LCS: The USA’s Littoral Combat Ships

Exploit simplicity, numbers, the pace of technology development in electronics and robotics, and fast reconfiguration. That was the US Navy’s idea for the low-end backbone of its future surface combatant fleet. Inspired by successful experiments like Denmark’s Standard Flex ships, the US Navy’s $35+ billion “Littoral Combat Ship” program was intended to create a new generation of affordable surface combatants that could operate in dangerous shallow and near-shore environments, while remaining affordable and capable throughout their lifetimes.

It hasn’t worked that way. In practice, what the Navy wanted, the capabilities needed to perform primary naval missions, and what could be delivered for the sums available, have proven nearly irreconcilable. The LCS program has changed its fundamental acquisition plan 4 times since 2005, and canceled contracts with both competing teams during this period, without escaping any of its fundamental issues. The USA needs a plane that can provide effective precision close air support and JTAC training, and costs about $1,000 per flight hour to operate – instead of the $15,000+ they’re paying now to use advanced jet fighters at 10% of their capabilities. Countries on the front lines of the war’s battles needed a plane that small or new air forces can field within a reasonable time, and use effectively. If these 2 needs are filled by the same aircraft, everything becomes easier for US allies and commanders. One would think that this would have been obvious around October 2001, but it took until 2008 for this understanding to even gain momentum within the Pentagon. A series of intra-service, political, and legal fights have ensured that these capabilities won’t arrive before 2015 at the earliest, and won’t arrive for the USAF at all.

The USA has now issued 2 contracts related to this need. The first was killed by a lawsuit that the USAF didn’t think they could defend successfully. Now, in February 2013, they have a contract that they hope will stick. The 3 big questions are simple. Will the past be prologue for the new award? Will there be an Afghan government to begin taking delivery of their 20 planes much beyond 2014? And will another allied government soon need to use this umbrella contract for its own war?

The US Navy is beginning to acknowledge a growing problem that threatens its freedom of the seas: its strike reach is shrinking and aging, while potential opponents’ attack reach is expanding and modernizing. As new designs replace older planes, US carrier aircraft range is shrinking to 1950s levels. Meanwhile, its anti-ship and land attack missiles are generally older, medium-range subsonic designs like the Harpoon Block I, which are vulnerable to air defenses. In contrast, China is deploying supersonic SS-N-22 “Sunburn” missiles bought from Russia, and working on a DF-21 anti-ship ballistic missile. The Sunburn is just one of Russia’s supersonic anti-ship missile options for sale, and a joint venture with India has added the supersonic PJ-10 BrahMos.

The math is stark: enemies with longer reach, and better weapons, may be able to create large “no go” zones for the Navy in key conflict areas. In response, think-tanks like CSBA are proposing ideas like AirSea Battle, which emphasizes a combination of advance hardening, more stealth and long-range strike options, and a progressive campaign of blinding strikes and grinding interdiction campaigns. Success will require some changes to American weapons, beginning with the missiles that arm its ships and aircraft. Hence LRASM: the Long Range Anti-Ship Missile, with a secondary land-strike role.

New Nukes: Britain’s Next-Gen Missile Submarines

Britain has a big decision to make: do they remain a nuclear weapons power, or not? In an age of collapsing public finances and an uncertain long-term economic future, the money needed to design new nuclear missile submarines is a huge cost commitment that could crowd out other needs. Then again, in an age of collapsing non-proliferation frameworks, clear hostility from ideologies that want nuclear weapons, and allies who are less capable and dependable, the downside of renouncing nuclear weapons is a huge risk commitment. Pick one, or the other. There is no free lunch.

Along Came A Spider: The XM-7 RED

The 2004 National Landmine Policy directed the Pentagon to end the use of persistent landmines after 2010, and introduce self-destructing and self-deactivating alternatives. The XM-7 Spider is the successor to the Matrix system deployed in Iraq, and part of the USA’s Non-Self-Destructing Anti-Personnel Landmine Alternatives (NSD-A) program.

Spider is more of a “remote explosive device” than a typical lay-and-forget land mine. It’s detonated by soldier command, and that soldier can even load non-lethal canisters if the mission calls for it. Unlike conventional land mines, the XM-7 Spider always has a known location, so it can be safely and easily recovered and re-deployed. If that isn’t possible for some reason, XM-7 units deactivate after a set time period, so they won’t become a future threat. It sounds good, and its capabilities are badly needed in places like remote fire bases, and along Korea’s dangerous DMZ. Unfortunately, the program has run into difficulties and delays.

India’s Nuclear Submarine Projects

According to GlobalSecurity.org, India’s ATV (advanced technology vessel) program to build a nuclear-powered submarine began in 1974, and became a serious effort in 1985. The Federation of American Scientists’ December 1996 document “The Indian Strategic Nuclear Submarine Project: An Open Literature Analysis” remains one of the best single open sources on India’s program. Unfortunately, it was compiled over a decade ago and has become rather dated. That project has continued, and this DID Spotlight article continues to collect open source information on the ATV program.

More and more sources were claiming that a rented Russian Akula class boat would be operational as a training vessel by 2009. The concept was correct, but the date was not. A deadly accident during K-152 Nerpa’s sea trials delayed that project, and further complications pushed its hand-over date to 2012. As efforts to move the Nerpa into service continue, India has finally launched its indigenous nuclear sub Arihant, to begin sea trials and testing.

The UK’s Watchkeeper ISTAR UAV

Britain has given the green light to the Watchkeeper Unmanned Aerial Vehicle Program. The initial August 2005 contract award to Thales UK’s joint venture was worth around GBP 700 million, and the program expected to create or sustain up to 2,100 high-quality manufacturing jobs in the UK. The Watchkeeper platform is based on Elbit Systems’ Hermes 450 UAV platform, which is serving as a contractor-operated interim solution on the front lines of battle.

Watchkeeper will be an important system, working as the likely medium-range mainstay within a complementary suite of manned (vid. ASTOR Sentinel R1) and unmanned (Buster, Desert Hawk, MQ-9 Reaper) aerial Intelligence Surveillance Target Acquisition Reconnaissance (ISTAR) systems. This will make it a core element of the UK Ministry of Defence’s Network-Enabled Capability strategy.

The USA’s America Class NAAS: Carrier Air + Amphibious Assault

Modern U.S. Navy Amphibious Assault Ships project power and maintain presence by serving as the cornerstone of the Amphibious Readiness Group (ARG) / Expeditionary Strike Group (ESG). LHA/LHD are a key element of the Seapower 21 doctrine pillars of Sea Strike and Sea Basing, transporting, launching, and landing elements of the Marine Expeditionary Brigade (MEB) via a combination of LCAC hovercraft, amphibious transports and vehicles, helicopters, and aircraft.

Designed to project power and maintain presence, LHA-Replacement (LHA-R, aka. LH-X, and now the New Amphibious Assault Ship) large deck amphibious assault ships were slated to replace the US Navy’s 6 LHA-1 Tarawa Class vessels. They are based on the more modern LHD Wasp Class design, with the LHD’s landing craft and well deck removed in favor of more planes and hangar space. While its LHA/LHD predecessors were amphibious assault ships with a secondary aviation element, it’s fair to describe the America Class as escort carriers with a secondary amphibious assault role.
