White police officer shoots dead unarmed father of 13 during traffic stop in Cincinnati

An apparently unarmed black man was shot and killed in Cincinnati over the weekend after a confrontation during a traffic stop. 

Samuel Dubose, a 43-year-old father of 13, was shot in the head by a white University of Cincinnati police officer on Sunday. Police are investigating the shooting. 

The officer, Ray Tensing, has five years of law enforcement experience and has worked with the University of Cincinnati Police department for more than a year, authorities said. 

Tensing saw Dubose driving without a front license plate at about 6.30pm on Sunday, police said. Dubose, who has more than 60 arrests, continued driving for another mile after Tensing signaled for him to pull over. 

Tensing asked to see Dubose's driver's license several times, Cincinnati police said. But instead, he handed Tensing a bottle of alcohol, according to CNN

The officer then asked Dubose to step out of his vehicle and at that point, a struggle occurred. 

'There was a struggle at the door with Mr. Dubose in the vehicle and the officer outside the vehicle, and the vehicle sped away,' Cincinnati police Lt. Col. James Whalen said. 

Dubose put his key back in the ignition and began to drive away from the scene. At that point, Tensing fired a single bullet, hitting the driver in the head, police said.

About 75 friends and family members gathered on Monday for a vigil to honor Dubose. His mother and several of his children were in attendance

The officer fell to the ground as he shot his gun, bruising his legs and tearing his uniform, police said. It appeared that Dubose was unarmed. 

Tensing has been put on administrative leave with pay while the investigation continues. There were two other officers who also arrived on scene. 

Public safety director and police chief at the University of Cincinnati Jason Goodrich said that university officers can function as police officers outside campus grounds due to a mutual aid agreement. 

Dubose was killed about half a mile from the University's campus.  

During a vigil held for on Monday, Audrey Dubose said that her son was 'full of love'. 

'My son was not a violent person,' she told WLWT. 'My son... he got stopped a lot but he never tired to fight.' 

Tensing was wearing a body camera at the time of the incident, and police have received surveillance footage from nearby buildings. No dashcam footage is available, police said.
