Rotherham Council's planning board granted permission for the scheme on land off Barbers Avenue, Rawmarsh, formerly occupied by Rawmarsh Leisure Centre, which was demolished in 2008.
The development also includes offices, a pharmacy and car parking - plus changing rooms for adjacent playing fields. Football teams have been using temporary buildings as changing rooms since the leisure centre was closed.
Rotherham Council officials said the "benefit" of redeveloping the derelict land would offset loss of a small area of green space at the site. No playing fields are to be lost.
