Chelsea's move for £22million-rated Pedro will have to wait until after the July 18 elections at Barcelona because the club’s temporary board has been blocked from making any more transfer decisions.
Jose Mourinho is interested in the 27-year-old winger whose buy-out clause was slashed from €150m (£108m) to €30m (£22m) at the end of last season but the decision will be made by the new president and not by stand-in supremo Ramon Adell.
Adell and his temporary board have already been heavily criticised by presidential candidates by signing off the arrival of Arda Turan from Atletico Madrid on the apparent say-so of Josep Bartomeu, who stood down from the presidency so new elections could take place and is therefore not authorised to make any further decisions.

The degree to which Chelsea move for Pedro will depend to a large extent on the player’s desire to switch to Stamford Bridge. The arrival of Luis Suarez last season meant Pedro’s first team opportunities in big games shrunk to zero.
The Canary Islander, who was first choice at the Nou Camp in 2011 when Barcelona beat Manchester United at Wembley to win their fourth Champions League, has always reluctantly accepted his slide down the Barca pecking order.
But with the European Championship on the horizon next summer he feels this could be time to make the move.
He would have former Barcelona team-mate Cesc Fabregas for company in London as well as fellow Spanish speakers Diego Costa, Cesar Azpilicueta and Felipe Luis.
The winger will have have talks with Luis Enrique on Wednesday when he returns to training and may also meet with Joan Laporta and Eric Abidal if Laporta wins the election on July 18 and Abidal becomes his new sporting director.
