The Center for Medical progress has released a new undercover video of Planned Parenthood doctors, this time as they closely examine an aborted fetus for viable tissue.

The parts of the fetus - including the head, hands, and legs - are easily identifiable in the video as the doctors discuss pricing of individual parts versus the entire body. 

The video comes after Cecile Richards - the president of Planned Parenthood - said in an interview that the group has done nothing illegal and is the target of a political smear campaign.

Senator Rand Paul meanwhile announced on Tuesday that the Senate would vote to block the $528 million in federal aid the organization receives each year before they recess in August.

This latest video, like the last one released by the group, features Dr. Savita Ginde. 

Dr. Ginde is the the Vice President and Medical Director of Planned Parenthood of the Rocky Mountains.

FETAL TISSUE EXTRACTION

Actor: Was that crack, the little bits of the skull?

Physician: Mhm - I just want to see one leg. Here's a foot.

Dr Ginde: It's a baby.

Actor: Is that the heart?

Physician: I think so ... here's the heart. 

Dr Ginde: Everyone's trying to get in on it.

Physician: I think my fingers will smush it if I try to get it out ... The heart is right there.

Actor: These are intact kidneys, yes. If somebody needed...

Dr. Ginde: Because if I looked at that, I'd be like that's good to go.

Dr. Ginde: So do people want brain? What do they do with brain ... Do people do stuff with eyeballs?

Actor: Oh yeah. Although eyeballs they generally want more developed than this.

Dr. Ginde: Blasted out?

Actor: Yeah, it got blasted out with the water.

Dr. Ginde: Well you know a lot of time especially with the second trimester - Is we won't even put water, because it's so big you can put your hand in there. And just pick up the parts.

Once again Dr. Ginde is seen on camera discussing the pricing of tissue samples from aborted fetuses, and the process by which they are obtained by medical workers.

She also discusses the lengths taken by the group to ensure they do not profit from the sale of fetal tissue samples.

'We talked to [an attorney] in the beginning, you know, we were like "we don't want to get called on, you know, selling fetal parts across states,"' she explains in the video.

Planned Parenthood has repeatedly denied selling fetal tissue for a profit - which is against federal law - and said the pricing discussed in these videos are related to expenses that arise from handling and transporting the samples. 

After speaking with the actors pretending to be buyers, Dr. Ginde takes them down to show them how the samples are taken from the aborted fetuses.

One of her physicians is heard cracking the skull of a fetus at one point, as he sorts through looking for things like the kidney, heart and brain.

At one point Dr. Ginde says; 'It's a baby.'

Talk turns once again to pricing at this point, with Dr. Ginde telling the actors posing as buyers; 'I think a per-item thing works a little better, just because we can see how much we can get out of it.'

This as opposed to a flat fee for the entire fetus.

Later, as the medical worker continues going through the fetal tissue, he says; 'Another boy!' 

While earlier videos attempted to prove that Planned Parenthood was involved in illegal practices, these latest videos seem more focused on trying to attack the organization by graphically describing and showing the process of procuring aborted fetal tissue.

Richards said in her interview on Sunday with This Week; 'I stand behind the health care that we provide at Planned Parenthood. Women trust Planned Parenthood. And I look forward to anyone who wants to look into our policies and procedures.'

Richards also noted that the two women featured in the previous undercover videos - Dr. Deborah Nucatola and Dr. Mary Gatter - were reprimanded for the tone they used when speaking with an actor posing as a buyer that was hired by the Center for Medical Progress.

QUESTIONS ABOUT FETAL TISSUE

WHAT IS IT USED FOR?

The tissue taken from aborted fetuses can be used for a variety of reasons, with medical researchers using them to study how development works, how they are affected by certain medicines, how disease affects them and even how they are created by the body - and at what rate they develop. Vaccine development has relied on using fetal tissue for testing for close to 100 years, with the Polio vaccine being the most famous success story.

HOW IS IT PROVIDED?

Women who have abortions or miscarriages can sign a form giving their consent to have their tissue used for research purposes. At that point it usually goes directly to the researchers, with the money being accepted for it used to cover the transportation cost as well as the cost to actually house the sample. It is against federal law to make a profit from the sale of fetal tissue. 

Those women were seen discussing pricing in those videos, though the organization said it is the price to cover the expenses that arise with procuring and transporting fetal tissue. 

Despite their explanations however, some Republicans have taken issue following these videos and claim they clearly show the group is involved in the illegal harvesting of organs.

Senator Rand Paul - who is also one of the 16 Republican presidential candidates - said over the weekend that he plans to push as hard as he can to ensure federal funding to Planned Parenthood gets revoked.

He made that clear when he announced the planned Senate vote on Tuesday, saying that it is 'a huge victory for conservatives' who do not support abortion no matter what the outcome.

House Speaker John Boehner also spoke out against the organization last week, saying; 'Nothing is more precious than life, especially an unborn child.

'When anyone diminishes an unborn child, we are all hurt, irreversibly so. When an organization monetizes an unborn child – and with the cavalier attitude portrayed in this horrific video – we must all act.'

The $528million in taxpayer funding received last year came in the form of government grants and contracts, plus Medicaid reimbursements.

Federal and state taxpayer funding provides more than 40 per cent of its funding.

Planned Parenthood has grown from a single New York City birth control clinic opened by eugenics supporter Margaret Sanger in 1921 into a $1 billion organization with 820 clinics where 300,000 abortions are performed each year.

They did manage to score a small victory on Wednesday when a California court ruled that the Center for Medical progress could not release video taken of three employees from StemExpress, a company that provides fetal tissue samples. 

This may explain why the video released on Thursday is so similar to the one released earlier in the week.
