The film will chronicle the contentious confirmation hearings for Thomas, who was accused of sexual harassment.
This is a challenging dramtic role for Kinnear, who got his start on The Soup.
Biden was accused of foul play and letting Thomas get away with a crime.

The Hunger Games star Jeffrey Wright, 49, will play the contended Thomas.
It's a star-studded cast set to play a groundbreaking moment in America's history.
Slated to direct the film is Rick Famuyiwa, 41, fresh off the success of his Sundance hit Dope.
Dope - which has a diehard fanbase of industry elite like James Franco and Brad Pitt - follows three geeky kids through the gangs, drugs and violence of Inglewood, California.
Despite portraying the harsh reality afflicting African American youth, Famuyiwa's Dope is light and funny.
Wrong but Wright: Jeffrey Wright, 49, will play the contentious role of Clarence Thomas. Here, he's seen at London Fashion Week in February
