Police arrest man for committing 'pure torture' on one person and may be linked to six 'missing or murdered' Ohio mothers
- Ernest 'Dollar Bill' Moore, 39, turned himself into police after a nationwide warrant was issued for his arrest
- He has now been indicted on charges of felonious assault and kidnapping
- Police say he committed 'pure torture' on a man in July in Chillicothe, Ohio
- The victim was 'punched, kicked, assaulted with a broom, burned with lighter fluid and silverware heated from the stove'
- Police think Moore also has information about six women in Ross County who have either been murdered or gone missing in last 16 months
- Officers believe Moore knew the women and that all six also knew each other in some capacity
- However they are not calling Moore a suspect or even a person of interest in the deaths and disappearances
Felony charges have been filed against a man accused of torturing a victim with silverware heated on a stove and other instruments.
Police also claim that Ernest 'Dollar Bill' Moore, 39, may be able to shed some light on the murders and disappearance of six women in Ross County, Ohio.
He turned himself in on Thursday night after the Missing Women's Task Force issued a warrant for his arrest nationwide.
On Friday he was indicted on charges of felonious assault and kidnapping, according to WBNS-10.

Police Chief Keith Washburn called the kidnap incident 'pure torture', after the victim was 'punched, kicked, assaulted with a broom, possibly raped with the broom, and burned with lighter fluid, silverware heated from the stove and boiling hot water,' the Chillicothe Gazette reported.
The male victim told police that he went to Moore's house to buy drugs and was immediately bound with Duct tape and placed inside a duffel bag to be transported to another house.
He told police that he was able to escape the next day and went into hiding before being taken to hospital by his mother.
Police believe the victim, who suffered second-degree burns, owed the suspects money.
'It appears to be a drug debt of some kind, either he ripped them off or owed them money,' Washburn told the Gazette.
Moore has a criminal past that includes arrests for drug possession and drug trafficking in Ross County and in the city of Chillicothe.
A judge set his bond at $750,000.
Investigators also say they believe Moore could have information on the disappearances and deaths of six Ross County women in the last 16 months.

Moore is not a suspect or even a person of interest in these disappearances and deaths, but he may have information that could be key in solving them.
The bodies of Tiffany Sayre, 26, Tameka Lynch, 30, Timberley Claytor, 38, and Shasta Himelrick, 20, have been found in or near different creeks and streams.
Duct tape was on at least one of the women's bodies, and one was shot dead.
Officials are still searching for Charlotte Trego, 27, and Wanda Lemons, 37, who were reported missing last year.

Police believe that Moore knew all of the women - and that all six knew each other in some capacity.
Most of them had a known drug use history, with at least three being addicted to heroin.
All of them were mothers - and one was a grandmother with her third grandchild on the way.
Serial killer Neal Falls, 45, who was killed in self-defense by an escort in July, is a suspect.
But no evidence has been found to link him to the women's murders and disappearances.
