    The National Housing Supply Council was established in 2008 to assist the Australian Government improve housing supply and affordability for home buyers and renters. The Council aggregates and assesses data on housing supply and demand to strengthen the evidence base for decision making. It also provides advice and recommendations on options and strategies to improve housing supply and affordability.



The Council is an independent group that operates at arm’s length from government and reports to the Minister for Housing and Homelessness, the Hon Mark Butler MP.

The Council’s Terms of Reference direct the Council to produce two publications

  • an annual state of Supply Report, on the adequacy of land supply and construction activity to meet demand and improve affordability; and
  • a report on broader housing supply and affordability issues.

The Chair of the Council is Dr Owen Donald. The other eight members of the Council are drawn from academia and the finance, economics, building, planning and urban development sectors.
