The usual suspects are headed to Bonn next week for another forlorn attempt to carve out a meaningful global climate treaty… No meaningful climate treaty can get through the US Senate that doesn’t put strict limits on China and the developing world, and China will never voluntarily consent to international restrictions on the speed of its growth (nor will a large group of other developing countries). And Europe no longer has either the money to pay for grand global climate treaties or a way to pressure countries like China. Under these conditions, some sort of grand bargain is unlikely. In the meantime, fracking continues to make the US greener every day.

The compensation effort sprang from a desire to redress what the government and a federal judge agreed was a painful legacy of bias against African-Americans by the Agriculture Department. But an examination by The New York Times shows that it became a runaway train, driven by racial politics, pressure from influential members of Congress and law firms that stand to gain more than $130 million in fees. In the past five years, it has grown to encompass a second group of African-Americans as well as Hispanic, female and Native American farmers. In all, more than 90,000 people have filed claims. The total cost could top $4.4 billion.

US government officials announced today the Bakken Formation and the Three Forks Formation in the country’s central northwestern region contain twice the amount oil reserves than originally thought. The United States Geological Survey said the combined shale formations contain 7.4 billion barrels of undiscovered, technically recoverable oil. According to the new USGS assessment for Three Forks, which lies in North Dakota, South Dakota and Montana, it has an estimated mean of 3.73 billion barrels of oil — doubling the previous estimate.

Das entstandene Kulturland wurde systematisch besiedelt in neu angelegten Straßendörfern. Die Neusiedler wurden durch Vergünstigungen gelockt, einen der besten, aber schwieristen Ackerböden zu bearbeiten. Wer das wagte, gewann bald beachtlichen Wohlstand.

... und nur Radio China berichtet darüber: Die Verhandlungen für ein bis 2020 gültiges neues UN-Klima-Protokoll haben am Montag in Bonn begonnen. In den kommenden fünf Tagen werden über 1.000 Vertreter aus 175 Ländern und Regionen über die Schwerpunkte, den Rahmen und den Entwurf des neuen Protokolls beraten. Gemäß der Klimakonferenz in Durban 2011 soll das neue Protokoll ein „für alle Mitglieder verbindlicher Vertrag, ein anderes Gesetzesdokument oder ein rechtsgültiges Vereinbarungsergebnis” sein. Es soll bis 2015 erarbeitet sein und 2020 in Kraft treten, um die UN-Klimarahmenkonvention durchzusetzen und zu stärken sowie die Emission von Treibhausgas zu reduzieren und dem Klimawandel zu begegnen.

Was braucht der Amerikaner zum Glücklichsein? Ein Haus, ein Auto, eine Familie, um die er sich sorgen kann, dazu ein Portemonnaie voller Debit- und Kreditkarten. Und natürlich auch einen Job, manchmal sogar zwei oder drei, damit er das Haus und das Auto abbezahlen und die Familie ernähren kann.
