A four member delegation led by Colonel A K M Nazrul Islam, afwc, psc, G, Research Director, BIISS participated in the 4th Plenary Meeting of Regional Network of Strategic Studies Center held at Doha, Qatar from 2-5 November 2008. The Qatar Armed Forces Strategic Studies Center hosted this meeting. The goals of the meeting were to discuss various strategic issues of interest in plenary session and continue making progress on the work plans by the four working groups. BIISS representation in the four working groups were:  Combating Terrorism- Colonel A K M Nazrul Islam, afwc, psc, G, Nontraditional Security Issues- Mr. A K M Abdus Sabur, Democracy and Governance- Mrs. Neila Husain Choudhury and WMD/Border Security- Mr. Abu Saleh Md Yousuf. The Network is a partnership of strategic study centers primarily located in the Near East South Asia region, and currently enjoys involvement from over thirty centers. 

 

 70TH BOARD OF GOVERNORS MEETING

The 70th Board of Governors Meeting of BIISS was held at BIISS Auditorium at 1100 hours on 22 October 2008. This was the second Board of Governors Meeting held in this year. Ambassador Mufleh R.
