From Dolphins to Destroyers: The ScanEagle UAV

ScanEagle’s base Insight UAV platform was originally developed by Washington state’s Insitu, Inc. to track dolphins and tuna from fishing boats, in order to ensure that the fish you buy in supermarkets is “dolphin-safe”. It turns out that the same characteristics needed by fishing boats (able to handle salt water environments, low infrastructure launch and recovery, small size, 20-hour long endurance, automated flight patterns) are equally important for naval operations from larger vessels, and for battlefield surveillance. A partnership with Boeing took ScanEagle to market in those fields, and the USMC’s initial buy in 2004 was the beginning of a market-leading position in its niche.

This article covers recent developments with the ScanEagle UAV system, which is quickly evolving into a mainstay with the US Navy and its allies. Incumbency doesn’t last long in the fast-changing world of UAVs, though. Insitu’s own RQ-21 Integrator is looking to push the ScanEagle aside, and new multiple-award contracts in the USA are creating opportunities for other competitors. Can Insitu’s original stay strong?

The US Army’s Heavy Brigade Combat Teams have relied on BAE’s 30+ ton Bradley family of M2/3/6/7 vehicles for a variety of combat functions, from armed infantry carrier and cavalry scout roles, to specialized tasks like calling artillery fire and even short-range air defense. The Bradley first entered US Army service in 1981, however, and the fleet has served through several wars. Even ongoing RESET, modernizations, and remanufacturing cannot keep them going indefinitely.

The Army’s problem is that replacing them has been a ton of trouble. Future Combat Systems’ MGV-IFV was terminated, along with the other MGV variants, by the 2010 budget. A proposal to replace it with a “Ground Combat Vehicle” (GCV) program raised concerns that the Army’s wish list would create an even less affordable solution. Now a revised GCV program is underway. Can it deliver a vehicle that will be effective on the battlefield? Just as important, can it deliver a vehicle that the US Army can afford to buy and maintain, in the midst of major national budgetary problems and swelling entitlement programs?

The USA’s E-6 Fleet: TAke Charge, And Move Out!

The USA’s E-6 Mercury (aka. TACAMO, as in TAke Charge And Move Out) “survivable airborne communication system” airplanes support their Navy’s SSBN ballistic missile submarine force and overall strategic forces. With the advent of the new “Tactical Trident” converted Ohio Class special operations subs, their unique capabilities become even more useful. The E-6B version also has a secondary role as a “Looking Glass” Airborne National Command Post, and in recent years they have seen use as communications relay stations over the front lines of combat.

Delivery of the first production E-6 aircraft took place in August 1989, with delivery of the 16th and final airplane coming in May 1992. The latest contracts involve important fleet upgrades, as the Navy tries to drag the jet’s systems into the 21st century.

Romania Struggles to Field (Sort of) New Fighters

The MiG-21 is reaching the end of its service life, but it can still be effective for a little while. India’s refurbished MiG-21 ‘Bisons’ combined Russian, Indian and Israeli technology to excellent effect in the COPE India 2004 and 2005 exercises with the USAF, and there’s even a Russian-Israeli MiG-21 2000 variant that exists for general sale. Israeli companies have made something of a specialty of refurbishing both Western and Soviet fighters with modern radars, avionics, and Israeli weapons like the Python air-air missile, giving the systems new life. An all-Israeli effort was undertaken for Romania, in order to create Romania’s MiG-21 ‘Lancers’ via upgrade.

The question is what comes next. In 2005, rumor had it that the success of those efforts had led to a more ambitious fighter deal between Israel and Romania for upgraded Cheyl Ha’Avir F-16A/Bs – but that deal appears to have fizzled for unknown reasons. Other firms entered the mix, including Saab with its JAS-39 Gripen and, surprisingly, EADS’ Eurofighter. Then the USA appeared to have flown away with the fighter replacement deal – but, not so fast.

In March 2008, the Bell Boeing Joint Project Office in Amarillo, TX received a $10.4 billion modification that converted the previous advance acquisition contract (N00019-07-C-0001) to a fixed-price-incentive-fee, multi-year contract. The new contract now sits at $10.92 billion, and will be used to buy 143 MV-22 (for USMC) and 31 CV-22 (Air Force Special Operations) Osprey aircraft, plus associated manufacturing tooling to move the aircraft into full production.

The V-22 tilt-rotor program has been beset by controversy throughout its 20-year development period. Despite these issues, and the emergence of competitive but more conventional compound helicopter technologies like Piasecki’s X-49 Speedhawk and Sikorsky’s X2, the V-22 program continues to move forward. LCS: The USA’s Littoral Combat Ships

Exploit simplicity, numbers, the pace of technology development in electronics and robotics, and fast reconfiguration. That was the US Navy’s idea for the low-end backbone of its future surface combatant fleet. Inspired by successful experiments like Denmark’s Standard Flex ships, the US Navy’s $35+ billion “Littoral Combat Ship” program was intended to create a new generation of affordable surface combatants that could operate in dangerous shallow and near-shore environments, while remaining affordable and capable throughout their lifetimes.

It hasn’t worked that way. In practice, what the Navy wanted, the capabilities needed to perform primary naval missions, and what could be delivered for the sums available, have proven nearly irreconcilable. The LCS program has changed its fundamental acquisition plan 4 times since 2005, and canceled contracts with both competing teams during this period, without escaping any of its fundamental issues. The French Armee de l’Air is upgrading its E-3F AWACS radar aircraft, in a $460 million program.

The E-3 Sentry AWACS (Airborne Warning and Control System) aircraft is based on a militarized version of the Boeing 707-320B. It remains the world’s most widely used large-jet AWACS platform, in service with the USAF, Britain, France, NATO, and Saudi Arabia. Over the years, the world’s E-3 fleet has required improvements to keep its radars and electronics current with advances in technology. France received its 4 E-3F aircraft between 1991-1992, and undertook its own RSIP improvement program from 2002-2006. Now, they’ve set their E-3F fleet’s upgrade path to Block 40/45 capability. At least, they had, until the US government suddenly got in the way…

Precision bombing has been a significant military goal since the invention of the Norden bomb sight in the 1920s, but its application remained elusive. Over 30 years later, in Vietnam, the destruction of a single target could require 300 bombs, which meant sending an appropriate number of fighters or bombers into harm’s way to deliver them. Even the 1991 Desert Storm war with Iraq featured unguided munitions for the most part. The USAF some laser and TV-guided weapons like Paveway bombs and Maverick missiles, but they were very expensive, and only effective in good weather. If precision bombing was finally to become a reality throughout the Air Force, a new approach would be needed. The Joint Direct Attack Munition (JDAM) became that alternative, an engine of military transformation that was also a model of procurement transformation.

In September 2010, Kuwait added itself to the list of existing and potential Gulf Cooperation Council C-17 customers. Within the Gulf Cooperation Council, both Qatar and the United Arab Emirates have bought the aircraft, even though they’re both small countries whose territories are well within the operating radius of smaller planes.

A hint of why might be found in neighboring Qatar’s decision to paint their first military C-17 in the bright colors of their national airline. C-17s that can deploy across oceans are a potent asset in a world that’s very short on advanced airlift. When disaster strikes, they boost the prestige and soft power of countries that possess them. If a Kuwaiti sale goes through, it could push total GCC fleet orders to 12 planes.

The long-range C-17 Globemaster III heavy transport aircraft remains the backbone of US Air Mobility Command inter-theater transport around the world, and its ability to operate from shorter and rougher runways has made it especially useful during the Global War on Terror. Recent buys by Australia, Britain, and Canada have broadened the plane’s its global use. Now NATO, who has relied on the SALIS arrangement and its leased super-giant AN-124s from Russia, is looking to buy and own 3 C-17s as NATO pooled assets with multinational crews. Participating countries will receive allocated flight hours relative to their participation, and thus far they include 12 nations: Bulgaria, Estonia, Finland, Hungary, Lithuania, the Netherlands, Norway, Poland, Romania, Slovenia, Sweden, and the United States.

This order will not materially change the coming shut-down of C-17 production, but it does look like the inauguration of a pool that will fill a gaping hole in Europe’s defense capabilities – its complete lack of heavy airlift. Program is now an adequate name, as NATO SAC has signed a contract, all 3 aircraft have been delivered, and SAC C-17s have been busy on missions for a couple of years now.
