A newborn baby was found abandoned in a Los Angeles street, with his umbilical cord still attached.

The child, thought to be a day old, was discovered at the corner of Vermont Avenue and Dana Street in a stroller around 1pm on Tuesday, where he had been left overnight.

'We are asking the public's help to identify the mother - to make sure the mom is safe and (find out) why the baby was left here,' captain Sean Parker of the LAPD said.

'But the most important thing... is that the baby is safe.'

Father-of-two Alex Diaz called emergency services with a report of child abuse after first seeing the 'dirty' pram on Monday night, according to KTLA5.

When he passed the same spot the following day he decided to look inside, and to his disbelief saw the baby, wearing pyjamas and covered in sweat, inside.

'You took your time to dress him up, but you couldn't take your time to take him somewhere safe,' Diaz said.

'You just left him out on the street - threw him out like trash. Can't do that to a baby.'

The baby, described as white or Hispanic, was taken to California Hospital Medical Center for treatment, where he is in a stable condition.
