Portland police say that the Occupy Portland protesters are refusing to apply for a permit and plan to disrupt traffic Thursday afternoon during a rally and march linked to the growing anti-Wall Street movement.

Police released Wednesday an e-mail from Occupy Portland organizers saying, “Currently there is no plan to obtain a permit since this movement has no leadership and further legal advice from the National Lawyers Guild advises against obtaining a permit. For best impact we will march in the streets and disrupt the city.”

The National Lawyers Guild is a liberal association of lawyers that has been advising the protest organizers,

In response, the police are asking that downtown Portland businesses “be aware of this event and that they prepare for possible disruptions.”

“The police bureau is asking for the community’s patience and understanding as there may be disruptions to vehicle, pedestrian and TriMet traffic in the downtown core during the duration of the event,” the bureau wrote in a Wednesday press release.

The police are also expecting protesters to occupy one or more downtown parks. Anticipating this, the police released a copy of the City Code covering park closures, which includes the warning that anyone spending the night in a city park could face a class B misdemeanor.
