India’s Light Helicopter Contract Hits Turbulence, Stalls

How safe are the Indian Army’s aging fleets of Chetaks (Aerospatiale SA316 Alouette III) and Cheetahs (SA315B Alouette II/III mix)? These old designs have consistently proven themselves in high altitude operations, and remain useful as long as their airframes remain safe. The problem is that at their age, the safety margin is pretty slim. Or worse.

In 2003, India issued an RFP for 197 light helicopters estimating a deal worth between $500-$600 million to buy 60 helicopters outright, with the remaining 137 being built under license by Hindustan Aeronautics Limited (HAL). Eurocopter’s AS550 C3 Fennec and Bell Textron’s 407 competed in the second and final round of summer trials, and as 2007 ticked toward a close, it looked like we had a winner. As often happens in India, however, the process ended up completely derailed. A new RFP out for a successor “Reconnaissance and Surveillance Helicopter program” (RSH) went out in 2008, and testing was done in 2010. Has the RSH competition gone the way of the 1st aborted contract, even as India’s high altitude border posts struggle for adequate support?

In May of 2006 the Royal Australian Navy announced its decision to expand its naval expeditionary capabilities. HMAS Manoora and Kanimbla would be replaced with substantially larger and more capable modern designs, featuring strong air support. Navantia and Tenix offered a 27,000t Landing Helicopter Dock (LHD) design that resembled the Strategic Projection Ship (Buque de Proyeccion Estrategica) under construction for the Spanish Navy. The DCNS-Thales Australia team, meanwhile, proposed a variation of the 21,300t Mistral Class that is serving successfully with the French Navy.

Navantia’s larger design eventually won, giving the Spanish firm an A$11 billion clean sweep of Australia’s “Air Warfare Destroyer” and LHD programs. These 5 ships will be the core of Australia’s future surface navy. The future HMAS Canberra and HMAS Adelaide will be able to serve as amphibious landing ships, helicopter carriers, floating HQs and medical facilities for humanitarian assistance, and launching pads for UAVs or even short/vertical takeoff fighters.

CH-53K: The U.S. Marines’ HLR Helicopter Program

The U.S. Marines have a problem. They rely on their CH-53E Super Stallion medium-heavy lift helicopters to move troops, vehicles, and supplies off of their ships. But the helicopters are wearing out. Fast. The pace demanded by the Global War on Terror is relentless, and usage rates are 3 times normal. Attrition is taking its toll. Over the past few years, CH-53s have been recalled from “boneyard” storage at Davis-Monthan AFB in Tucson, AZ, in order to maintain fleet numbers in the face of recent losses and forced retirements. Now, there are no flyable spares left.

Enter the Heavy Lift Replacement (HLR) program, also known as the CH-53X. It was given the formal designation CH-53K in April 2006, and aims to offer notable performance improvements in a similar-looking package. The question is whether its service entry delay to 2018-2019 will come too late to offset a serious decline in Marine aviation.

The Terminal High Altitude Area Defense (THAAD) system is a long-range, land-based theater defense weapon that acts as the upper tier of a basic 2-tiered defense against ballistic missiles. It’s designed to intercept missiles during late mid-course or final stage flight, flying at high altitudes within and even outside the atmosphere. This allows it to provide broad area coverage against threats to critical assets such as population centers and industrial resources as well as military forces, hence its previous “theater (of operations) high altitude area defense” designation.

This capability makes THAAD different from a Patriot PAC-3 or the future MEADS system, which are point defense options with limited range that are designed to hit a missile or warhead just before impact. The SM-3 Standard missile is a far better comparison, and land-based SM-3 programs will make it a direct THAAD competitor. So far, both programs remain underway.

  • Russian president Vladimir Putin wants to use loans to support armament sales but:

“these loans must be based on market principles and not be like the loans the Soviet Union used to accord for ideological reasons, and that no one ever saw again. Our work in this area is built on market principles and we need to develop it. This is a normal practice around the world, including in countries with recognised market economies.

Timely loans made on market terms will help to promote our goods and create markets for subsequent maintenance of goods and for later sales of additional equipment and spare parts.”

  • Putin also sounds like Rosoboronexport’s monopoly on Russian military exports may come to an end:

“We authorised some defence industry companies not just to sell goods through the organisation that operated essentially as a monopoly in this area, but also to make direct export sales of spare parts, repair and modernisation services for military goods, and carry out joint research and development. Military exports have increased as a result. This is a positive experience and we should keep this in mind.”
