FRANCIS X. DE LUCA
Francis has a varied background that includes owning a small business, political consulting and working in government. He served on active and reserve duty with the United States Marine Corps where he retired with the rank of Colonel. He is a Naval Aviator and flew combat missions in the first Persian Gulf War and was deployed to the Middle East in 2003 as part of Operation Iraqi Freedom. Francis has an undergraduate degree in Political Science from the University of North Carolina – Wilmington, and a Master’s Degree in Political Science from the University of West Florida. He is currently the President of the Civitas Institute and Civitas Action.
Director of Policy and Operations
Brian’s work has been published in several newspapers across the state, including the Raleigh News & Observer, the Greensboro News Record, the Fayetteville Observer, and the Charlotte Business Journal. Brian has also been a guest on numerous radio stations across the state, and his work has been featured on the Drudge Report, Fox News and the Rush Limbaugh radio program. Brian earned a Master’s degree in Economics from Wayne State University in Detroit and received a Bachelor’s of Business Administration from the University of Cincinnati.
DR. ROBERT LUEBKE
Senior Policy Analyst
Dr. Luebke’s primary area of interest is education policy and reform. Luebke’s professional experience has been varied. He has worked as a Legislative Assistant with the Wisconsin State Legislature, a Policy and Planning Analyst with the Wisconsin Department of Administration and as Research Director for a higher education consulting firm in Washington, D.C. In addition to these responsibilities, Luebke served as a staff writer for Presidents Ronald Reagan and George Bush (Sr.). More recently, Luebke has worked as a researcher/writer with the Wisconsin Policy Research Institute. He has assisted numerous public and private efforts dedicated to improving education. Since joining Civitas, Luebke has written on a variety of education subjects. He has also developed training sessions for school board members as well as those interested in learning the tools of investigative journalism. Dr. Luebke holds a B.A. in Economics and a Ph.D. in higher education administration and public policy, both from the University of Wisconsin-Madison.
Director of communications
Tynen works with the Institute’s team to reach out to the public and opinion leaders in a variety of media, including the Civitas Capitol Connection newspaper. He is also available to assist journalists.
He has both a bachelor’s and a master’s degree from Northwestern University. In his career he has worked in a variety of positions, including student media adviser at the University of Pittsburgh, copy editor and writer for the Pittsburgh Tribune-Review, and most recently as editorial page editor for the Daily Herald of Provo, Utah.
Susan has more than 25 years of experience in North Carolina campaigns and elections. In both federal and state campaigns, Susan’s focus has been on fundraising and finance. Most recently, Susan worked as database administrator with the Wake County Board of Elections where her responsibilities included redistricting and geo-coding.
Susan now researches and writes about North Carolina elections and campaigns with a focus on election reforms. She is also responsible for election analysis and election data compilation to be used in research tools such as the Civitas Vote Tracker and maps. Susan participates as a Civitas Institute trainer with focus on voter targeting, campaign finance and voter fraud.
Director of Development
As Director of Development at the Civitas Institute, Alexander oversees the Institute’s membership and fundraising operations. He supports Civitas and its vision of a freer, more prosperous North Carolina by building and strengthening relationships with donors who share the goal of advancing the best conservative policy solutions across the state. A native North Carolinian, Alexander joined Civitas after a five-year stint in Washington, DC where he earned a Bachelor’s degree in philosophy from The Catholic University of America and worked with a DC non-profit in a development role. Director of Technology and Outreach
As Director of Technology and Outreach for the Civitas Institute, Bill Gilbert’s responsibilities include developing and steering Civitas Institute’s internal and external technology and outreach efforts. Prior to joining Civitas, he worked with Americans for Prosperity North Carolina as the Field Operations Coordinator, and spent 10 years in the private sector as a systems and database engineer.
Web Development and Media
Cameron Harwick handles web development, graphics, and data visualization for the Civitas Institute. He has done freelance web development and design for a number of different organizations, and in 2012 won the Mont Pelerin Society’s Hayek Essay Contest and the Vernon Smith Prize for the Advancement of Austrian Economics. He is a graduate of the University of North Carolina at Chapel Hill with a degree in Economics and Political Science.
Angela’s education includes graduating in 2002 from the University of South Carolina majoring in Psychology with an emphasis in Education and her Master’s Degree from University of Phoenix in Criminal Justice. While working in Youth Ministry, Retail, and Sales Angela found out that she really missed the Research she did in College. With her acceptance into the Liberty@Work program, Angela believes, hopes, and will contribute to the Mission at Civitas.
Outreach and Development Assistant
Rhett works as an event planner and development assistant, helping to spread Civitas’ message throughout the state. In addition, his articles have appeared in various NC publications including the Wake Weekly, Beaufort Observer, Beaufort Now, and the Civitas Review. He recently graduated with a bachelor’s degree from St. John’s College, Santa Fe, New Mexico where he studied the Great Books. A Kentucky native and participant in the Liberty@Work program, Rhett joined the staff after completing a summer internship and is excited to continue his work at Civitas.
