Five college students were found shivering in a basement only wearing underwear and tied together with duct tape.

The Alpha Epsilon Pi fraternity at Boston University is under investigation after police found red welts on the men, who were covered with coffee grounds, fish sauce and honey.

When officers came across the men, who had parts of their hair on their heads shaved off, they 'had horrified and fearful looks on their faces,' according to a police report.

'Officer asked if they were alright and got no verbal answer,' the police report said. 'Victim looked right at Officer and with tears coming down his face shook his head from right to left and back indicating no.'

Police arrived at the fraternity after complaints about a loud party at the house at 24 Ashford Street.

The students were in a circle with the duct tape attached at their wrists to 'form a human chain,' according to police.

Other condiments had been poured onto the men, including flour, hot sauce, mustard and empty sardine cans.

The students, who appeared to be beaten, were believed to be students at the university.

The fraternity has not been sanctioned with the college for years.

Alpha Epsilon Pi is designed to be an opportunity for Jewish men while in college, according to its national website.

The greek organisation's mission statement reads: 'A goal of our fraternity is to help each student to develop character, to learn responsibility, and to develop a proper set of values through living together in brotherhood. Alpha Epsilon Pie prepares young men for their role in life as responsible citizens.'

The five students police found would not seek medical attention. Other men located at the house at the time authorities arrived were not cooperative.

The incident is being considered as a 'possible hazing' situation, in which multiple arrests could be made on a number of charges, police said.

Both university and city police are investigating the situation.

Police's discovery of the men comes about a month after the college suspended members of a sorority with a house along the same street because of a similar situation.

The school took action against sorority sisters from Sigma Delta Tau after they reportedly forced new pledges to drink alcohol as part of a hazing incident.

Police on campus were said to have stopped three men carrying young women from the Tau sorority down the street on March 3.

An ambulance was called for two of the women, believed to be underage drinking, and one was taken to St Elizabeth's Hospital for intoxication.

The dean of students said the incident was the result of hazing, according to Fox News Boston.

Boston University has a strict no hazing policy.
