About Mill Creek Correctional Facility
Mill Creek Correctional Facility has a long and colorful history. In 1846, John Herron and his family arrived from the Midwest by wagon train, claiming and settling on the land surrounding what is now Mill Creek Correctional Facility as a homestead land grant. The property encompasses approximately 2500 acres of rich soils and views of the Willamette Valley and the Cascade Mountain Range. John Herron died in 1864 and he, along with many of his family members are now buried within the Herron Family Cemetery located on the property. The inmates of the facility continue to take meticulous care of the grounds for the visiting family members. This cemetery and another smaller area for the boys of the reform school are two of the oldest cemeteries in Oregon and have been highlighted by the local media.
In 1889 the state acquired the property and in 1891 built the Oregon Reform School for “wayward, erring boys”. The original building was destroyed by a fire, and the juvenile offenders were moved to the present youth correctional facility site in Woodburn, Oregon. (MacLaren Youth Correctional Facility). In 1929, the building was reconstructed and reopened as the Farm Annex of the Oregon State Penitentiary housing 50 adult male offenders. The Farm Annex provided all of the milk, eggs, meat, fruit and vegetables for the Oregon State Penitentiary and the State Hospitals. The main building (as well as many of the out buildings that made up the farm) still stands today, and at 81 years old, it makes for the second oldest prison in the state, behind only OSP.
Flooding in the fields surrounding MCCF during the winter storms of 1996 uncovered several ancient artifacts of the Native Americans who lived in the area for centuries prior to the first settlers arriving. This area has now been listed as an archeological site. The artifacts recovered were turned over to the Archaeological Department of the University of Oregon where they have been cataloged and are on display.
The population of MCCF has gone from the 50 men, to up to 312, and in 1992, both Mill Creek Correctional Facility and Santiam Correctional Institution were brought under the same Administration and remains an unfenced minimum custody facility housing approximately 290 Adult male offenders. MCCF provides Cognitive programs, college courses, parenting programs and inmate labor to the Oregon Department of Corrections, other state and local agencies, and private industry throughout the Willamette Valley. In May of 2011 Mill Creek Correctional Facility was brought under the Administration of the Oregon State Penitentiary.

VISITING
Inmates may have approved "Privileged" visits on Fridays, Saturdays, Sundays and Holidays if they are not scheduled to work. Inmates are responsible for informing their visitors of their work and visiting schedules. "Basic" visits must be scheduled in advance of the visit. If you have any questions about our visiting schedule, you may contact the facility.

From Interstate 5, take exit 252, Kuebler Blvd. Go east to Turner Road, turn right and proceed approximately one-half mile. MCCf is located on the right.

Saturdays and Sundays: 7:30 - 10:00 AM and 12:30 - 3:15 PM

A and B Dorm will alternate Friday night visiting, Saturday and Sunday afternoon visiting, and holiday visiting.

Visiting Lists
A person must be on an inmate’s Visiting List in order to visit. To get on an inmate’s Visiting List, the inmate must send the approved Visiting Application to his assigned counselor. The following information is required:
- Name
- Date of Birth
- Driver’s License or State Identification Number
If the person being requested is a minor, the counselor will send a Letter of Custodial Consent to the custodial parent or legal guardian, who must take the letter to a Notary Public who will witness the signing. The parent or guardian must then return the letter to the inmate’s Institution Counselor for approval. In the case of an emancipated minor, a Letter of Custodial Consent will be sent to the custodial parent or legal guardian for additional information and approval.
Parking
Upon arrival, a visitor will need to park and lock their vehicle in the designated Visitor Parking Lot. No one is allowed to wait in a vehicle parked on institution grounds, including adults, minor children or animals. Handicapped Parking is available in designated areas.
Institution Entry
Upon arrival at the institution Reception Area, a visitor will need to sign a Registration Form and present proper identification (I.D.) One of the following current photo I.D.’s will be required for visitors age 16 and over to enter a Department of Corrections facility:
- Driver’s License or State Identification;
- Passport;
- State Identification Card (State Employee or Motor Vehicles Division);
- Military Identification;
- Student Identification card; or
- Other official governmental identification.
Privileged visiting shall not be allowed without the required current photo I.D.
Basic visiting may be approved with at least two of the following pieces of identification:
- Social Security Card;
- Birth certificate or registration;
- Current identification card from service organizations (other than military) with picture and signature; or
- Current bankcards and signature.
Visitors under age 16 must have some form of identification, such as:
- Birth Certificate or registration;
- Social security card;
- Oregon Health Plan medical card;
- Smile Safe Kids identification card;
- Student Body Card; or
- State identification card.
Waiting/Visiting Room Conduct
While in the Waiting and/or Visiting Rooms your conduct and that of your visitors is expected to conform to standards of common respectability and consideration of others. If you have questions, please feel free to ask the Officer assigned to the Visiting Room. While in the Waiting and/or Visiting Rooms, the responsibility for controlling your children is yours. Keep your children with you; they must behave and remain seated. In the event that staff must intervene to control your children, the visit will be terminated. Children will not be left in the Visiting Room unattended.
Clothing Regulations
The Department of Corrections Rule on Visiting states, “visitors shall wear conventional clothing in a manner which is not unduly suggestive, is not similar to inmate attire and does not create a security hazard.” (Inmate attire is blue denim pants and light blue shirts or white t-shirts.)
The following clothing is NOT PERMITTED:
- Clothing insignia or other paraphernalia associated with street gangs
- Dresses, skirts, jumpers, and culottes that are more than two (2) inches above the kneecap. (Slit dresses or skirts will be allowed only if the slit is not more than two (2) inches above the kneecap.)
- Wrap-around skirts
- Tight fitting pants, skirts, dresses or other garments that accentuate the body
- Halter dresses, halter tops, tube tops
- Plunging/low-cut necklines
- Shoulder straps less than one (1) inch in width
- See-through clothing (including sheer fabrics and loose weave)
- Clothing that exposes an undue amount of flesh, such as chest, back, thighs, midsection
- Hats
- Outer garments such as raincoats, ski jackets and other garments that protect against rain or inclement weather
Visitors are required to wear undergarments.
Visitors are required to wear footwear.
General Information:
1. Due to space restrictions, only three persons are allowed to visit at one time. Children under 3 years of age may sit on another visitor’s lap. Afternoon visits are for assigned dormitory only.
2. Visitors may take in up to $15 in currency to use in vending machines. Currency should be contained in see-through plastic bags.
3. Smoking is not permitted in any area of the institution. Tobacco in any form is prohibited in the Visiting Room, and should be left in a visitor’s vehicle.
4. There are no lockers at MCCF, so please plan to leave all personal items locked in your vehicle.
5. No more than one (1) plastic bottle of baby food or drink, a pacifier and no more than two (2) diapers will be permitted. These items should be contained in see through plastic bags.
6. Items that, in the opinion of the Watch Commander, could constitute a possible threat to security of the institution (rattail combs, hair picks, lighters, knives, fingernail files, cell phones, etc.) will not be permitted in the Visiting Room.
7. A visitor is not permitted to bring anything into or onto the institution grounds for the inmate s/he is visiting.
8. The following items are prohibited on the grounds of ANY Department of Corrections facility:
- Explosive devises
- Firearms
- Ammunition
- Alcoholic beverages
- Narcotics
- Dangerous drugs
- Objects or materials of any kind that might be used to compromise the safety and security of the facility
9. Visitors and inmates may NOT escort each other to the restrooms or vending machines. Inmates are NOT allowed to handle currency and are not allowed to go to the vending machines.
10. Neither visitors nor inmates are permitted to get involved in any other visit except their own.
11. Neither visitors nor inmates may move to another seating location without the approval of the Visiting Room Officer.
12. Once in the Visiting Room, a visitor may not return to her/his vehicle without terminating the visit. Visitors may not visit twice in one visiting session. .
13. Inmates will remain seated throughout the entire visit. Inmates needing to use the restroom will need to TERMINATE THEIR VISITS to do so.
14. Soft drinks and/or other food purchased by visitors from the vending machines in visiting areas will not be taken from the visiting area by either the inmate or visitor upon termination of the visit.
15. A point value system is used to determine visiting privileges. Each inmate is allowed twenty four (24) points per month. One (1) point is deducted for each visitor at each visit. Points are not deducted for children under 2 years of age.
16. Mill Creek Correctional Facility is not responsible for lost or stolen articles left in the Visiting Room, or on the MCCF reservation.
17. Loitering on facility grounds is not permitted. Visitors are expected to arrive at a reasonable time prior to the session and leave immediately afterward. Attempts to communicate with inmates from the grounds before or after the visiting session may cause review of the visitor's visiting status.
Physical Contact: The Department of Corrections rule states, “No physical contact, except a brief embrace and kiss upon meeting and leaving.” However, hand holding and holding of small children, under age 6, is permitted. This privilege does NOT extend to elbows, knees or other body parts. This contact is a privilege, and if abused may be subject to revocation through the disciplinary process.

TELEPHONE USAGE
Inmates may make outgoing telephone calls between the hours of 6:00 AM and 10:00 PM. If an inmate is on Loss of Privileges due to disciplinary issues, he may not make telephone calls. He can, however, communicate through the mail.
Please do not call and ask someone to get a message to the inmate unless it is an emergency situation. Protocol for emergency situations is detailed below.

In the event of a family emergency, please call the institution and ask to speak to the Chaplain or to the inmate's Institution Counselor. Please be prepared with the following information:
- Inmate's name and SID number
- Your name, relationship to the inmate, address, & phone number
- Name(s) of the person(s) involved in the emergency & relationship to the inmate
- Name, location, and phone number of hospital/funeral home
- Any other critical information such as type of illness/injury and patient condition

In 1992, Mill Creek Correctional Facility became part of the Santiam Correctional Institution operation. In May of 2011 Mill Creek Correctional Facility was brought under the Administration of the Oregon State Penitentiary.The facility is a minimum security work camp providing inmate labor to the Oregon Department of Corrections, other State and local agencies and private industry throughout the Willamette Valley. |
