The Bill

Sun Hill is in the grip of a graffiti war between the black youths who once scrawled on the town's walls but who have supposedly gone straight, and the white youths from the local art college, who consider themselves to be committing art crime (if that truly is the case, they should enter the Turner Prize and earn their own money for once, rather than scrounging off their equally self-righteous parents).

Not all of these tykes with aerosols should be lambasted, though. According to one council worker, some of the graffiti artists 'put Rolf Harris to shame'. That good at writing novelty hits, eh?
