The Alexander Maconochie Centre officially opened last September, but the facility is yet to receive its first inmates - who will gradually be introduced to the ACT's first prison in early 2009.

The $130 million prison will be home to approximately 300 inmates including remandees and prisoners from low to high security.

It is the first prison in the country to be purpose built to meet human rights obligations.

Minister John Hargreaves MLA took 666 ABC Canberra on a tour of the facility and explained why it was built to meet these obligations.

"People come to prison as punishment not for it," the Minister said.

"This whole facility is based on that notion."
