Meetings of the COP-MOP

The Conference of the Parties serving as the meeting of the Parties to the Protocol (COP-MOP) currently meets every two years in conjunction with the regular meetings of the Conference of the Parties (COP) to the Convention on Biological Diversity. To date, the COP-MOP has held six meetings.

1-5 October 2012, Hyderabad, India

The meeting adopted 16 decisions.

The Fifth meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 5)

11-15 October 2010, Nagoya, Aichi Prefecture, Japan

The meeting adopted 17 decisions and a supplementary Protocol.

The Fourth meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 4)

12-16 May 2008, Bonn, Germany

A total of 2000 participants attended the meeting. The meeting adopted 18 decisions.

The Third meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 3)

13-17 March 2006, Curitiba, Brazil

A total of 1,295 participants from 99 Parties to the Protocol, 7 non-Parties, 10 UN agencies, 12 IGOs, 113 NGOs, 30 indigenous people’s organizations, 14 industry organizations and 63 other observer organizations attended. The meeting adopted 18 decisions.

The Second meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 2)

30 May-3 June 2005, Montreal, Canada

It was attended by 647 participants representing101 Parties to the Protocol, 16 non-Parties, 10 UN agencies, 8 IGOs, 64 NGOs, 21 academic institutions, 27 industry organizations and 9 other observer organizations. COP-MOP 2 adopted 14 decisions.

The First meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 1)

23-27 February 2004, Kuala Lumpur, Malaysia

It was attended by 895 participants representing 81 Parties to the Protocol, 79 non-Parties, 8 UN agencies, 12 IGOs, 84 NGOs, 16 academia, 1 indigenous organization, 24 industry organizations and 13 other observer organizations. Delegates adopted a total of 14 decisions covering, inter alia all the substantive issues that were to be addressed by the first meeting of the COP-MOP.

The ICCP Process

The Conference of the Parties to the Convention on Biological Diversity in its First Extraordinary Meeting in Cartagena, Colombia (22 - 23 February 1999) and Montreal, Canada (24 - 28 January 2000) established in decision EM-I/3 an open-ended ad hoc Intergovernmental Committee for the Cartagena Protocol (ICCP) with a mandate to undertake the preparations necessary for the first meeting of the Parties to the Protocol.
