V-22 Osprey: The Multi-Year Buys, 2008-2017

In March 2008, the Bell Boeing Joint Project Office in Amarillo, TX received a $10.4 billion modification that converted the previous advance acquisition contract (N00019-07-C-0001) to a fixed-price-incentive-fee, multi-year contract. The new contract now sits at $10.92 billion, and will be used to buy 143 MV-22 (for USMC) and 31 CV-22 (Air Force Special Operations) Osprey aircraft, plus associated manufacturing tooling to move the aircraft into full production.

The V-22 tilt-rotor program has been beset by controversy throughout its 20-year development period. Despite these issues, and the emergence of competitive but more conventional compound helicopter technologies like Piasecki’s X-49 Speedhawk and Sikorsky’s X2, the V-22 program continues to move forward. Future GPS: The USA’s GPS-III Programs

Disruption or decay of the critical capabilities provided by the USA’s Global Positioning System (GPS) satellites would cripple both the US military, and many aspects of the global economy. GPS has become part of civilian life in ways that go go far beyond those handy driving maps, including timing services for stock trades, and a key role in credit card processing. At the same time, military class (M-code) GPS guidance can now be found in everything from cruise missiles and various precision-guided bombs, to battlefield rockets and even artillery shells. Combat search and rescue radios rely on this line of communication, and so does a broadening array of individual soldier equipment.

GPS-III satellites are a key part of this PTN (Positioning, Timing & Navigation) system’s future plan, offering several improvements over the existing GPS II family. So, too, does its companion OCX ground control system. This DII FOCUS article looks at the existing constellation, GPS-III improvements, the program’s structure, its progress through contracts and key milestones, and additional PTN/GNSS research links.

Japan’s MCH-101: All Your Mine Are Belong to Us

Japan is a trading and shipping power, so it isn’t unreasonable for them to be very concerned about mines. Helicopters are an important adjunct to Japan’s large fleet of 25+ minesweeping ships, and can even serve as a substitute in some situations. Japan’s fleet of 11 MCH-101 airborne mine counter-measures helicopters are closely derived from AgustaWestland’s 3-engined AW101 heavy maritime helicopter, and most are being built in Japan under license by Kawasaki. Mission equipment will include the AN/AQS-24A mine hunting side scan sonar, the AN/AES-1 airborne laser mine detection system, and the MK-104 acoustic minesweeping system.

ECH-101s have good range, and can operate from shore. As an alternative, they can be embarked aboard Japanese ships, especially the JMSDF’s 19,000 ton Hyuga Class “helicopter destroyers” (LPH anywhere else).

Back in March 2006, BAE Systems received a contract for “design and production of the 32 MJ Laboratory Launcher for the U.S. Navy.” Some hint of what they are talking about can be gleaned from the name. The project is an electro-magnetic rail gun that accelerates a projectile to incredibly high speeds without using explosives. BAE isn’t the only firm that’s working on this program, which the US Navy sees as its gateway to a game-changing technology.

The attraction of such systems is no mystery – they promise to fire their ammunition 10 or more times farther than conventional naval gun shells, while sharply reducing both the required size of each shell, and the amount of dangerous explosive material carried on board ship. Progress is being made, but there are still major technical challenges to overcome before a working rail gun becomes a serious naval option. Through a Glass, Darkly: Night Vision Gives US Troops Edge

A USA Today article, dramatically demonstrates the advantage night vision capabilities provide to US troops on the ground in Iraq and Afghanistan.

It was Christmas Eve 2007, and US Army Rangers were searching for suspected Al-Qaeda members in Mosul, Iraq. Using their night vision goggles to avoid alerting the enemy, the Rangers found 2 Al-Qaeda suspects who were holding an 11-year-old Iraqi boy hostage. Thanks to their night vision capabilities, they were able to shoot the suspects without harming the boy. After that encounter, a firefight erupted between the Army rangers and Al-Qaeda insurgents, with 10 insurgents killed, including the head of an assassination cell. Army ranger losses? Zero. As former General Barry McCaffrey, commander of the US Army’s 24th Infantry Division in the 1991 Desert Storm conflict, commented: “Our night vision capability provided the single greatest mismatch of the war.”

Program Decision Makers: Defense Firms Providing Less Value

Defense Industry Daily surveyed more than 400 executives, asking them their opinions on the top defense contractors based both on their personal experiences and general impressions. The results show that defense contractors on average suffered worse ratings than were seen a year earlier. Some groups bore the brunt of that fall, particularly the information technology players.

GIG-a-Bite: Lockheed Takes $4.6 Billion Contract from SAIC

In June 2012, Lockheed Martin’s Information Systems & Global Solutions Division in Manassas, VA won a competition, transferring the keystone GSM-O IT services contract away from SAIC, a 15-year incumbent. GSM-O pays for the worldwide support services necessary to carry out day-to-day operations of the US military’s Global Information Grid networks and related services, and to update them with new technologies. The contract could be worth up to $4.6 billion over 7 years, making it a major win for Lockheed Martin, and a big loss for SAIC.

So, what is the USA’s Global Information Grid? And how will this contract work?

The USA’s Future Combat Systems Class I UAV is intended for reconnaissance, security and target acquisition operations in nearly all terrain, including urban environments. Each system of 2 vertical take-off and landing air vehicles, a dismounted control device, and associated ground support equipment. They can be carried by selected platforms and dismounted soldiers, and possess autonomous flight, navigation, and recovery.

The larger Class II and Class III UAV development programs were canceled in favor of existing options: the RQ-7 Shadow, and MQ-1C SkyWarrior. The planned Class IV MQ-8B Fire Scout was canceled by the Army in 2009, though it will see naval use. Despite excellent field reports for mini-UAV competitors like the RQ-11 Raven, however, Honeywell’s hovering RQ-16 “T-Hawk” initially avoided the axe, found a niche, and made the list for the US Army’s early increment 1 Brigade Combat Team Modernization fielding. It has even seen limited exports – but the Class I program has been canceled.

In an age of non-linear warfare, where front lines are nebulous at best and non-existent at worst, one of the biggest casualties is… the concept of unprotected rear echelon vehicles, designed with the idea that they’d never see serious combat. That imperative is being driven home on 2 fronts. One front is operational. The other front is buying trends.

These trends, and their design imperatives, found their way into the USA’s Joint Light Tactical Vehicle (JLTV) program, which aims to replace many of the US military’s 120,000 or so Humvees. The US military’s goal is a 7-10 ton vehicle that’s lighter than its MRAPs and easier to transport aboard ship, while offering substantially better protection ad durability than existing up-armored Humvees. They’d also like a vehicle that can address front-line issues like power generation, in order to recharge all of the batteries troops require for electronic gadgets like night sights, GPS devices, etc.

DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. JLTV certainly qualifies, and recent budget planning endorsements have solidifed a future that was looking shaky. Now, can the Army’s program deliver?

Rapid Fire August 28, 2012: International Armament Sales Data

  • The Congressional Research Service updated their report [PDF] on international conventional weapon sales with 2011 data. Agreements for new sales from the US to developing nations boomed above $56B or a close to 80% market share, leaving #2 Russia far behind. The mega deal with Saudi Arabia was the biggest contributor to that surge in demand for American armament. Deliveries during 2011 were less lopsided but the US still led with close to 38% of the total in value.

  • The RAND Corporation looked into the reasons behind high cost increases in the Army Excalibur artillery round and the Navy’s Enterprise Resource Planning (ERP) programs. In the case of Excalibur, smaller ordered quantities was the primary driver for its Nunn-McCurdy cost breach. Looking for a deeper root cause, that reduction was triggered by the increased precision of modern artillery. Meanwhile the Navy ERP started with an optimistic baseline, as happens very often with software implementation projects.
