From Dolphins to Destroyers: The ScanEagle UAV

ScanEagle’s base Insight UAV platform was originally developed by Washington state’s Insitu, Inc. to track dolphins and tuna from fishing boats, in order to ensure that the fish you buy in supermarkets is “dolphin-safe”. It turns out that the same characteristics needed by fishing boats (able to handle salt water environments, low infrastructure launch and recovery, small size, 20-hour long endurance, automated flight patterns) are equally important for naval operations from larger vessels, and for battlefield surveillance. A partnership with Boeing took ScanEagle to market in those fields, and the USMC’s initial buy in 2004 was the beginning of a market-leading position in its niche.

This article covers recent developments with the ScanEagle UAV system, which is quickly evolving into a mainstay with the US Navy and its allies. Incumbency doesn’t last long in the fast-changing world of UAVs, though. Insitu’s own RQ-21 Integrator is looking to push the ScanEagle aside, and new multiple-award contracts in the USA are creating opportunities for other competitors. Can Insitu’s original stay strong?

The MQ-9 Reaper UAV, once called “Predator B,” is somewhat similar to the famous Predator. Until you look at the tail. Or its size. Or its weapons. It’s called “Reaper” for a reason – while it packs the same surveillance gear, it’s much more of a hunter-killer design. Some have called it the first fielded Unmanned Combat Air Vehicle (UCAV).

The Reaper UCAV will play a significant role in the future USAF, even though its capability set makes the MQ-9 considerably more expensive than MQ-1 Predators, whose price benefits from less advanced design and volume production orders. Given these high-end capabilities, and expenses, one might not have expected the MQ-9 to enjoy better export success than its famous cousin. Nevertheless, that’s what appears to be happening. MQ-9 operators currently include the USA and Britain, who have both used it in hunter-killer mode, and Italy. Other countries are also expressing interest, and international deployments are accelerating. Then the US Air Force’s FY13 President Budget cut its requested order pipeline, all of a sudden.

2013: Britain Buying Hellfire Missiles

April 17/13: The US DSCA announces [PDF] Britain’s official export request for 500 AGM-114-N4/P4 Hellfire missiles. The estimated cost is up to $95 million, but that will depend on contract negotiations. Lockheed Martin Corporation in Orlando, FL will be the prime contractor, and any sale won’t require any more government or contractor assistance.

The request appears to involve replenishment of missile stocks that have been drawn down by the fighting in Afghanistan and Libya. Britain already uses Hellfire missiles, and the types they picked for this request are interesting…

nEUROn UCAS Project Rolling Down the Runway

The European nEUROn project joins Britain’s Taranis UCAV, Russia’s MiG SKAT, Boeing’s X-45 Phantom Ray, and the US Navy’s X-47 UCAS-D program as unmanned aircraft projects with fighter-substitution potential.

Multinational projects are often fraught affairs, and Europe’s stealth Unmanned Combat Air System (UCAS) had its own close calls. In November 2005, a Forecast International report on the future UAV market saw political trouble coming for the proposed 6-nation nEUROn project, unless the partner nations could get their act together and agree. In the end, the project got rolling with committed funding of EUR 535 million and counting, and the French DGA (Délégation Générale pour l’Armement) procurement agency acting as the program executive. This FOCUS article covers the Neuron program’s 3-fold goals, envisioned platform, program structure and schedule, and ongoing contracts and developments. With all the focus on North Korea, it’s easy to forget about the Latin American LAAD 2013 exhibition. Chile has been a regional leader in the use of UAVs, including their 2011 purchase of long-endurance Hermes 900s. Now, they’re taking the next step, and joining a larger trend by adding a short-range “over the hill” mini-UAV to complement the long-endurance Hermes. The new winner is also an Israeli firm, but this time the order went to BlueBird Aero Systems in Kadima, Israel, for their SpyLite mini-UAS. Bluebird CEO Ronen Nadir says that SpyLite beat competing systems “in both performance and price level.”

Naval Air, Unmanned: US Navy Flying Toward N-UCAS

In early 2006 the future of DARPA’s J-UCAS program seemed uncertain. It aimed to create Unmanned Combat Aerial Vehicles (UCAV) for the USAF and Navy that could approach the capabilities of an F-117 stealth fighter. Boeing’s X-45C was set to face off against Northrop Grumman’s X-47B Pegasus, the program had demonstrated successful tests that included dropping bombs, and aerial refueling tests were envisioned.

J-UCAS was eventually canceled when the services failed to take it up, but the technologies have survived, and the US Navy remained interested. A May 2007 non-partisan report discussed the lengthening reach of ship-killers. Meanwhile, the US Navy’s carrier fleet sees its strike range shrinking to 1950s distances, and prepares for a future with fewer carrier air wings than operational carriers. Could UCAV/UCAS vehicles with longer ranges, and indefinite flight time limits via aerial refueling, solve these problems? Some people in the Navy seem to think that they might. Hence UCAS-D/ N-UCAS, which received a major push in the FY 2010 defense review. Now, Northrop Grumman is improving its X-47 UCAS-D under contract, even as emerging privately-developed options expand the Navy’s future choices as it works on its new RFP.

Unmanned drones for aerial surveillance are routine now. UAV systems that can use weapons are also routine. What isn’t routine yet is cargo resupply, but the Marines were asking for it in Afghanistan. That’s no easy task, since the country’s geography really hates helicopters. Can a helicopter UAV handle Afghanistan’s high altitude terrain, and show that it has what it takes to get its cargo exactly where it needs to go? The Marines thought so. Adm. Bill Shannon, NAVAIR Program Executive Officer for Unmanned Aviation and Strike Weapons, says:

“We are trying to get this much needed capability to the warfighter as quickly as possible… By evaluating two different systems, we have the ability to accelerate development of technology and use it immediately to support the warfighter while maintaining competition.”

From its inception, the competition has been a battle between Lockheed Martin’s larger-capacity but shorter-endurance K-MAX, and Boeing’s quiet, ultra long-endurance A160T Hummingbird. K-MAX won, and the Marines’ cargo UAV experiment began. It’s still going…

A helicopter UAV is very handy for naval ships, and for armies who can’t always depend on runways. The USA’s RQ/MQ-8 Fire Scout Unmanned Aerial Vehicle has blazed a trail of firsts in this area, but its history is best described as “colorful.” The program was begun by the US Navy, canceled, adopted by the US Army, revived by the Navy, then canceled by the Army. Leaving it back in the hands of the US Navy. Though the Army is thinking about joining again, and the base platform is changing.

The question is, can the MQ-8 leverage its size, first-mover contract opportunity, and “good enough” performance into a secure future with the US Navy – and beyond? The world’s P-3 Orion fleets have served for a long time, and many are reaching the end of their lifespans. In the USA, and possibly beyond, the new P-8 Poseidon Multi-mission Maritime Aircraft will take up the P-3′s role. While the P-8′s base 737-based airframe offers strong service & maintenance arguments in its favor, the airframe is expensive enough that the P-3s cannot be replaced on a 1:1 basis.

In order to extend the P-8 fleet’s reach, and provide additional capabilities, the Poseidon was expected to work with at least one companion UAV platform. With MQ-1 Predator UAVs fading from the marketplace as advanced customers turn to the MQ-9 Reaper, General Atomics is moving to broaden the type’s appeal. At IDEX 2011, they announced a Memorandum of Understanding with the UAE’s International Golden Group to offer an RQ-1 “Predator XP” variant to the Emirates, with US government permission to broaden that customer base to “other countries in the Middle East and North Africa.”

General Atomics’ MQ-1 Predator UAV has achieved iconic status around the world, but export success has been limited. The Predator XP is designed to break the logjam that has stymied wider sales, and at IDEX 2013, the logjam finally broke. So, what makes the “XP” version different? And why was it necessary in the first place?
