On February 25 BP will head to court against the U.S. government to determine the size of its fines and penalties for the Deepwater Horizon spill. Even with a Macondo resolution, BP's declining profits and volumes, along with its underinvesting compared to Chevron, suggest the firm has some work to do to return to its former glory.
