Turner Construction Co. in Huntsville, AL won [PDF] a $333.4 million firm-fixed-price contract to design and build a 745,000-square-foot hospital at Fort Benning, GA, almost 2 times the size of the current 393,000 square-foot facility.

With 70 in-patient beds, the new hospital will serve soldiers, military retirees, and families of the Fort Benning community. The design is split into 2 wings – a clinic and a hospital section, equipped with 2 parking decks for patients and staff members…

US Army Moves Ahead with BCT Facilities Construction in CONUS

The US Army is planning to spend $589 million on new construction to accommodate the conversion of existing brigade combat teams (BCTs) to modern BCTs at Forts Wainwright, Carson, Bragg, and Lewis.

US Army Corps of Engineers Seattle District is already moving ahead with construction at Fort Lewis in Pierce and Thurston Counties, Washington, awarding a $26.9 milion firm-fixed-price contract to M.A. Mortenson Co. in Minneapolis, MN. The contract was issued under a maximum $450 million multiple award task order contract (MATOC) for company operations facilities in the US Northwest and Southwest (W912HN-08-D-0021).

Odebrecht-Baker in Coral Gables, FL won a $278.8 million construction contract for levee improvements to the Chalmette Loop from Verret to Caernarvon in St. Bernard Parish, LA.

The Chalmette Loop contract is 1 of hundreds of contract being awarded by the US Army Corps of Engineers under the Hurricane Protection System (HPS). For a list of HPS contracts, including future contracts being awarded in the coming fiscal years, click here [PDF].

USAF Issues up to $3B in Environmental Contracts

The US Air Force is awarding 42 contracts worth a maximum value of $3 billion for environmental requirements that include completion of a conceptual design, construction, implementation, demolition, repair and operation and maintenance of installed systems prior to delivery to the government. At this time each contractor receives just $3,000, and they will compete for task orders as these become available.

The contracts are being awarded by the Air Force Center for Engineering and the Environment at Brooks City-Base, TX under the Worldwide Environmental Restoration & Construction program. The primary focus of the program is environmental restoration construction, including Military Munitions Response Program restoration. The MMRP addresses the potential explosives safety, health, and environmental issues caused by past US Department of Defense munitions related activities.

Sodexho Management in Gaithersburg, MD received a $78.9 million contract modification to provide food services to the US Marine Corps and manage and operate their mess halls in the Eastern US. To date, the overall contract (M00027-02-C-0001) value is $508 million.

Sodexho also operates USMC mess halls in the Western US under a similar contract (M00027-02-C-0002). The company received a $71.6 million contract modification for the Western US food service and mess hall management. To date, this contract value is $464.6 million. In total, the contractor operates 66 USMC mess halls across CONUS.

Pining for Control: South Korea Buying ABM Radars, AMD C2

As North Korea prepares for another intercontinental missile test, South Korea continues to modernize its forces and take steps toward full sovereign control of its defenses. “Raytheon Begins SAM-X/Patriot Missile Work in South Korea” described one new piece of the ROK’s defenses. These PAC-2 GEM+ missiles are expected to be operational in 2010, and fully in place by 2012. South Korea doesn’t appear to be aiming as high as Japan, with its license-produced Patriot PAC-3s and long-range naval SM-3 systems, but medium range SM-2 Block IIIA/B missiles fired from ROKN KDX-III destroyers do offer another limited option for the ROK’s coastal cities.

As countries like the UAE have been quick to recognize, turning a series of point defenses into a cohesive system that can respond in time requires long-range detection, and strong regional command-and-control systems. Now, a key contract has been signed, as South Korea prepares to field its Air and Missile Defense Cell (AMD-Cell) radars and command system.

Up to $100M to 7 Firms for USMC Construction in South Carolina

The Naval Facilities Engineering Command (NAVFAC) Southeast awarded 7 firms indefinite-delivery/ indefinite-quantity multiple award design-bid-build construction contracts worth up to $100 million for general building type projects at US Marine Corps facilities in South Carolina. The general building type projects include new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovation.

The contractors will perform the work at the Marine Corps Recruit Depot at Parris Island (45%); Marine Corps Air Station at Beaufort (45%); and the Naval Hospital at Beaufort (10 percent).

The winning contractors are all small business qualifiers:
